In the Supplemental Nutrition Assistance Program (SNAP), young adults and adults, ages 18-49, who do not have dependents and are not pregnant, are considered Able-Bodied Adults Without Dependents (ABAWDs). ABAWDs cannot receive SNAP benefits for more than 3 months within a 3-year period unless they meet the ABAWD work requirement or are exempt. This Administration for Children and Families letter provides information and resources on new exceptions for the ABAWD time limits and work requirements in SNAP. The information can assist youth and young adults experiencing homelessness and transitioning out of foster care who are eligible for SNAP benefits.

The U.S. Department of Labor’s Competency Model Clearinghouse will be hosting a webinar on December 13, 2023 from 2:00 p.m. to 3:00 p.m. ET where they will present new tools and innovations designed to empower the public workforce system, businesses, non-profits, human resources professionals, and career counselors to identify key competencies needed across industries. Attendees will learn how to effectively use the tools to engage industries and strengthen sector strategies.

On the Evidence is a Mathematica podcast that examines today’s most urgent challenges and how to make progress in addressing them. This episode features Elizabeth Linos, a public management scholar and behavior scientist who shares what public sector workers and public policy researchers can learn from each other. She also discusses the link between investing in the workforce and its translation into better service delivery as well as what she is learning about scaling up and sustaining successful pilot projects in government.

The COVID-19 pandemic of 2020-2023 forced TANF programs to rethink service delivery. Programs were forced to find new ways to implement policies and innovate through the use of technology. In response, the Office of Family Assistance (OFA) launched the Leveraging America’s Social and Economic Resilience (LASER) TANF Learning Community (TLC). LASER TLC builds on the immediate adaptations to the pandemic. It helps programs design and implement sustainable strategies for the post-pandemic world.

Four of the ten program teams, highlighted here, focused their efforts on modernization projects. These four TANF program teams are: the Scotts Valley Band of Pomo Indians Tribal TANF program; the North Carolina Work First Program; the Kentucky Works Program; and the North Dakota TANF Program.

This brief highlights the small and large ways of approaching TANF modernization. It further offers insight into what can be achieved through small, intentional steps guided by a bold vision for innovation.

The Office of Family Assistance (OFA) wants to inform you of an exciting opportunity to provide input and feedback for consideration into the design and implementation of the pilot programs and work outcomes measures for the Temporary Assistance for Needy Families (TANF) program, enacted as sections 302 and 304 of the Fiscal Responsibility Act of 2023. 

OFA has issued a Request for Information, and we want to hear your voice. Your individual input will help ACF better understand options, opportunities and potential challenges in building and carrying out the pilot program and the reporting of new statutory work outcomes measures applicable to all states. This RFI is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of ACF or HHS. 

We look forward to incorporating your meaningful input and recommendations by the comment deadline of January 11, 2024. As ACF continues to gather input, questions, and comments from all interested parties, we will also continue to alert you to new resources, guidance, and updates as we post them to our FRA Implementation page. 

The ACF Office of Family Assistance (OFA) hosted a webinar to summarize the open Notice of Proposed Rulemaking (NPRM): Strengthening TANF as a Safety Net and Work Program and instructed interested parties on how to submit a formal comment.

The NPRM is intended to strengthen TANF's role in supporting family well-being and work, as well as creating additional accountability for states to ensure TANF funds serve their intended purpose, while maintaining state flexibility.

HHS welcomes comments from all affected parties and will closely review and consider every comment it receives. The Office of Family Assistance (OFA) hosted a webinar to provide an overview of the revisions to instructions for TANF data report (Forms ACF-199 and ACF-209), with a focus on key, substantive changes. The changes made to the TANF Data Report instructions are intended to streamline the data collection and eliminate unnecessary data elements. The instructions were also revised to clarify confusing instructions and improve data quality. OFA hopes this session will help states and territories more efficiently and accurately report data on their TANF caseloads, beginning with the first quarter FY 2024 data, due February 14, 2024.

In 2019, Code for America conducted a nationwide study of enrollment in public benefits programs (including TANF), identifying success rates, pain points, and suggested changes for improving access for citizens and lessening the load on caseworkers. Four years later, an updated Benefits Enrollment Field Guide has been published, chronicling how the last few years have seen a new approach to public benefits programs take root—an approach aimed at making significant improvements to citizens’ enrollment experiences and end-to-end benefits journey —thanks to faster and more accurate responses from agencies leading to better outcomes. This American Public Human Services Association blogpost summarizes the updated guide, featuring the surveyed public programs, the four major roadblocks, and a notable success story in Washington D.C.

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF) proposes to improve the effectiveness and integrity of Temporary Assistance for Needy Families (TANF) regulations. This Notice of Proposed Rulemaking (NPRM) would help families experiencing the greatest economic hardships benefit from the services that Congress intended for the TANF program to provide.

Specifically, the proposed rule puts forward for public comment seven changes to the current regulations that would increase program integrity, clarify allowable uses of TANF, and reduce obstacles for individuals trying to access support. These are:

• Establish a ceiling on the term "needy";
• Clarify when an expenditure is "reasonably calculated to accomplish a TANF purpose";
• Exclude as an allowable TANF maintenance-of-effort (MOE) expenditures cash donations from non-governmental third parties and the value of third-party in-kind contributions;
• Ensure that excused holidays match the number of federal holidays, following the recognition of Juneteenth as a federal holiday;
• Develop new criteria to allow states to use alternative Income and Eligibility Verification Systems (IEVS) measures;
• Clarify the "significant progress" criteria following a work participation rate corrective compliance plan; and
• Clarify the existing regulatory text about the allowability of costs associated with the disseminating program information.

Comments on these proposed rules from all TANF partners and affected parties are due to HHS by December 1, 2023 and can be submitted via this form.
