The Effect of Child Support on the Labor Supply of Custodial Mothers Participating in TANF

Child support is a critical source of income, especially for the growing population of children born to unmarried mothers. Given many single mothers’ limited earnings potential, child support from non-custodial fathers is also important. This paper uses data from a statewide randomized experiment conducted in Wisconsin in order to address the effects of child support on custodial mothers’ labor supply, and whether policies that increase child support receipt will discourage mothers’ employment. The evidence indicated that there is no negative effect of child support on the likelihood to work for pay or the number of hours worked in a given week. These results suggest that custodial mothers’ child support collections and their labor supply may be compatible and that the absence of a negative labor supply effect strengthens the potential antipoverty effectiveness of child support.

Great Gaps Persist in State Safety Nets, Interactive Policy Tool Shows

A recent release from the National Center for Children in Poverty (NCCP) analyzed their newly updated 50-State Policy Tracker, an interactive online tool for comparing safety net policies critical to the economic security of working families. It reveals significant disparities between different states, demonstrating that a person’s state of residence can greatly impact his or her future success. This tool includes data by state among ten critical social programs: child care subsidies, child and dependent care tax credit, Earned Income Tax Credit, family and medical leave, income tax policy, Medicaid/Children’s Health Insurance Program, minimum wage, Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, and unemployment insurance.

Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes

Record Description

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA), hosted the Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes national TANF convening on September 1 – September 3, 2015 at the Renaissance Washington D.C. Downtown Hotel. The convening brought together TANF program administrators and national experts to promote dialogue around topics such as job-driven and career pathways training, TANF-WIOA coordination, client assessment and case management strengthening, the role of executive skills in employment outcomes, and two-generation approaches to family economic security. Gateway to Opportunity: Improving Parental Employment and Family Well-Being Outcomes provided attendees with opportunities to engage with their peers and experts from the field, to discuss best practices and the latest research, to converse with federal commissioners and ACF staff, as well as to plan ways to improve TANF programming for low-income families in their communities.

Federal Low-Income Programs: Multiple Programs Target Diverse Populations and Needs

Record Description
The federal government provides assistance aimed at helping people with low-incomes who may earn too little to meet their basic needs, cannot support themselves through work, or who are disadvantaged in other ways. With fiscal pressures facing the federal government and the demands placed on aid programs, GAO was asked to examine federal low-income programs. This report: (1) describes federal programs (including tax expenditures) targeted to people with low incomes; (2) identifies the number and selected household characteristics of people in poverty; (3) identifies the number, poverty status, and household characteristics of selected programs' recipients; and (4) examines research on how selected programs may affect incentives to work. For a list of low-income programs that were $100 million in obligations or more in fiscal year 2013, GAO consulted with the Congressional Research Service; surveyed and interviewed officials at relevant federal agencies; and reviewed relevant federal laws, regulations, and agency guidance. GAO also conducted analyses on low-income individuals using Census data on the SPM and official poverty measure and microsimulation data from the Urban Institute that adjusts for under-reporting of benefit receipt in Census survey data. To examine labor force effects, GAO reviewed economic literature.
