ACF Regions II and III held a Maximizing ARRA Funding in the TANF Program Meeting in New York City, New York on February 4-5, 2010. This meeting explored how States in these two ACF Regions were utilizing the American Recovery and Reinvestment Act of 2009 which included the TANF Emergency Contingency Fund—which appropriated $5 billion for the provision of the Temporary Assistance for Needy Families (TANF) program for creating/enhancing subsidized employment programs, providing basic assistance (cash grants to low-income families), and providing non-recurrent short-term payments (e.g. four months of rental assistance for homeless families, security deposit and first month’s rent, utility assistance). In order to assist States in implementing innovative initiatives to respond to rising caseloads and/or rising expenditures, ACF Regions II and III coordinated this strategy forum for States to share experiences and work together to determine next steps.

The following report describes the Urban Partnerships for Welfare Reform Academy II that took place in Minneapolis, Minnesota from October, 26-29 2003 to continue partnerships and foster collaboration to improve service delivery and TANF implementation for families residing in urban areas.

This was a session at the Urban Partnerships Initiative's National Academy in Atlanta, Georgia. Chicago and Houston city partners shared strategies from their cities on getting to full engagement through integrated case management teams.

During this session of the Urban Partnerships National Academy, Baltimore city participants offered information to other partner cities on developing internal quality assurance models within their TANF programs.

This Webinar took place on February 11, 2009 and included presentations from John Squires, Executive Director, Community Resource Group, Donna Shaunsesy, JAUNT Program, Virginia, and Sandy Conner, Workforce Transportation and Referral Center/Transportation Institute Partnership, Maryland.

At the request of the Maryland Department of Human Resources, this Site Visit was initiated to visit a training center in Pittsburgh, Pennsylvania, in order for Maryland to begin developmental strategies for a program of similar services. The goal of this Site Visit was to assist Maryland in exploring the types of education and training facilities that assist unemployed and underemployed individuals with career opportunities to increase their skill set and earning potential.

Through the Urban Partnerships Initiative, this resource shows the outstanding efforts of ten cities to meet the needs of families receiving Temporary Assistance for Needy Families (TANF). The innovative practices highlighted in this piece can be applied in other urban areas throughout the Nation to enable other cities to write their own success story during the next decade of welfare reform.

This discussion paper, from the Urban Institute, summarizes how States are serving clients with multiple barriers on their TANF caseloads and provides information on recent changes in States’ approaches to serving this population. Authors interviewed TANF program officials in the States of California, District of Columbia, Florida, Georgia, Maryland, Michigan, Minnesota, New Jersey, New York, Ohio, Oregon, Pennsylvania, South Carolina, Tennessee, Texas, Washington, and Wisconsin.
