The Tennessee Temporary Assistance for Needy Families (TANF) Opportunity Act funds seven grantees to provide services to families with low income, each aimed at improving education, health, and economic outcomes for adults and children. This Urban Institute resource is a baseline scan which describes the demographic and economic context within which the seven pilot programs are operating as of the start of the programs’ implementation. The context described includes demographic information, income measures and poverty rates, employment and education data, safety net program caseloads, and health information. This baseline scan provides information on the circumstances of Tennessee families to support the evaluation of the TANF Opportunity Act pilot programs. The data presented in this baseline report will also serve as a starting point for a data dashboard tracking changes during the pilots.

Two-Generation Approaches to Supporting Family Well-Being

Programs, organizations, and systems that provide services to address parents' and caregivers' needs (such as education and job-training services, substance use treatment centers, parent education programs, and others) often work exclusively with the adults, while those that serve the needs of children (such as schools and child care centers) often do not focus on advancing the well-being of the caregivers or other adults in their lives. Two-generation (2Gen) approaches bridge this gap by serving children and their families together through integrated and simultaneous services, with a particular focus on helping families achieve lasting financial stability. This Child Welfare Information Gateway brief provides an overview of 2Gen approaches and why child welfare agencies should use them to improve outcomes for the families they serve. The brief also describes the five core 2Gen approaches to help build parental capacity and protective factors within families, often with the explicit goal of interrupting generational cycles of poverty.

In Statewide Survey, New Mexicans Identify Barriers Accessing Vital Services

The 100% New Mexico Initiative is a community-led, data-driven approach to ensure all New Mexicans have access to vital services, including job training, transportation, and parent supports. Local communities are guided by a seven-step process to survey community members, assess results, and target evidence-informed solutions to resolve barriers to all community members accessing vital services. This Chapin Hall research brief series describes the baseline results from 6,549 local community members from 11 counties about barriers they face accessing vital services.

Lessons from a Statewide Transfer Grant Program

Record Description

More than half of community college students nationwide intend to pursue a four-year degree; however, in Texas only one in four community college students transfer to four-year institutions successfully. To improve transfer rates and, ultimately, bachelor’s degree attainment, the Texas Higher Education Coordinating Board (THECB) launched the Texas Transfer Grant Pilot Program with money provided by the U.S. Department of Education’s Governor’s Emergency Education Relief Fund. MDRC evaluated the pilot program to build evidence about its efficacy and help inform future THECB decisions about the program. This brief provides findings about the pilot program’s impact on students’ enrollment and academic outcomes at Texas four-year institutions during the fall 2022 and spring 2023 semesters—two semesters after students initially received the fall 2022 transfer grant.
