New Mexico: Motivational Interviewing/Substance Abuse Case Management Training of Trainers Event

As a strategy to provide asset-based training for caseworkers and serve New Mexico's growing population of individuals with substance abuse barriers, New Mexico Works requested a substance abuse case management training, with a focus on motivational interviewing techniques. The training was designed and delivered by Dr. Alyssa Forcehimes from the University of New Mexico Center on Alcoholism, Substance Abuse and Addictions. The curriculum was delivered over one day in April 2009 and two days in July 2009. The training provided participants with an overview of substance abuse in the TANF population, strategies for building self-efficacy in TANF participants, and ways to motivate participants to make positive behavioral changes. The New Mexico substance abuse case management training was attended by 35 caseworkers and managers. Evaluations from the training indicated that participants acquired a set of tools that can assist their clients in overcoming substance abuse barriers. A section of the training was also dedicated to strategies for conducting train-the-trainer sessions at participants' home sites.

Client Success through Partnership: 2010 TANF and Workforce Meeting

Record Description

The final report is now available! The Administration for Children and Families Regions VI and VIII and the Employment and Training Administration Region IV came together to host the Client Success through Partnership: 2010 TANF and Workforce Meeting in Dallas, Texas from July 25-27, 2010. The meeting contained a series of targeted discussion forums, interactive plenary sessions, and peer-to-peer breakouts coordinated to improve partnership and collaboration among TANF and workforce programs. Over the two and one-half days, attendees were exposed to a variety of sessions presented by more than 20 distinguished experts and peers from the TANF, workforce, social service, and research communities.

TANF Rural Communities Initiative: Leadership Forum

Record Description

The capstone event for the Rural Communities Initiative was the Rural Leadership Forum that took place in Charleston, South Carolina on September 1-2, 2009. Representatives from the 16 rural TANF sites met to share lessons learned; explore leadership and sustainability plans; and discuss successes garnered and challenges encountered from the implementation of the Rural TANF sites’ TA plans over the past year.

Rural Communities Initiative Academy: Final Report

Record Description

The Rural Communities Academy was the "kick off" event for the 16 selected rural sites and included time for each rural site team (consisting of four/five team members) to participate in information gathering, networking, and action planning. The team members who attended the Academy participated in workshops and plenary sessions, and met with Rural Content Specialists and representatives from other rural communities who shared their insight into strategies being utilized in rural areas with TANF participants.

Rural Economic Development Roundtable

Record Description

The Office of Family Assistance (OFA) hosted a Rural Communities Initiative Economic Development Roundtable in Spring 2009 to strengthen economic development activities among programs serving TANF participants in rural communities. Nine rural communities—as a component of ongoing technical assistance—attended the Rural Communities Economic Roundtable in Portland, Maine, June 8-9, 2009 and developed economic development strategic plans for their local communities. Participants were provided with tools, replicable innovative models, and guidance on designing economic development opportunities to improve the employment opportunities for TANF participants and assist them in becoming more self-sufficient.

Substance Abuse Case Management Training Workshop

Record Description

This is a presentation on motivational interviewing that was given by Alyssa Forcehimes, Ph.D. at the New Mexico Works 2009 Conference in Albuquerque, New Mexico. Client motivation is the key to change in terms of addressing barriers to work such as substance abuse.

Site Visit to New Mexico’s Human Services Department, Information Technology Division

Record Description

On October 21, 2008, the Welfare Peer Technical Assistance Network conducted a site visit to support the New Mexico Human Services Department (HSD) Information Technology Division (ITD) to assess technical options to transferring the Wisconsin ACCESS system to New Mexico. The purpose of the site visit to New Mexico was to provide technical assistance to New Mexico because they wanted to replace their Income Support Division system (ISD2). Several New Mexico Human Services Department assistance programs use ISD2 for eligibility determination, benefit delivery, case management, financial, reporting, and claims processing. The ISD2 system interfaces with other government agencies and private sector companies, and has been in operation for about twenty years.

Tri-Regional Tribal TANF Conference

Record Description

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF) sponsored a 3-day conference for Tribal TANF grantees in Regions VI, VIII, and X. The annual meeting was designed to address the needs of grantees who have received funding to operate Tribal TANF programs. A total of 30 Tribal TANF programs were represented at the conference. The objective of the conference was to promote awareness and provide information on effective implementation and service delivery, as well as afford grantees the opportunity to collaborate and communicate with each other.

Effective Service Delivery for TANF Clients in Rural Areas

Record Description

At the request of the Utah Department of Workforce Services, the OFA Peer TA Network sponsored this event to assist participants in improving systems and resources for providing services to TANF participants residing in rural areas. This Roundtable included participants from the Utah Department of Health and Welfare’s Regional Offices, and representatives from programs in Texas, New Mexico, Virginia, and Vermont. Partner states presented on innovative ways to serve rural families and address barriers to employment in States with large rural areas. Networking sessions afforded participants the opportunity to leverage the Roundtable as a catalyst for action planning efforts across and among regions in the State of Utah.

Awareness and Use of the EITC Among Current and Former TANF Recipients

This paper summarizes findings from MAXIMUS studies about the awareness and use of the EITC among welfare recipients, leavers, and applicants. The findings are based on surveys conducted in five states: California, Illinois, New Mexico, North Carolina, and South Carolina.
