Every year, over 600,000 individuals are released from our nation's prisons. Individuals who have limited job opportunities are more likely to be rearrested. The U.S. Department of Labor, Employment and Training Administration will host a webinar on June 13, 2023 from 1:00 p.m. to 2:00 p.m. ET which will discuss innovative strategies on ways to engage and support returning citizens to return to the workforce. The webinar will highlight programs which assist with the challenges they experience and offer the support required for success. Presenters will speak about re-entry and present state and local programs that help prepare the population pre-release. Outreach strategies will also be covered that engage returning citizens post-release to ensure quality jobs are obtained, in turn, reducing recidivism.

The future of work depends on employees being able to acquire new skills that will allow them to enter new occupations. However, policymakers, economic developers, and workforce practitioners need more information about the use of federal dollars to support more robust job training. This report delves into the Workforce Innovation and Opportunity Act (WIOA), the primary federal program that funds short-term, job-focused trainings for adults. It aims to better understand how well this system is performing relative to the goal of providing training services for in-demand jobs that boost participants’ earnings. Also, the report reviews state websites for all 50 states to understand how program information is presented to potential enrollees.

TANF/WIOA Collaboration Series that described collaboration strategies between Temporary Assistance for Needy Families (TANF) and Workforce Innovation and Opportunity Act (WIOA) programs to serve populations with low incomes. These updated briefs were developed through follow-up outreach and interviews to explore how TANF/WIOA collaborations have been sustained over time and have evolved as a result of the COVID-19 pandemic. Each brief features a success story and includes snapshot infographics depicting TANF and WIOA data.

Integration of TANF and WIOA services has become second nature in Lehigh Valley since 2018; by streamlining eligibility, customers are immediately made aware of programs where they are qualified and can begin receiving services. The co-location of TANF and WIOA staff with an intentional office layout facilitates a full-service experience for customers as well as lends itself naturally to partner collaboration. The brief discusses how merging TANF and WIOA creates a “familial environment” where caseworkers and other employer partners benefit from this collaboration.

Communication between the Tulare County Health & Human Services Agency (HHSA) and the Workforce Investment Board of Tulare County (WIB) was the primary reason for this collaboration’s success. The seamless transition to a virtual work environment and virtual service delivery by both agencies continued to meet their customer needs during the COVID-19 pandemic. The brief notes how the pandemic inspired the County’s successful Reverse Referral Process, while implementing a “no wrong door approach.”

The Missouri Workforce Centers (WFC) in Kansas City and vicinity and the Greater St. Louis Metropolitan regions provide TANF/WIOA customers with an array of services through Missouri Work Assistance (MWA). The customer flow from TANF to WIOA differs between Kansas City and the Greater St. Louis Metropolitan regions. However, both sites have a similar process where each MWA contractor and its partners assist TANF/WIOA customers at the WFC to support job entry, skills gain, and work experience. The brief highlights key elements that made the collaboration successful, including strengthening community connections, rapidly responding to changes in the labor market, sharing resources, prioritizing team sharing, and implementing a two-generation approach.

The Next Level Now (NLN) Collaborative is the U.S. Department of Labor's Employment and Training Administration's hub for delivering technical assistance (TA) to the public workforce system. NLN will host a webinar on March 9, 2023 from 1:00 p.m. to 2:00 p.m. ET, which will provide steps and strategies in building a strong network of partners and resources before the occurrence of a Rapid Response event, such as a natural disaster or mass layoff. The webinar will also demonstrate strategies from the field for supporting businesses and dislocated workers during these types of events. It will be followed up with a roundtable discussion with additional presenters and related topics for the Rapid Response program, through which dislocated workers are transitioned to new employment as quickly as possible.

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this panel-style session comprised of “success snapshots,” speakers presented innovative strategies that enable programs to link people to jobs, to better communicate and respond to participant needs, and to provide training and skills development to the community. Presenters shared various strategies for finding employment opportunities, including work activities that are culturally relevant and responsive to the needs of their participants. This session also explored the option of Tribal TANF and NEW programs partnering with local organizations to fulfill community needs.

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this concurrent workshop, panelists explored how Tribal TANF and NEW programs can consider expanding virtual services to motivate participants to pursue opportunities, especially those which may have been previously inaccessible. Speakers discussed a variety of strategies used in the past year to create virtual education and training opportunities and virtual case management services for clients, as well as how these offerings were developed, challenges along the way, witnessed successes, and recommendations for programs considering offering similar resources. This session concluded with a review of OFA’s Coaching for Success eLearning modules, which program staff can use to provide virtual coaching and mentorship to participants.

Supportive services are one of 14 program elements of the Workforce Innovation and Opportunity Act (WIOA) youth program that enable individuals to participate in WIOA activities. This second set of resources on providing supportive services to youth includes information on: addressing the needs of runaway or homeless youth; youth exiting the juvenile justice system; legal aid, including children’s law programs; transportation; domestic and intimate partner violence; and youth assessment and case management.
