This Vera Institute of Justice report is an evaluation of the Institute’s five-year demonstration project that reviewed postsecondary education programs for incarcerated and formerly incarcerated persons. This project supported colleges and state corrections agencies in Michigan, New Jersey, and North Carolina in offering programs in prison and designing reentry programs for further education. The report illustrates the project design and its implementation, while including findings from interviews with program partners and former students.

Improving Child Care Subsidy Programs: Findings from the Work Support Strategies Evaluation

This work was part of the Work Support Strategies (WSS) initiative which took place between 2012 and 2015. Following the most recent Child Care and Development Fund (CCDF) reauthorization, many states are working on restructuring their programs and improving access; this report highlights relevant practices and lessons learned as states pursue these goals.

Investing in Postsecondary Career Pathways

Record Description
In this issue brief, the National Skills Coalition proposes a $500 million Career Pathways Support Fund that would allow community colleges to provide classes and support services to non-traditional and low-income students pursuing job-driven degrees and certificates. The issue brief describes the need to support the need for postsecondary education for low-income working adults, since 80% of jobs will require some postsecondary training. Arkansas, Iowa, and North Carolina have all pursued statewide career pathways initiatives and there is some federal support for career pathways, but these efforts are not sufficient to fulfill the demand for postsecondary training that leads to high-wage employment. The Career Pathways Support Fund would fund partnerships between community colleges and employers that would offer students courses and support services leading to an industry-recognized credential.

Systems to Family Stability State Profiles

Record Description
The Office of Family Assistance’s (OFA) Systems to Family Stability National Policy Academy (Policy Academy) was an 18-month intensive technical assistance (TA) initiative in 2015–2016 for seven states and one county interested in modernizing and improving Temporary Assistance for Needy Families (TANF) practice. During the initiative, sites received dedicated coaches, onsite strategic planning, access to expert consultants, and tailored written resources. Additionally, they participated in several in-person convenings, peer exchanges, and virtual training. These state profiles detail the journey and lessons learned of the 8 teams that participated in the Policy Academy.

OFA Regions IV, V, VI, VII, and VIII Tribal Technical Assistance Meeting

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA), Regions IV, V, VI, VII, and VIII hosted the Tribal Technical Assistance Meeting on May 3‐5, 2016 at the Hilton Minneapolis/St. Paul Airport Mall of America Hotel in Minneapolis, Minnesota. The meeting brought together Tribal Temporary Assistance for Needy Families (TANF) and Native Employment Works (NEW) stakeholders to discuss innovative strategies and collaborations to promote economic and social well‐being for individuals, families, and tribal communities. During the meeting, tribal representatives engaged in talking circles and listening sessions, shared best practices, and participated in workshops and action planning in order to more successfully serve the program participants in their communities.

Work Support Strategies Initiative: 12 Lessons on Program Integration and Innovation

This resource from CLASP presents 12 key lessons from the Work Support Strategies (WSS) initiative, which provided grant funds and technical assistance to help six states (Rhode Island, North Carolina, South Carolina, Illinois, Colorado, and Idaho) analyze their service delivery systems and implement improvements to ensure that more families get the full package of work support benefits for which they are eligible. The information can help leaders and advocates in other states review programs and streamline processes to ensure that low-income working families can access and keep benefits for as long as they are eligible.

Strengthening Systems to Family Stability
