FY2024 OFA Learning Collaboratives: Creating Outcomes-based TANF Programs

Based on input from state TANF programs during the 2023 National TANF Directors’ Meeting, the Office of Family Assistance (OFA) developed five virtual Learning Collaboratives (LCs) on topics best addressed through a cohort-based, peer learning format. These LCs were designed to be a progressive series of interactive meetings that facilitated reflection, peer sharing, connection with experts, and human-centered design and planning activities to deeply explore facets of the collaborative topic. Sessions were held monthly from March to August 2024 for 60-90 minutes.

The Fiscal Responsibility Act of 2023 (FRA) has prompted states to think about how they track employment and other TANF program outcomes. The Creating Outcomes-based TANF Programs LC was designed to guide states through a collaborative learning journey focused on reporting on employment and other outcomes in light of the new FRA requirements. Participants worked to better understand what it means to focus on outcomes, and what successful outcomes look like for the families they serve. Participating states and territories included New Hampshire, New York, New Jersey, Virginia, Maryland, Georgia, North Carolina, Minnesota, Louisiana, New Mexico, Iowa, Kansas, Nebraska, and Utah.

This OFA resource highlights the Creating Outcomes-based TANF Programs LC, including key takeaways and resources from each session as well as overall themes and future considerations for follow-up.

Coordinating Integrated Prevention Approaches to Serve the Whole Person

Record Description

Supporting families and individuals means understanding that their needs are complex, interrelated, and affected by the opportunities available in their communities. Integrated service approaches to prevent homelessness or involvement in systems like child welfare may be best positioned to succeed when they recognize these holistic needs and identities and when they coordinate access to resources and services. This Mathematica brief highlights the efforts made by programs to coordinate services and supports for participants by focusing on their holistic needs, including how programs identified their participants’ strengths and needs and how the sites integrated services to be responsive to those needs. The findings are based on interviews with staff and partners from nine case studies sites across the country and with people who have been served by these programs.

Workforce Leadership Café

Record Description

The field of workforce development helps job seekers enter and advance in the workforce, and it helps employers improve their hiring, training, and advancement practices. To optimize local workforce systems, practitioners must dismantle silos and create coherent systems and services that balance the needs of both workers and businesses. The Aspen Institute’s Economic Opportunities Program is hosting “Workforce Leadership Café,” a series of conversations with leaders who are contributing their talents and insights to this field of practice. Guests will include sponsors of local Workforce Leadership Academies and others who are exploring talent development and job quality in workforce development.

Community Colleges and Human Services Nonprofits BOOSTing Family Economic Success Through Organizational Policy and Practice

The BOOST initiative connects families with low incomes to critical human services supports and educational and career pathways to advance multigenerational family economic success. In six cities — Baltimore, Green Bay, Hartford, New York City (Queens), Portland, and Syracuse — community colleges and human services nonprofits have partnered to support the economic advancement of families as part of the BOOST initiative. This Jobs for the Future brief explores how these partnerships can advance multigenerational family economic success and how to lean into their unique strengths as they seek to achieve this goal. It looks at how the sites are working to change policies and access funding to support their partnership goals. It also highlights practices and insights learned, with the intent of aiding and accelerating other efforts to follow this collaborative path.

Serving the Military Community through Workforce Initiatives

Record Description

Military spouses and Transitioning Service Members are often an overlooked part of the military community and need workforce support. Alongside Veterans, these populations face higher than average unemployment rates and have unique barriers to employment that need to be addressed including gaining civilian certifications, accessing a network of local businesses, and translating military experience into a resume. The National Association of Workforce Development Professionals will host a webinar on November 15, 2023 at 1:00 p.m. CT, where participants will learn how Anne Arundel Workforce Development Corporation (AAWDC), the Title 1 service provider in Anne Arundel County, Maryland, launched Military Career Connection using Dislocated Worker funding to address the growing need of the military community. Participants will also learn how AAWDC developed relationships with the installations, what partners to connect with to serve this population, and the best practices learned through developing this program.

Using Coaching to Address Economic Stability for People with Low Incomes: The Design and Implementation of Four Employment Coaching Programs

Record Description

Employment coaching involves trained staff working collaboratively with participants to help them set individualized goals related to employment and providing motivation, support, and feedback as participants work toward those goals. Recently, there has been growing interest among policymakers, practitioners, and researchers in using employment coaching to assist Temporary Assistance for Needy Families (TANF) recipients and other adults with low incomes become economically mobile. This Office of Planning, Research and Evaluation report highlights the evaluation that was designed to assess the implementation and effectiveness of the four programs participating in the Employment Coaching for TANF and Related Populations study. The report answers the following research questions: In what contexts were programs implemented? How did the designs of the programs vary and differ? How was coaching implemented across programs? The programs highlighted in this evaluation are: • Family Development and Self-Sufficiency, which serves TANF recipients and their family members in Iowa. • Goal4 It!TM, which provides employment coaching to TANF recipients in Jefferson County, Colorado in lieu of traditional case management. • LIFT, which is a voluntary coaching program operated in four U.S. cities. • MyGoals for Employment Success, which serves recipients of housing assistance in Baltimore, Maryland, and Houston, Texas.

State Incentives to Promote and Support Apprenticeship: Takeaways from Eight States

Record Description

This U.S. Department of Labor brief explores how states use financial incentives to expand Registered Apprenticeship (RA) Programs and achieve targeted goals. Incentives are additional financial supports used to increase the number of RA programs and offset the cost for employers in the form of state tax credits or subsidies to apprenticeship sponsors, related technical instruction providers, and other entities responsible for developing RA programs. The brief highlights findings from focus groups conducted with the following eight states: Arkansas, California, Connecticut, Florida, Maryland, Michigan, Minnesota, and Mississippi.

Anne Arundel County, Maryland LASER TLC Site Journey

Record Description

The Office of Family Assistance initiative, “Leveraging America’s Social and Economic Resilience TANF Learning Community” (LASER TLC), supported ten TANF Programs across the country as they worked to address the challenges of human service delivery in response to the COVID-19 pandemic, and focused on improving and delivering more responsive services to their TANF families. This document shares Anne Arundel County Maryland Department of Social Services’ journey during their participation in the 18-month learning community. The site journey conveys how their LASER TLC site team, along with support from their dedicated coaching team and application of the LI2 framework, contributed to developing their action plan and strategizing the implementation of their change agenda to benefit TANF families.

Reemployment Services and Eligibility Assessments (RESEA) in Maryland—Plan for Annual Assessments with Incremental Improvements

Record Description

Unemployment insurance (UI) exists to provide temporary partial wage replacement during periods of involuntary unemployment while beneficiaries are actively seeking reemployment. The Reemployment Services and Eligibility Assessments (RESEA) program provides UI eligibility assessments and reemployment services to beneficiaries. This Upjohn report provides an evaluation plan, including a logic model, for PY 2020 for the state of Maryland. It also outlines anticipated ways that future annual RESEA evaluations can build on evidence about program and services impacts as well as special evaluations of program and services refinements and extensions.
