August 22, 2011 marked the 15th anniversary of the Temporary Assistance for Needy Families (TANF) program which was passed in an effort to “end welfare as we know it.” Although TANF cash assistance caseloads have fallen dramatically over the past 15 years, the need for assistance has remained high as the economic recovery continues to batter low-income and working families. Analyses of Federal and State caseload data, food stamp data, poverty data, and unemployment data show that TANF has not kept pace with the rates of food stamp usage or kept pace with unemployment and poverty increases, but remains an important component of the work-based safety-net for many Americans. State and Territory TANF programs are continuously challenged with developing and implementing effective work readiness, job skills, barrier reduction, and job placement activities for their TANF participants and as a result the Administration for Children and Families, Office of Family Assistance. Regions I, II, and III convened the TANF at 15: Where Do We Go from Here 2011 Tri-Regional TANF Directors’ Meeting in Providence, Rhode Island on November 1-3, 2011 to discuss the status of the TANF program and to determine appropriate next steps for programs and families. The TANF at 15 meeting focused on pertinent issues impacting TANF families and the TANF programs including improving responsiveness, engagement, fiscal management, domestic violence, asset-development, the TANF/SSI connection, and the work-based safety net during periods of sustained and increased unemployment. The meeting brought together national experts, Federal officials, researchers and program officials from the Urban Institute, MDRC, ICF International, and State and TANF directors representing nearly a third of the country to strategize around peer-developed practical solutions to common challenges facing TANF programs and participants. TANF at 15 represented a beginning of a tri-regional discussion on the status of TANF programming and laid the foundation for continued dialogue, focused planning, and increased responsiveness.

The Temporary Assistance for Needy Families (TANF) program was developed to assist low-income and working families transition into employment and achieve greater levels of economic self-sufficiency. State/Territory/Tribal TANF grantees are responsible for managing more than $16 billion in Federal funds and successfully managing TANF programs requires skill and understanding. On June 15-16, 2011, the Administration for Children and Families, Office of Family Assistance, Regions I, II, and III hosted the first ever fiscal management workshop for TANF programs. The 2011 Tri-Regional TANF Fiscal Management Symposium in New York, New York covered topics from caseload reduction credits and maintenance of effort (MOE), to cost allocation, audits, and penalties and provided TANF program representatives with the most comprehensive and hands-on training on managing TANF programs available.

To assist States in strategically and creatively utilizing their Temporary Assistance for Needy Families (TANF) dollars, while yielding better outcomes for low-income families, Occupational Enterprises, Inc., (OEI) sought assistance from the Northern Shenandoah Valley Public Mobility Program for methods of addressing rural transportation issues in Southwest Virginia. The Intelligent Transportation Society of Virginia developed the Public Mobility Session to assist human service transportation and rural transit service providers in implementing economically viable technology applications to improve public mobility. This report is a summary of the 1-day site visit sponsored by the Welfare Peer Technical Assistance (TA) Network to Front Royal, Virginia on Thursday, June 17, 2004, to allow OEI to study a successful rural transportation venture in the Shenandoah Valley of Virginia before they design their own approach. During Phase 3 of the project (2009-2010), in close partnership with the OFA Federal Project Officer, the project team conducted two-day site visits with each leading organization, which included faith-based organizations, community-based organizations, and intermediary partners. The case studies were drafted to isolate key insights about local collaboration and help identify strategic on-the-ground practices for FBCO leaders or TANF practitioners.

In the foreground of reauthorization the Administration for Children and Families Regions I, II, III, and IV convened the first ever 2010 East Coast TANF Directors’ Conference in Philadelphia, Pennsylvania on October 19-21, 2010. The conference brought together 24 State TANF directors and program staff to strategize on ways to move low-income and working families closer to economic self-sufficiency while providing important input on the development of new TANF legislation. Specific topics included subsidized employment, strengthening safety-net partnerships, improving assessments and service delivery for domestic violence victims, and asset development strategies to improve long-term economic development. The conference brought together federal, state, and local partners and stakeholders to develop a new vision for a new decade and to enhance the program options available to low-income families and TANF participants.

ACF Regions II and III held a Maximizing ARRA Funding in the TANF Program Meeting in New York City, New York on February 4-5, 2010. This meeting explored how States in these two ACF Regions were utilizing the American Recovery and Reinvestment Act of 2009 which included the TANF Emergency Contingency Fund—which appropriated $5 billion for the provision of the Temporary Assistance for Needy Families (TANF) program for creating/enhancing subsidized employment programs, providing basic assistance (cash grants to low-income families), and providing non-recurrent short-term payments (e.g. four months of rental assistance for homeless families, security deposit and first month’s rent, utility assistance). In order to assist States in implementing innovative initiatives to respond to rising caseloads and/or rising expenditures, ACF Regions II and III coordinated this strategy forum for States to share experiences and work together to determine next steps.

The Welfare Peer Technical Assistance Network (WPTA) offered technical assistance to the AdvoCare Conference with the primary purpose of creating a nationwide task force of organizations and agencies that can provide proven evidence-based practice plans and ideas for innovative crime prevention, prisoner reentry, and family unification using collaboration models. The Task Force's long term goal would be to ultimately provide technical assistance to others. The Welfare Peer TA Network brought together specialists from prisoner reentry, social services agencies, and judicial communities to form a task force that could solidify a process that could be used to shape a cohesive prisoner reentry program and reduce the risk for those currently receiving Temporary Assistance for Needy Families (TANF) and those who may potentially become TANF participants. The Task Force work group and sessions were held in Winchester, Virginia on July 23rd-24th, 2009.

This Webinar took place on February 11, 2009 and included presentations from John Squires, Executive Director, Community Resource Group, Donna Shaunsesy, JAUNT Program, Virginia, and Sandy Conner, Workforce Transportation and Referral Center/Transportation Institute Partnership, Maryland.

At the request of the Utah Department of Workforce Services, the OFA Peer TA Network sponsored this event to assist participants in improving systems and resources for providing services to TANF participants residing in rural areas. This Roundtable included participants from the Utah Department of Health and Welfare’s Regional Offices, and representatives from programs in Texas, New Mexico, Virginia, and Vermont. Partner states presented on innovative ways to serve rural families and address barriers to employment in States with large rural areas. Networking sessions afforded participants the opportunity to leverage the Roundtable as a catalyst for action planning efforts across and among regions in the State of Utah.

This report summarizes a national conference that took place in Arlington, VA, on March 20-21, 2003. The conference was jointly sponsored by the Department of Health and Human Services Administration for Children and Families (ACF) and Substance Abuse and Mental Health Services Administration (SAMHSA). This conference brought together substance abuse treatment agency directors and Temporary Assistance for Needy Families (TANF) administrators from forty States, the District of Columbia, and the Virgin Islands. The conference provided a forum for these policymakers and administrators to share information about their experience and concerns, and their promising strategies used in strengthening the collaboration and partnership of TANF and substance abuse treatment directors.
