State Incentives to Promote and Support Apprenticeship: Takeaways from Eight States

This U.S. Department of Labor brief explores how states use financial incentives to expand Registered Apprenticeship (RA) Programs and achieve targeted goals. Incentives are additional financial supports used to increase the number of RA programs and offset the cost for employers in the form of state tax credits or subsidies to apprenticeship sponsors, related technical instruction providers, and other entities responsible for developing RA programs. The brief highlights findings from focus groups conducted with the following eight states: Arkansas, California, Connecticut, Florida, Maryland, Michigan, Minnesota, and Mississippi.

Anne Arundel County, Maryland LASER TLC Site Journey

Record Description

The Office of Family Assistance initiative, “Leveraging America’s Social and Economic Resilience TANF Learning Community” (LASER TLC), supported ten TANF Programs across the country as they worked to address the challenges of human service delivery in response to the COVID-19 pandemic, and focused on improving and delivering more responsive services to their TANF families. This document shares Anne Arundel County Maryland Department of Social Services’ journey during their participation in the 18-month learning community. The site journey conveys how their LASER TLC site team, along with support from their dedicated coaching team and application of the LI2 framework, contributed to developing their action plan and strategizing the implementation of their change agenda to benefit TANF families.

Record Description

Unemployment insurance (UI) exists to provide temporary partial wage replacement during periods of involuntary unemployment while beneficiaries are actively seeking reemployment. The Reemployment Services and Eligibility Assessments (RESEA) program provides UI eligibility assessments and reemployment services to beneficiaries. This Upjohn report provides an evaluation plan, including a logic model, for PY 2020 for the state of Maryland. It also outlines anticipated ways that future annual RESEA evaluations can build on evidence about program and services impacts as well as special evaluations of program and services refinements and extensions.

Employers, Young People, and Training and Support: Implementation Study of the Urban Alliance High School Internship Program

Record Description

This report highlights findings from a process evaluation of the Urban Alliance’s High School Internship Program in Washington, DC, Baltimore, Northern Virginia, and Chicago. The Urban Alliance program model aims to empower economically disadvantaged high school seniors to aspire, work, and succeed. The program provides youth participants with workplace skills training, opportunities for internships to gain work experience, mentorship at the internship site, and coaching support from case managers during youths’ participation in the program as well as for program alumni. The findings of this first of three reports are drawn from interviews, focus groups, and surveys of participating students, case managers, and employers as well as a review of program and secondary data.

Relationships with Caring Adults and Social and Emotional Strengths Are Related to High School Academic Achievement

This brief reviews youthCONNECT, an initiative implemented in Prince George’s County, Maryland. The initiative integrates college and career preparation skills, life skills training, and connection with a caring adult to improve healthy behaviors, school engagement, and the social and emotional skills of participating students. The youthCONNECT initiative seeks to leverage these improvements into increased high school achievement and postsecondary educational enrollment and employment. The brief describes a survey of 721 students enrolled in the youthCONNECT program based on self-reporting as well as data from these students’ academic records (grades, attendance, and disciplinary actions taken).

Advancing Two-Generation Approaches

Overcoming COVID-19 Obstacles to Train Restaurant Apprentices

Record Description
This blogpost highlights the National Restaurant Association Educational Foundation (NRAEF) apprenticeship program for restaurant managers and line cooks. The program, developed prior to the COVID-19 pandemic, features partnerships with restaurants and hospitality employers to provide training and employment opportunities for underserved populations, including Hispanic and Black American youth and adults. The program also builds alliances with YouthBuild and Job Corps as well as post-high school educational institutions in Maryland, Louisiana, Florida, Tennessee, Texas, and California. To date, the program has expanded to 70 restaurant and hospitality employer partners and 2,000 apprentices who also earn up to 18 credits toward a culinary arts or hospitality degree.

Gamechangers: What Are 2Gen Coordinators and Why Is Their Role So Important?
