The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this panel-style session comprised of “success snapshots,” speakers presented innovative strategies that enable programs to link people to jobs, to better communicate and respond to participant needs, and to provide training and skills development to the community. Presenters shared various strategies for finding employment opportunities, including work activities that are culturally relevant and responsive to the needs of their participants. This session also explored the option of Tribal TANF and NEW programs partnering with local organizations to fulfill community needs.

During this concurrent workshop, a presentation examined how Connecticut’s Welfare to Work program responded to COVID-19 by shifting to a virtual service delivery system while building staff capacity to deliver services remotely statewide. Discussion covered how Connecticut’s initiative kept participants connected and engaged with their Employment Services program during COVID. Lessons learned also included a review of how COVID will impact future program operations, including the implementation of virtual orientation sessions.

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this concurrent workshop, representatives of the TANF Data Collaborative overviewed three pilot projects showcasing their experiences. California examined wage progression for TANF participants who have left the program. New York organized its data into cohorts and spells, which is valuable in providing information about the duration of TANF receipt, reentry, and basic outcomes, and Utah created an analytic file to examine characteristics that predict a cohort of “leavers” returning to TANF.

During this concurrent workshop, panelists explored how Tribal TANF and NEW programs can consider expanding virtual services to motivate participants to pursue opportunities, especially those which may have been previously inaccessible. Speakers discussed a variety of strategies used in the past year to create virtual education and training opportunities and virtual case management services for clients, as well as how these offerings were developed, challenges along the way, witnessed successes, and recommendations for programs considering offering similar resources. This session concluded with a review of OFA’s Coaching for Success eLearning modules, which program staff can use to provide virtual coaching and mentorship to participants.

The Office of Family Assistance will be livestreaming sessions from the 2019 National Tribal TANF/NEW Summit on September 16-17, 2019, and the 2019 National TANF State Directors’ Meeting, Helping Families to Overcome: Partnering to Build a Stronger Society on September 17-19, 2019. Both events will be held in Arlington, Virginia, and will provide state, tribal, and territory TANF administrators, staff, and stakeholders with actionable and replicable implementation strategies for improving employment and self-sufficiency outcomes for customers and families.

Promising Practices for Using Creativity to Address Resource Challenges

TANF Data Collaborative: Assessment of TANF Data Analytic Needs and Plans to Address Them

Data is essential for programs to evaluate how well they are helping needy families. As part of the TANF Data Innovation (TDI) project, a needs assessment of TANF state agencies was conducted in early 2019 that focused on the use of TANF data and other related state program data, priorities for data analysis and research, and states’ preferences on technical assistance.  Speakers will provide an overview of the states’ research and analysis on data infrastructure, data sharing, priorities for data use, and use of employment and earnings data. They will also describe how the TANF Data Collaborative, an initiative of TDI, is planning on addressing the identified needs through a robust pilot and training and technical assistance effort.

WIOA and TANF Integration: Uncovering the Benefits of Blending Funding through Interagency Services Agreements

Since the enactment of Workforce Innovation and Opportunity Act (WIOA), TANF agencies and workforce development/labor agencies have taken steps to align their services to best help TANF such as fund blending and braiding. Yet, there are often barriers to this blending and braining of funds such as different rules between agencies and resistance to organizational change. Participants in this workshop will hear how Massachusetts overcame such challenges using Interagency Service Agreements (ISAs), which set expectations for collaboration, service delivery, and performance.

Legislative Perspectives from Capitol Hill on TANF Reauthorization

Interest is building in substantive TANF reforms but is there time and enough political consensus to make it happen? Key staff from Senate Finance and House Ways and Means committees will discuss Congressional priorities for welfare reform, provisions of current TANF proposals, and possible timelines.

The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance hosted the Regions V-VIII State Technical Assistance Meeting from July 9 to July 11, 2024 in Denver, Colorado. Themed “Reimagining Temporary Assistance for Needy Families (TANF) Programs through the Lens of Program Participants,” this meeting was designed to inspire, support, and engage TANF program leaders and staff in evidence-driven change that improves programs and positively impacts the lives of the families they serve. Over the course of the meeting, participants engaged in peer-to-peer learning, group discussion and idea generation, and networking among Federal and state colleagues.

The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance (OFA) held the 2022 Regions V-VIII State TANF Virtual Meeting on July 19-21, 2022. This virtual event brought together TANF program representatives from OFA Regions V-VIII and focused on how programs can best address the needs of families beyond the COVID-19 pandemic. The meeting included sessions on TANF fundamentals and updates, how the shift to the virtual world has impacted TANF customers and agencies, and changes programs can make to improve their support of customers throughout their TANF journey.

Also, participants chose from concurrent peer-to-peer sessions to attend based on their role within their state (case management, data personnel, or administrative/leadership) to discuss topics including eligibility and work requirements, TANF essentials, the new normal, and refocusing the customer.

In February and March of 2021, the U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA), held a series of three virtual meetings with state Temporary Assistance for Needy Families (TANF) agencies and stakeholders. The series, Navigating New Pathways towards Building Thriving Communities, invited state TANF administrators and other staff to participate in cohorts by ACF Region (Regions I-IV, V-VIII, and IX and X). Each meeting focused on a specific topic related to supporting families through COVID-19 and beyond, and each took place three times (once for each cohort).

During the COVID-19 pandemic, many TANF programs rapidly adapted their program delivery to ensure the continuity of client supportive services. In many instances, the necessity to pivot from “normal” day-to-day operations led to programmatic changes with great potential for improving client outcomes. The Adapting Client-Centered Approaches to a Virtual Environment meetings explored a broad range of topics, including creating a safe environment for coaching customers, rolling out new technical systems and platforms, addressing the need for broadband access, and using trauma-informed scripts with customers in the midst of the pandemic. The meetings emphasized how programs managed, executed, and intend to sustain these changes after the pandemic’s end. A video recording is available for viewing.
