State Supervised/County Administered TANF Programs Roundtable

In response to a technical assistance request from the Minnesota Department of Human Services pertaining to gaining a more clear understanding of the different state supervised/county administered models, the Peer Technical Assistance Network organized a peer-to-peer roundtable in Chicago, Illinois on July 18-19, 2012 with directors and staff from state supervised/county administered Temporary Assistance for Needy Families (TANF) programs. This report describes the technical assistance request and response, as well as the overall findings from the roundtable event and lays out potential recommendations for future discussions about the state supervised/county administered structure.

Sustainable Employment Strategies: A TANF, Workforce, and Child Support Collaboration

Record Description

The Region IV Administration for Children and Families, Office of Family Assistance (OFA); Region IV U.S. Department of Labor (DOL); and Region IV Office of Child Support Enforcement (OCSE) convened a meeting entitled "Sustainable Employment Strategies: A TANF, Workforce, and Child Support Collaboration" in Atlanta, Georgia, from August 14-16, 2013. The meeting provided TANF, Workforce, and Child Support administrators and staff with an open forum for discussing critical issues impacting the collaboration of their respective entities towards sustainable employment strategies for their TANF and hard-to-serve population, and an opportunity to network both amongst themselves and with Region IV leadership. Region IV staff from each agency--ACF, DOL, and OCSE--shared lessons learned and gathered strategies that can improve their own programs' ability to identify and address multiple barriers, and develop pathways to create sustainable employment and career building opportunities for program participants. In addition, the meeting gave participants an opportunity to meet with their individual State teams to develop action plans that support interagency collaboration.

2013 Tribal TANF Summit to Improve Program Performance and Strengthen Native Families

Record Description

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA), Division of Tribal TANF Management hosted the first national Tribal TANF Summit to Improve Program Performance and Strengthen Native Families on August 12-14, 2013 in Denver, Colorado. The workshop focused on Tribal TANF program administration and participant engagement. Experts from the field shared information on a variety of topics including: career pathways and subsidized employment, TANF policies and procedures, the Patient Protection and Affordable Care Act, opportunities for economic development, and effective prevention and treatment programs for substance abuse and co-occurring disorders.

ACF/OFA Region IV and DOL-ETA Region III TANF and WIA: Strengthening Pathways to Employment Meeting

Record Description

In response to the technical assistance and program needs of States throughout the Southeast, the United States Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance, Region IV, and the United States Department of Labor, Employment and Training Administration, Region IIII, hosted a technical assistance meeting from July 24-26, 2012 in Atlanta, Georgia. This meeting allowed member States to work alongside their peers to outline specific challenges faced by TANF and WIA agencies and the families they serve and posit plausible peer-based solutions for moving low-income and working families toward economic self-sufficiency. State TANF and WIA directors and program staff also discussed ways to promote interagency collaboration. Topics included: engaging veterans and military families in the TANF and WIA systems; leveraging partnerships to strengthen subsidized employment and transitional job initiatives; developing demand-driven career pathways for low-income individuals and TANF participants; maximizing WIA youth and TANF funds to support summer youth employment initiatives; and improving skill-building for low-income individuals and TANF participants with barriers to employment.

Promising Pathways All-Site Orientation Meeting

Record Description

On October 18, 2011, the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance (OFA) convened an orientation meeting in Washington, D.C. for the Promising Pathways Initiative. The three primary meeting goals of the Promising Pathways All-Site Orientation Meeting were to orient site representatives to the Promising Pathways Initiative, provide hands-on, interactive training for site coordinators on how to define and document their practice using logic models, and plan the first intensive full team site visit. Participants included one or two representatives from each of the ten selected Promising Pathways sites, OFA staff, and ICF International site coaches and team staff. This executive summary describes the proceedings of the All-Site Orientation Meeting and includes the meeting agenda, participant list, and materials as appendices.

Addressing the Needs of Non-Custodial Parents in TANF Families Workshop

Record Description

The Welfare Peer Technical Assistance (TA) Network is a federally funded initiative through the Administration for Children and Families (ACF), Office of Family Assistance.  The objective of the Welfare Peer TA Network is to facilitate the sharing of information between and among states and to establish linkages between organizations serving the needs of welfare recipients. 

The U.S. Administration for Children and Families (ACF), with support from the Welfare Peer Technical Assistance Network, sponsored the Addressing the Needs of Non-Custodial Parents in TANF Families Workshop on January 18-19, 2001, in Tallahassee, Florida.  Participants included representatives from State Temporary Assistance to Needy Families (TANF), Child Support Enforcement, local fatherhood providers, and Federal participants from the Department of Labor and the Department of Health and Human Services.  The purpose of the workshop was to promote collaboration between State TANF and OCSE agencies, and to encourage the sharing of information about initiatives to address the needs of non-custodial parents.

Promising Pathways Initiative Innovation Institute

Record Description

On March 13-14, 2012, the Office of Family Assistance (OFA) convened the Promising Pathways Initiative Innovation Institute in Washington, DC. The Promising Pathways Initiative provides technical assistance to state and local TANF programs and nonprofit organizations to promote successful outcomes for low-income families, and seeks to address the knowledge needs of the TANF field through an evidence-informed practice approach. The Initiative is grounded in the research on evidence-based practices. The Promising Pathways Initiative supported ten selected sites from the ten OFA Regions by building capacity of the sites to identify practice and program components; develop and document evidence; and articulate the resulting “story” about the effectiveness of the program or practice. The Innovation Institute focused on capacity-building for evidence-informed practice through identifying and sharing innovative approaches to service delivery for TANF families and low-income populations. Nine of the ten Promising Pathways sites from Regions I through X participated in the Institute. The goals of the Institute were to: (1) Provide cross-site networking between Promising Pathways sites leading to increased capacity to implement evidence-informed practice; (2) Provide interaction and dialogue between Promising Pathways sites surrounding innovative approaches and supportive technical assistance resulting from participation in the Promising Pathways Initiative; and (3) Discuss and examine processes and tools that can be institutionalized in Promising Pathways sites to support sustainable evidence-informed programming for TANF and low-income populations.

2011 TANF Priority Update Workshop: Region IV

Record Description

The Administration for Children and Families, Office of Family Assistance Region IV convened the 2011 TANF Priority Update Workshop in Atlanta, Georgia on August 17-19, 2011 to discuss the status of TANF programs and foster peer dialogue among State TANF directors to discuss key issues impacting their programs and share best practices and lessons learned with their peers. The meeting brought together State TANF directors and program staff from across Region IV to strategize ways to guide low-income individuals and families to greater economic self-sufficiency while providing input and feedback on TANF legislation. Specific topics included asset building strategies for domestic violence survivors, service improvement for refugees and immigrants, career pathways and education, innovative solutions for economic recovery, and collaboration improvement strategies.

Comprehensive Case Studies: TANF Faith-Based and Community Organizations Initiative

Record Description

During Phase 3 of the project (2009-2010), in close partnership with the OFA Federal Project Officer, the project team conducted two-day site visits with each leading organization, which included faith-based organizations, community-based organizations, and intermediary partners. The case studies were drafted to isolate key insights about local collaboration and help identify strategic on-the-ground practices for FBCO leaders or TANF practitioners.
