This Office of Planning, Research and Evaluation issue brief examines how two agencies, Alameda County, California and the Colorado Department of Human Services use continuous quality improvement (CQI) in implementing their programs that address youth at risk of homelessness. CQI is a process-oriented evaluation that supports the enhancement of programs and practices through ongoing collection analysis of real-time data to identify and test changes in program implementation.

This Child Trends brief assesses state-level efforts to create data infrastructure and integration of home visiting and early childhood data systems. The brief highlights strategies and examples for state leaders to use in planning for costs of integrating data pertaining to home visiting and other early childhood issues. Decision makers can use this information to answer questions about access to early childhood services and to track the outcomes of children who utilize these services.

The National Skills Coalition will convene its annual Skills Summit from February 3 to February 5, 2020 in Washington, D.C. The Skills Summit will include networking opportunities with workforce leaders, updates on federal workforce policy from both agency and Capitol Hill perspectives, as well as interactive policy development sessions on the future of work that covers digital literacy, business engagement, and reemployment. This policy brief examines how state tax systems use or have developed earned income tax credit (EITC) programs below the federal level. The brief also provides a set of steps that could be used to formulate a new state EITC campaign in the 31 states that do not currently have an EITC in their tax code.

This brief describes a project highlighting the development and implementation of policies and practices aimed at reducing the impact of Illinois mothers’ incarceration on their children. From interviews with incarcerated mothers, researchers learned how incarceration creates barriers to parenting, and through interviews with program administrators and others, they discovered how programs across the U.S. are addressing these barriers.

This Urban Institute report examines the professional development and workforce development systems in place for home visiting staff funded under the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program. The report includes analysis of a national survey of all MIECHV-funded local implementing agencies (LIAs) and 26 LIAs. The survey assesses why home visitors enter, stay in, or leave the home visiting field; their backgrounds and qualifications needed to enter the field; and their work environments and opportunities for advancement.

This discussion paper on a case study from the Federal Reserve Bank of Atlanta studies the concept of benefits cliffs, which happen when earnings are offset by the loss of public benefits, resulting in a financial disadvantage to working. The study highlights a fictional young mother of two and suggests that career advancement can result in financial gain over a lifetime. Two policy interventions are discussed: a gradual child care subsidy phaseout, and transitional public benefits with asset mapping.

This brief identifies challenges for addressing families in rural areas who fall within the child welfare system and who also encounter substance misuse. It also illustrates several challenges that include a lack of family-centered options as well as transportation and technological limitations in addressing the needs of parents with substance abuse. The brief also points out the need for collaboration in rural areas between child welfare agencies and substance use treatment providers.
