The Office for Family Assistance partnered with Children’s Bureau to develop the Families Are Stronger Together Learning Community (FAST-LC), which focused on preventing family involvement in the child welfare system through developing, implementing, and enhancing Temporary Assistance for Needy Families (TANF)-Child Welfare partnerships and innovations. FAST-LC was a one-year initiative that involved eight state and two tribal TANF-Child Welfare partnerships. The FAST-LC launched in September 2023 and concluded in September 2024. OFA published the webpage that highlights various resources, including a journey recap for each participating site and research briefs.

The Office of Family Assistance and Children’s Bureau’s initiative, “Families Are Stronger Together Learning Community” (FAST-LC), supported ten TANF and child welfare programs across the country as they worked to promote innovative prevention strategies to mitigate and reduce families’ involvement with the child welfare system through partnerships between TANF and Child Welfare programs. The FAST-LC Site Journeys capture and convey the participating states’ and tribes’ motivation for change, the partnership and prevention innovations they developed and implemented, and the lessons they learned from their journey experiences. This brief synthesizes the work the states and tribes participating in the Office for Family Assistance and Children’s Bureau’s joint-initiative “Families Are Stronger Together Learning Community” (FAST-LC) accomplished. It highlights implementation issues and the strategies the participating states and tribes employed in their partnership efforts and their prevention-oriented activities. The brief also identifies sustainability issues the sites confronted and addressed.

The Office of Family Assistance and Children’s Bureau have announced the 10 sites selected to participate in the FAST-LC. The FAST-LC is a 12-month initiative operating from September 2023 through September 2024. The Learning Community will focus on promoting innovative prevention strategies to mitigate and reduce families’ involvement with the child welfare system through partnerships between TANF and Child Welfare programs. Site teams will benefit from a robust suite of individualized training, technical assistance, and coaching support, as well as regular opportunities for collaborative learning and sharing across site teams.

• Arizona Department of Child Safety and Department of Economic Security;
• Arkansas Department of Human Services;
• California Department of Social Services;
• Chippewa Cree Tribe of the Rocky Boys Reservation (Montana),
• Iowa Department of Health and Human Services;
• Kentucky Department for Community Based Services;
• Michigan Department of Health and Human Services;
• Oregon Department of Human Services;
• Pascua Yaqui Tribe (Arizona); and
• West Virginia Department of Health and Human Resources.

This fact sheet illustrates how Tennessee, Virginia, West Virginia, and Ohio offered non-recurrent short-term TANF benefits as flexible responses to address the needs of TANF-eligible populations during the COVID-19 pandemic. The sheet also briefly notes how Arizona, Illinois, Indiana, and Florida have implemented flexible adaptions to TANF work requirements. SNAP approved waivers are also highlighted.

This blog post from the U.S. Department of Health and Human Services is part of the "Self-Sufficiency Series: Solutions from the Field" and highlights a West Virginian program that aims to teach at-risk youth about the “success sequence” path from school to work through marriage and family in a positive and non-judgmental way. Project T.H.I.N.K. discusses healthy relationships and provides resources to inform participants about the transition to adulthood, which can help them avoid early pregnancies, overcome poverty traps, understand what being a parent might be like, and ultimately lay a foundation for a successful and mobile future. The project especially tries to avoid shaming or nagging and works to understand the situations of all participants, whether they already have children or not.

This practice brief highlights the efforts of four Office of Family Assistance, Systems to Family Stability National Policy Academy teams that redesigned their TANF case management systems to support client coaching and motivational interviewing strategies. The Academy was an 18-month initiative that supported TANF programs in designing and creating collaborative systems across agencies to improve family economic security.
