The Office of Family Assistance (OFA) hosted a webinar on March 21, 2023 — the second of a two-part webinar series entitled, The Whole Family Approach: How TANF Programs Can Engage Customers in Mental Health Services. In Part I of the webinar series on January 26, 2023, State and Tribal TANF programs discussed the intersection between poverty, trauma, and mental health and highlighted how their programs have helped improve long-term mental health outcomes for families with low incomes.

Part 2 built on the concepts introduced in Part I and the speakers shared the details of their programs’ whole family design and implementation processes, including how they identify services to include in their TANF programs, how they select and coordinate with supportive partnerships, what types of assessments they use when meeting with clients, and funding streams they utilize. They also highlighted successes and challenges they have experienced throughout the process. Participants received insights into the options TANF programs can explore in expanding and improving the mental health care for their TANF customers.

The Temporary Assistance for Needy Families (TANF) Data Collaborative Pilot Initiative is a component of the TANF Data Innovation project. The 30-month pilot offered technical assistance and training to support cross-disciplinary teams of staff at eight state and county TANF programs in the routine use of TANF and other administrative data to inform policy and practice. This collection of eight profiles summarizes the data analytics projects undertaken by teams from California, Colorado, Michigan, Minnesota, New Jersey, New York, Utah, and Virginia. Each profile provides project-specific details for each pilot, including the research questions, data landscape, approach and research methods, and initial findings and next steps as well as an overview of the state TANF program.

During the continued recovery from and ongoing response to the COVID-19 epidemic, every member of Temporary Assistance for Needy Families (TANF) families has experienced a growing set of challenges to their mental well-being. Amplified socioeconomic issues such as the rising cost of daily expenses, especially food, gas, and housing; difficulties with finding quality and long-term employment; and challenges with access to healthcare continue to place an increased mental burden on low-income families. In addition, children who previously found stability at school, even when it was not present at home, have had to endure constant changes in school closures, learning styles, and staff fluctuations and shortages.

Due to the heightened need of mental health services for all members of the family, it is vital that health and human service departments and community organizations consider mental health promotion as part of a comprehensive approach to service delivery. TANF programs provide an important touchpoint to low-income families facing mental health challenges and can improve access and utilization of mental health services for parents and children.

The Office of Family Assistance hosted a webinar on January 26, 2023 where speakers discussed the intersection between poverty, trauma, and mental health and shared strategies that could help improve long-term mental health outcomes for low-income families. Webinar attendees engaged with speakers and peers in dialogue focused on building mental health service strategies for TANF families impacted by various traumas.

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this concurrent workshop, representatives of the TANF Data Collaborative overviewed three pilot projects showcasing their experiences. California examined wage progression for TANF participants who have left the program. New York organized its data into cohorts and spells, which is valuable in providing information about the duration of TANF receipt, reentry, and basic outcomes, and Utah created an analytic file to examine characteristics that predict a cohort of “leavers” returning to TANF.

TANF participants in Utah are moving from poverty to earning incomes at or above 200% of the federal poverty level (FPL) through a social capital-building strategy. Implemented by the Utah Department of Workforce Services through partnerships with community action agencies, the Circles program matches TANF participants with community volunteers in a long-term weekly support group. With this circle of support and resources, participants are empowered to move toward employment and self-sufficiency.

This brief is part of the Emerging Practice Series of the Office of Family Assistance’s Integrating Innovative Employment and Economic Stability Strategies (IIEESS) initiative, which highlights the strategies of TANF agencies and their partners to help low-income individuals gain and sustain meaningful employment. Each brief describes an emerging practice that has been implemented in one site, an overview of the program model, and the results that have been achieved. Compelling stories of participants’ success and suggestions from TANF agency staff to their peers provide actionable insights and on-the-ground perspectives.

Based on input from state TANF programs during the 2023 National TANF Directors’ Meeting, the Office of Family Assistance (OFA) developed five virtual Learning Collaboratives (LCs) on topics best addressed through a cohort-based, peer learning format. These LCs were designed to be a progressive series of interactive meetings that facilitated reflection, peer sharing, connection with experts, and human-centered design and planning activities to deeply explore facets of the collaborative topic. Sessions were held monthly from March to August 2024 for 60-90 minutes.

The Fiscal Responsibility Act of 2023 (FRA) has prompted states to think about how they track employment and other TANF program outcomes. The Creating Outcomes-based TANF Programs LC was designed to guide states through a collaborative learning journey focused on reporting on employment and other outcomes in light of the new FRA requirements. Participants worked to better understand what it means to focus on outcomes, and what successful outcomes look like for the families they serve. Participating states and territories included New Hampshire, New York, New Jersey, Virginia, Maryland, Georgia, North Carolina, Minnesota, Louisiana, New Mexico, Iowa, Kansas, Nebraska, and Utah.

This OFA resource highlights the Creating Outcomes-based TANF Programs LC, including key takeaways and resources from each session as well as overall themes and future considerations for follow-up.

The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance hosted the Regions V-VIII State Technical Assistance Meeting from July 9 to July 11, 2024 in Denver, Colorado. Themed “Reimagining Temporary Assistance for Needy Families (TANF) Programs through the Lens of Program Participants,” this meeting was designed to inspire, support, and engage TANF program leaders and staff in evidence-driven change that improves programs and positively impacts the lives of the families they serve. Over the course of the meeting, participants engaged in peer-to-peer learning, group discussion and idea generation, and networking among Federal and state colleagues.

This report reviews the use of technology-based learning (TBL), covering employability or soft skills, basic literacy and numeracy, technological literacy, job search skills, and occupational training and certification. It also examines approaches used to increase remote access for TBL, perceived barriers in implementing TBL at American Job Centers, and the American Job Center staff perceptions of the effectiveness of existing TBL services. The report is based on site visits at five state workforce agencies (in Massachusetts, Kentucky, Utah, Minnesota, and California) and nine American Job Centers in these states as they were developing policies for expanding the use of TBL.

This report examines how organizational culture, office design, and office procedures contribute to the client experience with TANF, the services offered, and the potential outcomes. It highlights examples of productive client-oriented office settings, organizational processes and culture, and the day-to-day influence of organizational culture on clients and frontline staff. The report’s findings are drawn from field interviews and observations at six TANF offices: Fairfax County’s Department of Family Services (Virginia); Mesa County’s Workforce Center (Colorado); New York City’s Human Resources Administration (New York); Owens Valley Career Development Center’s Tribal TANF Program (California); Santa Cruz County’s Human Services Department (California); and the Utah Department of Workforce Services.

State and local workforce agencies worked to ensure that effective employer engagement, customer outreach, and service delivery occurred during the coronavirus pandemic. The U.S. Department of Labor, Employment and Training Administration brought together experts from the U.S. Department of Labor, the Federal Reserve Bank of Dallas, the Utah Workforce Development Program, the Michigan Department of Labor and Economic Opportunity, and the Colorado Department of Labor and Employment to cover challenges states addressed to help job seekers, and the strategies they executed to assist both businesses and job seekers in a changing workforce.
