On September 11-12, 2012, the Office of Family Assistance (OFA) Regions V and VII convened State TANF program directors and other key stakeholders in Chicago, Illinois to strategically engage with peers on effectively providing services to families in a recovering economy and to brainstorm better ways to help TANF participants achieve self-sufficiency. The TANF Priority Update Meeting consisted of multiple sessions covering an array of topics, including: business process management; strategies to improve postsecondary career pathways for low-income workers; developing and sustaining employment entry, access, retention, and advancement for TANF participants and low-income clients; improving services and tracking outcomes for special populations; innovative strategies for client assessment and service coordination; and effective strategies for engaging workforce partners through summer youth employment and subsidized employment.

Some TANF recipients may have disabilities that would qualify them for the specialized employment preparation services Vocational Rehabilitation (VR) agencies provide. TANF recipients may seek out VR services on their own, or be referred to VR by a TANF case manager on his or her own accord, however, because VR is an unfamiliar service system, few may be inclined to do so. Creating a formal partnership between the agencies can ensure that all TANF recipients who can benefit from VR services have access to them. Though linking the services of these two agencies through formal cooperative agreements is not a widespread strategy, some states have had such partnerships in place for many years and other states are developing them. This practice brief explores the benefits and challenges of linking TANF and VR services, describes partnerships that have been formed in Vermont and Iowa, then discusses key features that appear to be critical to developing a successful partnership. This report provides an executive summary of the Rapid Response Technical Assistance event in Chicago, Illinois, sponsored through the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance. In response to a joint technical assistance request from Regions V (Chicago) and VII (Kansas City), the Rapid Response project team conducted secondary research and telephone discussions on a variety of TANF issues, identified as being of concern to the constituent States of these regions, to present at the event. This report includes an overview of the meeting as well as the descriptions of TANF promising practices from around the country that were discussed by participating States.

The Peer Technical Assistance (TA) Network, funded by the Administration for Children and Families (ACF), Office of Family Assistance (OFA), Department of Health and Human Services (DHHS) coordinated this rural workshop involving select representatives from twelve States from across four ACF Regions. State agency representatives were present from a variety of agencies including TANF, WTW, transportation, economic development, and domestic violence. Private sector speakers included a town mayor, a chief executive officer for a mass transit district, directors of several State coalitions against domestic violence, and key individuals from various private state-wide welfare service organizations. States represented included Arkansas, Florida, Iowa, Illinois, Indiana, Missouri, Mississippi, New York, North Carolina, Oklahoma, Tennessee, and Wisconsin.

The purpose of this one-day workshop was to promote the sharing of ideas and innovative practices designed to assist rural communities to effectively collaborate and utilize community resources to move welfare recipients toward employment and self-sufficiency. During the workshop, participants examined partnership building and the importance of collaboration among and between state, local, and community agencies as a key element in addressing many welfare reform issues. Collaboration among the following agencies was discussed: welfare, transportation, domestic violence, and economic, community, and housing development.

The purpose of this one-day workshop was to identify existing barriers to providing social services to individuals and families in rural areas in Iowa, Kansas, Missouri, and Nebraska and to promote the sharing of ideas, existing State programming efforts, innovative promising practices, and ways to further collaboration efforts to enhance services in these areas. Throughout this workshop, collaboration of effort and services between, State, County, local, community and faith-based entities was emphasized as necessary in order to achieve the desired level of service to rural areas.

The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 replaced the Aid to Families with Dependent Children (AFDC), the Job Opportunities and Basic Skills (JOBS) and Emergency Assistance programs wit the Temporary Assistance for Needy Families (TANF) program. Under TANF, the nature of public assistance changed from an entitlement program to one that requires individuals to work in order to receive time-limited support. This change in the welfare delivery system was accompanied by an increase in State-level flexibility in program design and operation. Welfare reform required no less than a redefinition of the role of decision makers at the Federal, State and local level, including the role played by front line workers when interacting with welfare recipients. In the journey toward reinventing the social safety net, States have met a variety of formidable challenges. Five years after the passage of welfare reform, this report takes stock of the past and current challenges that States have encountered. This report focuses on the policies and services provided to the hardest-to-serve and on the network of collaborations that States have developed to address the needs of these populations.

The Welfare Peer Technical Assistance Network coordinated this workshop in conjunction with the Department of Labor, Employment and Training Division. The purpose of this two-day workshop was to assemble a collection of varying levels of expertise from all over the nation among the Individual Development Account (IDA) field to promote information sharing and fact finding. This workshop built on the successes of two previous IDA workshops that were hosted by the Welfare Peer Technical Assistance Network during this past year. The program for this workshop was similar to the other two workshops with the additional component of focusing on the flexibility available in using Welfare to Work funds for IDA programs.
