This brief synthesizes the work the states and tribes participating in the Office for Family Assistance and Children’s Bureau’s joint-initiative “Families Are Stronger Together Learning Community” (FAST-LC) accomplished. It highlights implementation issues and the strategies the participating states and tribes employed in their partnership efforts and their prevention-oriented activities. The brief also identifies sustainability issues the sites confronted and addressed.

This brief describes a human-centered design approach that any state, Tribal, or local agency can use to strengthen partnerships between TANF and Child Welfare with the goal of lowering families’ risk of involvement with the Child Welfare system. It offers several example activities, including building empathy for families, mapping partners serving families, and exploring families' program experiences.

Based on input from state TANF programs during the 2023 National TANF Directors’ Meeting, the Office of Family Assistance (OFA) developed five virtual Learning Collaboratives (LCs) on topics best addressed through a cohort-based, peer learning format. These LCs were designed to be a progressive series of interactive meetings that facilitated reflection, peer sharing, connection with experts, and human-centered design and planning activities to deeply explore facets of the collaborative topic. Sessions were held monthly from March to August 2024 for 60-90 minutes.

The Building Strategic Partnerships with Child Welfare Services LC was connected TANF professionals interested in building strategic partnerships with child welfare partners with experts and one another. It was designed to prepare states to partner with child welfare services to jointly explore a key area for upstream prevention, given the growing body of evidence demonstrating how the concrete and economic supports available through TANF can prevent and reduce families’ involvement with the child welfare system. Participating states included Massachusetts, Vermont, New Jersey, Alabama, North Carolina, and Wisconsin.

This OFA resource highlights the Building Strategic Partnerships with Child Welfare Services LC, including key takeaways and resources from each session as well as overall themes and future considerations for follow-up.

Survivors of domestic violence, sexual assault, and human trafficking need access to education and job training programs that are grounded in trauma-informed practices. Futures Without Violence hosted a webinar in January 2022 and focused on recognizing barriers to employment and education for survivors and strategies for building strong cross-sector collaborations between advocacy service providers and workforce development programs.

The Children’s Bureau released an Information Memorandum to increase awareness of the prevalence and impact of domestic violence on children, youth, and families. This resource highlights effective strategies to support families impacted by domestic violence and encourages titles IV-E and IV-B agencies to enhance partnerships with Family Violence Prevention and Services Act grant recipients, State Domestic Violence Coalitions, tribal programs, culturally specific domestic violence programs, community-based organizations focused on supporting families impacted by domestic violence, and other critical service providers to improve outcomes for children, youth, and families impacted by domestic violence.

Access to unemployment insurance (UI) benefits has been a challenge for all workers, but especially workers of color, workers with less formal education, lower-paid workers, younger workers, and workers with disabilities, who have all been less likely to apply for and receive benefits, even when potentially eligible. Building on community-based organizations’ role in connecting workers with UI benefits, the U.S. Department of Labor launched a three-year pilot “navigator” program in 2022. The program, funded through the American Rescue Plan Act, aimed to help state UI agencies develop community partnerships. This Center for American Progress report provides an evaluation of one of the navigator programs, Maine’s Peer Workforce Navigator (PWN) program. The PWN program received state funding supplemented by federal navigator grants for unions and other community organizations to help unemployed workers access public unemployment insurance benefits and job training benefits.

Many young people transition to adulthood without access to familial resources and struggle to meet their basic needs. Public benefit programs like the Supplemental Nutrition Assistance Program (SNAP), housing subsidies, and Medicaid can help young people meet these needs at a critical time in their lives. Young people also need sufficient cash income to meet specific needs these in-kind programs do not provide, and some may receive this through the Temporary Assistance for Needy Families program. However, many young people do not access programs they are eligible for. This Urban Institute report presents the results of a literature scan for evidence about what works to expand young people’s access to public benefits. This report highlights various promising approaches, including targeted youth outreach, benefit navigation, cross-organizational partnerships, simplifying or expanding eligibility, and enhancing administrative efficiency and effectiveness.

In 2023, the Department of Labor (DOL) launched the Youth Employment Works strategy to set a clear vision for young people in the workforce system and its public and private sector partners. This work is urgent and necessary to promote high quality career pathways for young workers to ensure they are prepared and empowered to engage in a dynamic labor market full of opportunities. This DOL resource lays out a roadmap for how they are aligning their programs and funds to advance this vision. The resource highlights additional links that provide guidance outlining promising practices for partnership and service delivery through the youth workforce system as well as the national Call to Action on Youth Employment.

The Child Welfare Community Collaborations (CWCC) initiative is designed to mobilize communities to develop and evaluate multi-system collaboratives that address local barriers and provide a continuum of services to prevent child abuse and neglect. This Office of Planning, Research and Evaluation (OPRE) brief describes the approaches to collaborative partnerships used in CWCC projects and is one of a series of products the evaluation team will produce as part of the cross-site process evaluation. Throughout this brief, OPRE explores the community collaborations (i.e., “partnerships”) that were part of the foundation of the CWCC initiative’s approach to preventing child abuse and neglect.

Sector-focused employment programs aim to improve the economic mobility of people with low incomes by training them for quality jobs in sectors that have strong local demand and opportunities for advancement. By partnering with local employers, these programs provide them with a skilled and able workforce.
