Requesting Technical Assistance

Technical assistance is only available to state, county, and Tribal agencies administering the Temporary Assistance for Needy Families (TANF) block grant. TANF programs may use this form to request compliance support and related technical assistance (TA) from the Office of Family Assistance (OFA) and its State and Tribal Technical Assistance and Resources (STAR) team.

We offer TA services to guide and aid TANF programs in strengthening their programming, improving service delivery, and ultimately supporting participant success. All TA is aligned with the four statutory TANF purposes:

  1. Provide assistance to needy families with children so that they can live in their own homes or the homes of relatives;
  2. End dependence of needy parents on government benefits through work, job preparation, and marriage;
  3. Reduce out of wedlock pregnancies; and
  4. Encourage the formation and maintenance of two-parent families.

TA will vary based on need. Examples include virtual peer information-sharing, peer-to-peer learning opportunities, subject-matter expert consultations, virtual training for TANF program staff and leaders, program and practice reviews and strategic planning to improve program operations and outcomes, and one-on-one content coaching to discuss and design strategies for achieving statutory purposes. STAR will work with each eligible requester and OFA to determine the best method of TA delivery for your program based on your request.

OFA offers compliance support and TA to State, County, and Tribal programs administering TANF block grant. OFA provides TA implementation support and content expertise through the STAR contract awarded to BLH Technologies and its subcontractors Mathematica and The Adjacent Possible. TA is available to TANF programs and may include:

  • ​The degree to which the request fosters an information exchange among States, counties, and communities.

  • The extent to which the request may have value for other States or programs.

  •  The cost-effectiveness of the requested technical assistance.
