The North Dakota Department of Human Services/Career Options Roundtable was held in Bismarck, North Dakota from May 5-6, 2009. Attendees included representatives from seven Rural Communities Initiative sites as well as administrators and case management staff from Career Options, Inc. Based on Career Options’ presentation during the Rural Communities Academy in September 2008, a number of Initiative sites requested follow-up on certain aspects of the programmatic work taking place at the organization. Specifically, sites expressed interest in Career Options’ organizational development model, child care and education programs, and case management strategies for hard-to-serve participants. With these requests in mind, the Roundtable was designed to include a series of in-depth breakout sessions that focused on the unique tools and case management approaches utilized by Career Options. In addition, as a way to show the diversity of Career Options’ caseload, Roundtable attendees participated in a site visit to the Standing Rock Reservation where they visited with case management staff and toured the Reservation. During the close-out session, attendees discussed their next steps for taking strategies from this Roundtable and replicating them in their local areas.

The Rural Transportation Roundtable was held January 27-28, 2009 in Charleston, West Virginia. Attendees included representatives from seven of the Rural Communities Initiative Sites and various content specialists. One of the key challenges and issues facing rural TANF agencies and organizations is providing reliable and cost effective transportation. The purpose of the Rural Transportation Roundtable was for sites to learn more about additional programs in the field of rural transportation, resources on forming partnerships with local transportation stakeholders, and funding for these types of projects. Content faculty presented on lessons learned from current rural transportation models and participants had time to engage in action planning to develop programmatic and funding solutions to rural transportation challenges. Participants also conducted a site visit to the Good News Mountaineer Garage to see their service delivery model, their facilities, and meet with staff for a question and answer session.

From the Population Research Bureau, this outlines recent data on the cost of child poverty by State. Specifically, children that grow up in poverty have negative health, social, and economic consequences, which can have large costs for States. California, with an estimated 1.7 million poor children in 2006, had the highest cost of child poverty at $63.9 billion, followed by Texas at $57.5 billion and New York at $33.4 billion.

Through the Urban Partnerships Initiative, this resource shows the outstanding efforts of ten cities to meet the needs of families receiving Temporary Assistance for Needy Families (TANF). The innovative practices highlighted in this piece can be applied in other urban areas throughout the Nation to enable other cities to write their own success story during the next decade of welfare reform.

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF) sponsored a 3-day conference for Tribal TANF grantees in Regions VI, VIII, and X. The annual meeting was designed to address the needs of grantees who have received funding to operate Tribal TANF programs. A total of 30 Tribal TANF programs were represented at the conference. The objective of the conference was to promote awareness and provide information on effective implementation and service delivery, as well as afford grantees the opportunity to collaborate and communicate with each other.

At the request of the Utah Department of Workforce Services, the OFA Peer TA Network sponsored this event to assist participants in improving systems and resources for providing services to TANF participants residing in rural areas. This Roundtable included participants from the Utah Department of Health and Welfare’s Regional Offices, and representatives from programs in Texas, New Mexico, Virginia, and Vermont. Partner states presented on innovative ways to serve rural families and address barriers to employment in States with large rural areas. Networking sessions afforded participants the opportunity to leverage the Roundtable as a catalyst for action planning efforts across and among regions in the State of Utah.

This discussion paper, from the Urban Institute, summarizes how States are serving clients with multiple barriers on their TANF caseloads and provides information on recent changes in States’ approaches to serving this population. Authors interviewed TANF program officials in the States of California, District of Columbia, Florida, Georgia, Maryland, Michigan, Minnesota, New Jersey, New York, Ohio, Oregon, Pennsylvania, South Carolina, Tennessee, Texas, Washington, and Wisconsin.

The Urban Partnerships Initiative was designed by the Administration for Children and Families to support the work of TANF stakeholders in urban environments by promoting shared learning, enhancing cities' performance management, and developing strategies to improve services to families so that they may achieve and maintain self-sufficiency.
