2018 OFA Regions I-IV East Coast TANF Directors’ Meeting

The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance (OFA) Regions I through IV hosted the OFA Regions I-IV East Coast TANF Directors’ Meeting, Leveraging Partnerships to Help Families Achieve Economic Stability, on July 24-26, 2018 at the Westin Boston Waterfront in Boston, Massachusetts. The meeting convened representatives from TANF programs from Regions I-IV and provided TANF representatives with an opportunity to learn about promising practices, discuss shared challenges faced by TANF programs, and share ideas with peers from other states about how to respond to the needs of low-income families. The meeting also included practitioners and researchers who shared information about their own work, and who looked to TANF representatives and federal partners for future research opportunities. Representatives attended presentations from experts and program administrators, and worked with other states to think of innovative practices during Team Work sessions.

2017 Linking TANF Families to Employment and Economic Opportunities Meeting

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA), held the Linking Temporary Assistance for Needy Families (TANF) Families to Employment and Economic Opportunities Meeting at the Renaissance Arlington Capital View Hotel in Arlington, Virginia on August 14-16, 2017. This meeting allowed Temporary Assistance for Needy Families (TANF) program representatives from around the country the opportunity to learn about promising practices and actionable implementation strategies to improve employment outcomes and economic independence among TANF families. Over the course of the meeting, attendees attended presentations from experts and program administrators, and participated in peer-moderated InfoSessions, OFA Regional breakout discussions, and a sharing session with OFA leadership. Almost 300 TANF representatives, State and Territory Human Service Commissioners, and federal partners attended the meeting.

Linking TANF Families to Employment and Economic Opportunities Meeting: View Livestream Plenary Sessions, August 14-16, 2017

On August 14-16, 2017, the Office of Family Assistance (OFA) hosted the 2017 Linking TANF Families to Employment and Economic Opportunities Meeting, which brought together TANF administrators, stakeholders, and leaders to discuss the current successes and challenges facing TANF programs. For those who were unable to attend, OFA livestreamed the meeting’s plenary sessions to ensure that the vital information and promising practices were shared to a wider audience.   

 

Plenaries streamed included Reimagining TANF and the Human Services with remarks by Steven Wagner, Assistant Acting Secretary for the Administration for Children and Families, and The American Safety Net – Yesterday, Today, and Tomorrow, which featured a panel comprised of Clarence H. Carter, Director of OFA, Robert Doar, Morgridge Fellow in Poverty Studies for the American Enterprise Institute, and Susan Dreyfus, President and Chief Executive Officer of the Alliance for Strong Families and Communities.

 

Mr. Carter also moderated the Examples of Employment Excellence plenary discussion, which featured four organizations from across the nation that have successfully increased employment outcomes for various hard-to-employ populations. Finally, the meeting closed with the TANF/WIOA Integration – State and County Innovation in Action plenary, highlighting the efforts of three states (Maryland, Massachusetts, and Missouri) to develop workforce partnerships that help meet the needs of individuals, families, and employers.

 

 

Engaging Fathers Podcast Series

Record Description
In this three-part podcast series, the Child Welfare Information Gateway presents information about the importance of father involvement in the lives of children, as well as suggestions for engaging fathers and working with fatherhood organizations. In Parts 1 and 2, leaders from fatherhood organizations share some benefits of father involvement, tips for locating local noncustodial fathers, and insights into the perspective of fathers. In Part 3, a partnership between a child welfare agency and fatherhood program in South Carolina is discussed.

2016 OFA Regions I, II, III, and IV East Coast TANF Directors Meeting

The 2016 Office of Family Assistance (OFA) Region I (Boston), Region II (New York), Region III (Philadelphia), and Region IV (Atlanta) East Coast TANF Directors Meeting was held on July 12‐14, 2016, in Providence, Rhode Island. The theme, Reflecting on the Past: Looking Forward to the Future, was an opportunity for TANF program directors and other key stakeholders to engage with peers about innovative ideas, strategies, and collaborations that promote economic and social well‐being for individuals, families, and communities. Meeting participants engaged with OFA leadership, their peers, and experts in the field to discuss some of the pressing challenges facing TANF participants and low‐income, vulnerable families today and ways that TANF programs can serve as a comprehensive support system for these families. Sessions focused on two‐generation approaches to breaking the cycle of poverty, TANF/WIOA coordination and implementation, career pathways and apprenticeships, targeting the hard‐to‐serve and executive functioning, and additional opportunities for TANF programs in 2016 and beyond. The context of these discussions was grounded in using data to measure program effectiveness and drive decision‐making.

Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA), hosted the Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes national TANF convening on September 1 – September 3, 2015 at the Renaissance Washington D.C. Downtown Hotel. The convening brought together TANF program administrators and national experts to promote dialogue around topics such as job-driven and career pathways training, TANF-WIOA coordination, client assessment and case management strengthening, the role of executive skills in employment outcomes, and two-generation approaches to family economic security. Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes provided attendees with opportunities to engage with their peers and experts from the field, to discuss best practices and the latest research, to converse with federal commissioners and ACF staff, as well as to plan ways to improve TANF programming for low-income families in their communities.

Regions I, II and III Tri-Regional Technical Assistance Meeting

Record Description

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA), Regions I, II and III hosted representatives from 14 States in the Northeast region at the 2013 Tri-Regional Technical Assistance Meeting entitled "Developing an Exit Strategy for Leaving TANF on the Pathway to Family Stability." This meeting was held on September 17-19, 2013 in Philadelphia, Pennsylvania. Temporary Assistance for Needy Families (TANF) stakeholders were brought together to engage with peers on innovative strategies and collaborations to promote economic and social well-being for individuals, families and communities. State and territory representatives shared strategies they are utilizing to overcome barriers to self-sufficiency. In addition to peer networking and dialogue with ACF and OFA leadership, experts from the field presented on topics ranging from the intersection of learning disabilities and TANF families, to maximizing collaborations to improve TANF program outcomes.

Regions I, II, and III East Coast Strategic Collaborations Workshop

Record Description

A strong, stable, and comprehensive social safety-net is critical to the well-being of low-income and working families. Strong partnerships not only improve the quantity of services delivered, but also contribute to the overall quality of available services that families rely on in order to become economically self-sufficient. The Administration for Children and Families, Office of Family Assistance, Regions I, II, and III hosted the 2012 East Coast Strategic Collaborations Workshop in Philadelphia, Pennsylvania on September 18-20, 2012 in an effort to bring together TANF, workforce, child support, responsible fatherhood, housing, and community services stakeholders to map out a plan for better communication and collaboration. The workshop included targeted discussions with policy, research, and service delivery experts and culminated with an interactive building of a self-sufficiency puzzle made up of specific next steps, action items, and technical assistance needs. The workshop brought together State TANF directors, local Workforce Investment Board (WIB) directors, and other human service administrators and leaders to strategize on ways to better coordinate services for low-income and working families while improving program performance and service delivery outcomes. Workshop topics included the role of TANF in the safety-net, the current and future research agenda, career pathways, subsidized employment, and partnership development.

Promising Pathways All-Site Orientation Meeting

Record Description

On October 18, 2011, the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance (OFA) convened an orientation meeting in Washington, D.C. for the Promising Pathways Initiative. The three primary meeting goals of the Promising Pathways All-Site Orientation Meeting were to orient site representatives to the Promising Pathways Initiative, provide hands-on, interactive training for site coordinators on how to define and document their practice using logic models, and plan the first intensive full team site visit. Participants included one or two representatives from each of the ten selected Promising Pathways sites, OFA staff, and ICF International site coaches and team staff. This executive summary describes the proceedings of the All-Site Orientation Meeting and includes the meeting agenda, participant list, and materials as appendices.

Maine Office of Family Independence Technical Assistance Request

Record Description

The Maine Office of Family Independence was interested in learning strategies for setting goals, tracking and improving performance, managing staff activities and enforcing program requirements by utilizing accessible and complete data at various levels. Through the Welfare Peer Technical Assistance Network (Welfare Peer TA), the Maine Department of Health and Human Services (DHHS), Office for Family Independence (OFI) and the New Hampshire Division of Family Assistance convened a peer-to-peer site exchange. This was conducted in order to initiate cross-site networking, to foster dialogue, and to exchange strategies for integrating education and training opportunities into TANF programming. A site visit and several conference calls were held, giving Maine the opportunity to observe the data collection methodology and tools utilized by the State of New Hampshire.
