This brief looks at the challenges and opportunities for young people ages 14 to 24 to access the Earned Income Tax Credit and Child Tax Credit. It also covers ways these tax credits are intended to meet the needs of young people and how effectively they are met. The brief is drawn from a scan of the literature and discussions with safety net and youth policy experts and youth-serving practitioners. Discussion also notes the role that structural racism plays in the eligibility for and access to these tax credits.

The brief also presents a set of action steps for policy recommendations to strengthen the safety net through an intentional and comprehensive approach to supporting young people in meeting their basic needs. Discussion of the tax credits includes action steps for making the tax credit amounts more equitable across different age groups and student statuses. Tax credit discussion also includes action steps for filers who are or are not parents. In addition, the action steps consider reducing the complexity of documentation required to prove eligibility for credits and targeting tax credit outreach efforts and tax preparation assistance campaigns to young workers. These action steps on targeting could build on the IRS’s annual EITC awareness day effort.

This November 2018 webinar by California Partnership to End Domestic Violence provided information on its Youth in the Lead 2019 campaign that addressed teen dating violence. It provided insights on how the Partnership focuses on youth expertise by collecting actual peer organizing strategies youth have used to address teen dating violence and promote healthy relationships. The speakers also provided best practices that organizations have used to develop connections with the broader community.

This web conference was hosted on November 6, 2019 by Prevent Connect, a national project of California Coalition Against Sexual Assault, and sponsored by the Centers for Disease Control and Prevention (CDC). The web conference introduced participants to CDC’s comprehensive teen dating violence prevention model, Dating Matters: Strategies to Promote Healthy Teen Relationships, and highlighted the latest research evidence displaying the model’s effectiveness in preventing teen dating violence. The web conference also showcased the Dating Matters Toolkit, which provides communities with the materials, tools, and guidance needed to implement all seven components of the Dating Matters model. Links to the web conference PowerPoint slides and the text chat transcript are provided.

Take A Stand for Healthy Relationships, a National Coalition Against Domestic Violence and Discovery Education program, teaches high school students in grades 6-12 how to understand and build healthy relationships. The curriculum contains self-paced modules and lesson plans to help students gain crucial skills in communication, self-awareness, and emotional intelligence, and help them recognize healthy and safe qualities and behaviors in relationships. Accompanying educator guides offer school staff ways to support students through the essential content.

This brief looks at how young people ages 14 to 24 can access cash assistance through the TANF program and the effectiveness of this program in meeting young people’s needs. It discusses opportunities for and challenges with accessing TANF benefits, including eligibility gaps and the effect of COVID-19. The brief also identifies areas for future research and action steps on improving accessibility.

This report highlights findings from a process evaluation of the Urban Alliance’s High School Internship Program in Washington, DC, Baltimore, Northern Virginia, and Chicago. The Urban Alliance program model aims to empower economically disadvantaged high school seniors to aspire, work, and succeed. The program provides youth participants with workplace skills training, opportunities for internships to gain work experience, mentorship at the internship site, and coaching support from case managers during youths’ participation in the program as well as for program alumni. The findings of this first of three reports are drawn from interviews, focus groups, and surveys of participating students, case managers, and employers as well as a review of program and secondary data.

This report covers lessons learned from the first phase (January 2020 to September 2020) of the Southeastern Cohort on Young Parents and Families. The Cohort is an initiative aimed at enhancing and aligning programs, policies, and systems to better support young parents (ages 18-24) and their families in Georgia, Kentucky, and South Carolina. The report presents findings on four key areas: understanding and engaging young parents, continuous improvement through data and feedback, service collaboration and alignment, and service delivery adaptations during the COVID-19 pandemic.

This toolkit offers steps on how the juvenile justice and workforce development systems can collaborate to serve youth with justice involvement. The toolkit includes a review of evidence-based practices in youth workforce development, an examination of how the public workforce system is funded under the Workforce Innovation and Opportunity Act (WIOA), examples of how to utilize WIOA-funded services for better outcomes for youth with justice involvement, and steps that could be taken to form interagency partnerships between the juvenile justice and workforce development systems.

This brief reviews youthCONNECT, an initiative implemented in Prince George’s County, Maryland. The initiative integrates college and career preparation skills, life skills training, and connection with a caring adult to improve healthy behaviors, school engagement, and the social and emotional skills of participating students. The youthCONNECT initiative seeks to leverage these improvements into increased high school achievement and postsecondary educational enrollment and employment. The brief describes a survey of 721 students enrolled in the youthCONNECT program based on self-reporting as well as data from these students’ academic records (grades, attendance, and disciplinary actions taken).

This brief summarizes potential federal funding sources and programs that can be used to address barriers facing young parents and families, such as unemployment, disruption to education, financial instability, and lack of child care access, parenting experience, or family supports. Programs listed include, but are not limited to, TANF, SNAP, SSBG, Medicaid/Children’s Health Insurance Program, Child Care Development Block Grant, WIOA, and the Family First Prevention Services Act Prevention Funds.
