The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 replaced the Aid to Families with Dependent Children (AFDC), the Job Opportunities and Basic Skills (JOBS) and Emergency Assistance programs wit the Temporary Assistance for Needy Families (TANF) program. Under TANF, the nature of public assistance changed from an entitlement program to one that requires individuals to work in order to receive time-limited support. This change in the welfare delivery system was accompanied by an increase in State-level flexibility in program design and operation. Welfare reform required no less than a redefinition of the role of decision makers at the Federal, State and local level, including the role played by front line workers when interacting with welfare recipients. In the journey toward reinventing the social safety net, States have met a variety of formidable challenges. Five years after the passage of welfare reform, this report takes stock of the past and current challenges that States have encountered. This report focuses on the policies and services provided to the hardest-to-serve and on the network of collaborations that States have developed to address the needs of these populations.

The National Healthy Marriage Academy, held January 8 and 9, 2003,  in Arlington, VA, provided an opportunity for representatives from several States to learn more about the Administration for Children and Families' (ACF) Healthy Marriage Initiative. The Academy afforded States an opportunity to hear presentations from nationally recognized speakers, researchers, and Federal policy makers, as well as from other States with successful Healthy Marriage Initiatives.

The ACF Welfare Peer Technical Assistance Network coordinated this workshop on behalf of the ACF Region VII office. The network is a contract from the Administration for Children and Families (ACF), Office of Family Assistance (OFA). The contractors for the Network are AFYA, Inc. and Caliber Associates. The purpose of this two-day technical assistance event was to identify the transportation challenges of participating states, examine other state’s initiatives that have addressed these challenges, identify available resources, and explore next steps to address these challenges. Additional topics included the Transportation Equity Act of the 21st Century (TEA-21) and the wealth of resources available via the National Transit Resource Center, operated by the Community Transportation Association of America.

The Welfare Peer Technical Assistance Network coordinated this workshop in conjunction with the Department of Labor, Employment and Training Division. The purpose of this two-day workshop was to assemble a collection of varying levels of expertise from all over the nation among the Individual Development Account (IDA) field to promote information sharing and fact finding. This workshop built on the successes of two previous IDA workshops that were hosted by the Welfare Peer Technical Assistance Network during this past year. The program for this workshop was similar to the other two workshops with the additional component of focusing on the flexibility available in using Welfare to Work funds for IDA programs.

On April 7-8, 2004, the Welfare Peer Technical Assistance Network provided support resources for two members of the Michigan Family Independence Agency (FIA) to attend the USDA Food and Nutrition Service meeting entitled "Using Technology to Improve Administration of the Food Stamp Program" in Olympia, Washington. This report details the presentations given and questions, answers, and concerns articulated by members of the ACF Region V States at the June State Human Services Officials Meeting.

Oklahoma requested that the Welfare Peer Technical Assistance (TA) Network sponsor a one and half- day site visit of two grandparent housing facilities in Boston, Massachusetts. In addition, representatives from the Ohio Department of Job and Family Services expressed an interest in this unique issue that often presents itself among the Temporary Assistance for Needy Families (TANF) caseload. Therefore, with collaboration from Administration for Children and Families (ACF) Regions I, V and VI, the Welfare Peer TA Network sponsored a visit to the Boston GrandFamilies House and the Franklin Field Grandparent Housing Development. The site visit took place on October 7th and 8th, 2003. A small delegation of participants also participated from the States of Ohio, Oklahoma and the ACF Region I Office.

In order to foster progress in stabilizing and strengthening healthy marriages, the Welfare Peer Technical Assistance Network held a workshop entitled Developing a Marriage Initiative for Your State in Oklahoma City, Oklahoma on September 17 and 18, 2002. Workshop participants included individuals primarily representing the Temporary Assistance for Needy Families (TANF) and child support staffs from nine States. The purpose of this 2-day workshop was to create an interactive dialogue with States around appropriate efforts to develop and implement statewide healthy marriage initiatives.

To assist States in strategically and creatively utilizing their Temporary Assistance for Needy Families (TANF) dollars, while yielding better outcomes for low-income families, the Welfare Peer Technical Assistance (TA) Network sponsored a 1-day site visit to the Chicago Child-Parent Center (CPC) Program in Chicago, Illinois on Wednesday, April 2, 2003. The CPC program was designed in 1967 and is the second oldest federally-funded early childhood program in the United States. It is managed by the Chicago Public Schools, Office of Early Education, and targets children between the ages of 3-4. Furthermore, the CPC program is comprised of education sites or centers located within low-income areas with high concentrations of former Aid to Families With Dependent Children (AFDC) program participants.
