Partnership to Advance Youth Apprenticeship Field-Building

Led by Chicago Public Schools and City Colleges of Chicago, Career Launch Chicago is an initiative working to develop youth apprenticeship programs that offer young people throughout the city opportunities to build in-demand skills and prepare for quality jobs in multiple high-growth industries, including advanced manufacturing, health care, and information technology. It also hopes to expand early college courses that are relevant to those pathways in target high schools and develop a work-based learning continuum that extends into earlier grades. Jobs for the Future published this profile which offers an in-depth look at the model Career Launch Chicago is developing, with examples of structures and approaches that other intermediaries and apprenticeship providers could apply to their own programs. It also offers recommendations of ways to scale youth apprenticeship by better integrating education and workforce systems.

2024 National Tribal TANF Institute

The National Tribal TANF Institute brought together Tribal TANF staff from across the country for an in-person educational experience in July 2024 in Davis, California. The theme, “Forever Native: Preserving Our Culture for the Next Generation,” emphasized the importance of honoring tribal values, cultures and traditions while also embracing new ideas, practices and innovations to make native communities stronger for future generations. Participants explored programs, opportunities and resources for tribal youth and young adults to help them transition into thriving adulthood.

Paying it Forward

Record Description

Nonprofit organizations that offer youth development and young adult talent development services have increasingly centered the voices of the young people who are participating in their programs. They have accomplished this by infusing youth-centered practices into their programming and, more formally, creating leadership opportunities such as youth councils and alumni associations. This Jobs for the Future brief draws from interviews with program leaders and the young people they have hired to highlight how and why organizations have brought young people into paid staff positions, what the experience has been like for them, and the meaning they are making of their experience. This brief highlights four organizations in the Learn and Earn to Achieve Potential (LEAP) initiative. LEAP is a national initiative of the Annie E. Casey Foundation that aims to help youth and young adults ages 14–25 who have been involved in the child welfare or juvenile justice systems, parenting youth or youth who have experienced homelessness succeed in school and at work by building and expanding education and employment pathways.

Strengthening "Soft" Skills for Workforce Success

Record Description

MDRC partnered with JPMorgan Chase to promote continual improvement among their Summer Youth Employment Program (SYEP) grantee organizations through research. SYEPs are a workforce development model predicated on promoting socioeconomic advancement for young people ages 14 to 24 who are disconnected from school or the labor market. MDRC collected data in the form of interviews and metrics aggregated and interviewed six SYEP providers to share specific insights about a particular program component—soft-skills training. “Soft skills” refer to the general habits and competencies that make for an effective employee, such as arriving at work on time, cooperating with coworkers, taking and giving direction, communicating clearly, dressing appropriately for the workplace, and so forth. This MDRC brief presents findings that showcase ways that soft-skills training, as a workforce development intervention, can put young people on the path to high-paying jobs and socioeconomic advancement.

Department Of Labor Announces Availability of $40M in Grants to Out-of-School Time Organizations to Improve Access to Good Jobs for Underserved Youth

Record Description

The Department of Labor announced up to $40 million in grants available for national out-of-school time organizations to expand local work-based learning opportunities, job training and career pathways for underserved youth during non-school hours. The Workforce Pathways for Youth demonstration grants will help these organizations partner with state or locally operated affiliate organizations that serve historically marginalized and underserved youth, ages 14 to 21. Priority will be given to organizations serving Native American youth.

Through the partnerships, out-of-school time organizations will introduce youth to career-related services, and provide work-based learning experiences and occupational skills training. They will also offer unsubsidized employment placements to increase opportunities for youth to gain the skills they need to be successful in post-secondary education and employment. The program also encourages partners across the workforce system to provide supportive services to address the mental health needs of participating youth.

Youth Thrive Alive! Forum: Concrete Supports through Direct Cash Transfer

The YouthNPower: Transforming Care Collective launched the first direct cash transfer (DCT) pilot for youth transitioning from foster care in 2023 and designed with young people who have lived expertise in the child welfare system. This New York City pilot is part of a larger research and advocacy project to document the impact of unconditional cash support for young adults who have recently left the child welfare system to learn more about the conditions facing young people as they navigate life after foster care, and to advocate for policy and program changes that will enrich their lives and help them thrive. This Center for the Study of Social Policy recording highlights a panel that shared:

  • An introduction to the intergenerational YouthNPower collective and its approach combining research, advocacy, and organizing;
  • Information about the Direct Cash Transfer pilot design; and
  • Preliminary findings of the pilot’s Participatory Action Research.

Leveraging State Policy to Support Positive Mental Health and Employment for Youth with Marginalized Racial Identities

In 2022, the Center for Advancing Policy on Employment for Youth (CAPE-Youth), in collaboration with the White House Office of Public Engagement, hosted a virtual roundtable discussion on “Improving Mental Health Service Delivery for Youth and Young Adults with Marginalized Racial Identities.” The event highlighted how mental health policies can help states promote positive long-term outcomes such as higher employment rates for youth and young adults (Y&YAs), including Y&YAs with disabilities who belong to marginalized racial groups. This CAPE-Youth brief provides a summary of various ideas and strategies participants raised during the roundtable discussion, highlighting:

  • Expanding culturally responsive mental health care;
  • Increasing access to mental health supports; and
  • Embedding mental health programs and supports into workforce systems.
