Tribal TANF – Summer Youth Employment

On May 16, 2012 the Administration for Children and Families, Office of Family Assistance, Region X hosted a Webinar on how Tribal TANF programs can use Federal TANF and State maintenance-of-effort (MOE) funds for the creation and expansion of subsidized summer youth employment programs. The Webinar provided information on how Tribes have operated summer youth employment programs within a Tribal TANF System, strategies for leveraging funds for subsidized youth employment programs through Workforce Investment Act (WIA) and the Community Services Block Grant (CSBG), and presented promising practices of Tribal TANF agencies that currently operate summer youth employment programs. The Webinar was facilitated by Judy Ogliore and Karen "Jack" Granberg from Region X, and included presentations from Tammy Kieffer, the 477 Youth Employment Coordinator for the Spokane Tribe in Washington State; Lu Ann Warrington, the Assistance Director of the Menominee Indian Tribe of Wisconsin; and Arlene Templer, the Director of the Department of Human Resource Development for the Confederated Salish and Kootenai Tribes of Montana.

Chippewa Cree Tribal TANF Program – Summary of Technical Assistance

Record Description

The Chippewa Cree Tribal TANF Program, operating on the Rocky Boy Reservation in Montana, submitted a Technical Assistance Request through the Welfare Peer Technical Assistance Network (Welfare PeerTA), stating their interest in integrating an official wraparound case management and intervention process for Tribal TANF participants who need services across many agencies. To support this intervention process, the Welfare PeerTA Network, a technical assistance initiative sponsored by the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance, approached these objectives through a three phase technical assistance process: 1) Wraparound Services Training Event; 2) a Tribal TANF Case Review Teleconference; and 3) a Wraparound Case Management Services Webinar. Together, the phases of technical assistance contributed to the fostering of collaborations within Chippewa Cree's various social services agencies, as well as equipped Chippewa Cree staff with the tools and skills necessary to move forward on their own.

Chippewa Cree TANF Webinar

Record Description

The Chippewa Cree Tribal TANF program operates on the Rocky Boy Reservation in northern Montana. At the request of Elaine Topsky (TANF Director for the Chippewa Cree Tribal TANF Program), the WPTA Network hosted a webinar for Ms. Topsky’s staff that addressed Wraparound services and how to use them effectively to best help Tribal TANF participants. The Wraparound approach is an outcome based approach that “ties the goals of the plan to observable or measurable indicators of success."

One of the key components of Wraparound services is that the program is “specialized to the unique needs of the child and their family.” The program utilizes the family, their community, case manager, and others to serve as sources of trust, collaborators who share the responsibility of accountability, and teammates who offer unconditional care. Through the duration of the Wraparound services, the case manager, who is often the facilitator, will help the family discover their strengths and determine their needs, at the same time helping the family set goals and develop strong options for their success. The WPTA Network engaged Dr. Geni Cowan of Eagle Blue Associates to facilitate the training.

Chippewa Cree Tribal Wraparound Services Training

Record Description

The Chippewa Cree Tribal TANF Program, operating on the Rocky Boy Reservation in Montana, recently submitted a Technical Assistance Request to Welfare Peer TA on developing a formal process/model to guide their case managers in delivering wraparound case management to TANF participants. As a result, Welfare Peer TA contracted with the U.C. Davis Extension at the University of California, Sacramento to deliver the Chippewa Cree Tribal Wraparound Services Training on April 26–27, 2011. The training focused on the background and implementation of the wraparound services model and included an in-depth action planning session.

TANF Technical Assistance Training: Substance Abuse Case Management Training

Record Description

As part of their Rural Communities Initiative Technical Assistance Action Plan, the Montana team identified the prevalence of substance abuse challenges within their TANF caseload as among one of their chief concerns. The site was particularly interested in exploring new techniques that would simultaneously promote work attachment and higher work participation rates (WPR) along with facilitating overcoming drug and alcohol addiction. Based on these goals, the Montana team convened a substance abuse case management training where TANF staff from Roosevelt County and the Fort Peck Reservation were introduced to new and effective case management approaches for participants with substance abuse barriers. The training also included job development and job placement strategies tailored for TANF participants with substance abuse barriers. The training took place November 17-19, 2009 and was led by staff from the UC Davis Center for Human Services. As a result of the substance abuse centered TA they received, the Montana site developed new approaches to managing participants with substance abuse challenges. In addition to utilizing a more assets-based case management approach (e.g. motivational interviewing strategies), the site is also working to implement community involvement strategies that incorporate substance abuse prevention techniques.

Client Success through Partnership: 2010 TANF and Workforce Meeting

Record Description

The final report is now available! The Administration for Children and Families Regions VI and VIII and the Employment and Training Administration Region IV came together to host the Client Success through Partnership: 2010 TANF and Workforce Meeting in Dallas, Texas from July 25-27, 2010. The meeting contained a series of targeted discussion forums, interactive plenary sessions, and peer-to-peer breakouts coordinated to improve partnership and collaboration among TANF and workforce programs. Over the two and one-half days, attendees were exposed to a variety of sessions presented by more than 20 distinguished experts and peers from the TANF, workforce, social service, and research communities.

TANF Rural Communities Initiative: Leadership Forum

Record Description

The capstone event for the Rural Communities Initiative was the Rural Leadership Forum that took place in Charleston, South Carolina on September 1-2, 2009. Representatives from the 16 rural TANF sites met to share lessons learned; explore leadership and sustainability plans; and discuss successes garnered and challenges encountered from the implementation of the Rural TANF sites’ TA plans over the past year.

Rural Communities Initiative Academy: Final Report

Record Description

The Rural Communities Academy was the "kick off" event for the 16 selected rural sites and included time for each rural site team (consisting of four/five team members) to participate in information gathering, networking, and action planning. The team members who attended the Academy participated in workshops and plenary sessions, and met with Rural Content Specialists and representatives from other rural communities who shared their insight into strategies being utilized in rural areas with TANF participants.
