This webinar was the second in the 2014 Regions V, VI, VII, and VIII Tribal TANF webinar series "Addressing the Needs of Children." The Webinar provided strategies for addressing the needs of the growing population of grandparents who are raising their grandchildren, particularly those with child-only, TANF-eligible grandchildren. The speakers provided strategies and resources that were relevant to both social service providers and grandparents.

This webinar was the first in the 2014 Regions V, VI, VII, and VIII Tribal TANF webinar series: "Addressing the Needs of Children." It addressed the growing issue of protecting children in environments of increasing drug use. Key topics included: identifying when a child is exposed to drug use in his/her home; implementing processes for addressing the needs of drug endangered children; and strategies for keeping a child's life stable when his/her family is unstable.

TANF Directors Southwest Meeting: Collaboration and Innovation: Keys to Engaging TANF Customers, September 2014

The Administration for Children and Families, Office of Family Assistance Region VIII held the 2014 ACF Region VIII State Meeting, entitled “Collaboration and Innovation: Keys to Engaging TANF Customers” on September 18 - 19, 2014 in Denver, Colorado. This meeting brought together Temporary Assistance for Needy Families (TANF) program directors and staff from six States to learn strategies, engage in strategic dialogue, and build linkages with peers to improve program outcomes and promote economic and social independence for individuals, children, and families. During the meeting, State representatives had opportunities to share promising practices in collaborating with State, local, and community agencies to successfully serve TANF participants. There was also a State of the State’s Panel Discussion with ACF/OFA leadership. Meeting attendees also heard from subject matter experts in the areas of program performance, employment outcomes and career pathways, kinship care and home visiting programs, housing and homelessness issues, supporting refugee populations, assisting victims of human trafficking, and engaging rural communities, among others. This interactive and collaborative event allowed for rich discussion and training opportunities.

Webinar: Strategies To Assist Noncustodial Parents In Improving Economic Well-Being

Record Description

The Administration for Children and Families' Office of Family Assistance (OFA) hosted the "Strategies to Assist Noncustodial Parents in Improving Economic Well-Being" webinar. This webinar showcased several programs making headway in this area. TANF programs and their safety-net partners increasingly understand the importance of engaging noncustodial parents while also holding them accountable for the economic and social growth of their children. Barriers such as unemployment, underemployment, or incarceration can hinder noncustodial parents from providing for their children even when many want to do so. The Webinar featured three programs.

1. North Dakota PRIDE is a partnership between North Dakota's Department of Human Services, Job Service North Dakota, the Child Support Enforcement Division, and eight judicial district courts throughout the state. The program refers parents with unpaid child support obligations to Job Service North Dakota for employment support.

2. Kansas Child Support Savings Initiative is a partnership between Kansas Child Support Services and the state Treasurer's Office to empower noncustodial parents to save money for their children's education. Noncustodial parents open 529 savings accounts for their children and for every dollar they put into the account, the State reduces their child support arrears by two dollars.

3. Couples Advancing Together is a program of the Center for Urban Families in Baltimore, Maryland that provides employment development, case management services, and healthy relationship skills training to couples with children who currently receive public benefits through the Maryland Department of Social Services. Completion of the Couples Advancing Together program qualifies participants for a 10% reduction in any child support arrears they owe to the State of Maryland, which is helpful to those who are noncustodial parents to children outside their primary family unit.

Healthy Kids and Strong Working Families: Improving Economic Security for North Dakota Families with Children Brief

Record Description

Work supports such as the Earned Income Tax Credit, child care subsidies, and public health insurance can often help low-income working families reach self-sufficiency. Using the National Center for Children in Poverty’s Family Resource Simulator and Basic Needs Budget Calculator, authors provide an overview of the cost of living in North Dakota, which demonstrates the importance of work supports in helping low-income working families. Authors provide an assessment of how the current work support policies help families and the impact that slight increases in eligibility could have for working families.

Client Success through Partnership: 2010 TANF and Workforce Meeting

The final report is now available! The Administration for Children and Families Regions VI and VIII and the Employment and Training Administration Region IV came together to host the Client Success through Partnership: 2010 TANF and Workforce Meeting in Dallas, Texas from July 25-27, 2010. The meeting contained a series of targeted discussion forums, interactive plenary sessions, and peer-to-peer breakouts coordinated to improve partnership and collaboration among TANF and workforce programs. Over the two and one-half days, attendees were exposed to a variety of sessions presented by more than 20 distinguished experts and peers from the TANF, workforce, social service, and research communities.

TANF Rural Communities Initiative: Leadership Forum

Record Description

The capstone event for the Rural Communities Initiative was the Rural Leadership Forum that took place in Charleston, South Carolina on September 1-2, 2009. Representatives from the 16 rural TANF sites met to share lessons learned; explore leadership and sustainability plans; and discuss successes garnered and challenges encountered from the implementation of the Rural TANF sites’ TA plans over the past year.

Rural Communities Initiative Academy: Final Report

Record Description

The Rural Communities Academy was the "kick off" event for the 16 selected rural sites and included time for each rural site team (consisting of four/five team members) to participate in information gathering, networking, and action planning. The team members who attended the Academy participated in workshops and plenary sessions, and met with Rural Content Specialists and representatives from other rural communities who shared their insight into strategies being utilized in rural areas with TANF participants.

Rural Economic Development Roundtable

Record Description

The Office of Family Assistance (OFA) hosted a Rural Communities Initiative Economic Development Roundtable in Spring 2009 to strengthen economic development activities among programs serving TANF participants in rural communities. Nine rural communities—as a component of ongoing technical assistance—attended the Rural Communities Economic Roundtable in Portland, Maine, June 8-9, 2009 and developed economic development strategic plans for their local communities. Participants were provided with tools, replicable innovative models, and guidance on designing economic development opportunities to improve the employment opportunities for TANF participants and assist them in becoming more self-sufficient.

North Dakota Site Visit: Minnesota Car Ownership Programs

Record Description

Recognizing the importance of expanding transportation options for their TANF participants, the North Dakota Rural Communities Initiative site sought to learn more about innovative car ownership programs serving individuals on public assistance. Through contacts at Opportunity Cars, a network of 150 innovative car ownership programs, it was suggested that the team visit programs in Minnesota, which has one of the highest number of car ownership programs in the country. The director of Opportunity Cars nominated three innovative programs that had distinctly different implementation models and were also centrally located in the state: (1) Free to Be, Inc. – Blaine, Minnesota; (2) People Responding in Social Ministry (PRISM) – Golden Valley, Minnesota; and (3) Minnesota Valley Action Council (MVAC). During site visits to these three organizations in late June 2009, the North Dakota site members met with program staff to discuss the background of their car ownership programs, service delivery models, and partnering strategies. These resources and ideas promise to be incredibly useful as the site begins moving forward on implementing their own transportation assistance program.
