Supporting families and individuals means understanding that their needs are complex, interrelated, and affected by the opportunities available in their communities. Integrated service approaches to prevent homelessness or involvement in systems like child welfare may be best positioned to succeed when they recognize these holistic needs and identities and when they coordinate access to resources and services. This Mathematica brief highlights the efforts made by programs to coordinate services and supports for participants by focusing on their holistic needs, including how programs identified their participants’ strengths and needs and how the sites integrated services to be responsive to those needs. The findings are based on interviews with staff and partners from nine case studies sites across the country and with people who have been served by these programs.

HireAbility Vermont, Vermont’s state agency meant to help those with disabilities prepare for, obtain, and maintain meaningful careers, designed Vermont Career Advancement Project (VCAP) to address barriers to employment and encourage enrollment in training programs for high-wage occupations. VCAP will train more people for career pathways by connecting participants with programs and educational opportunities that result in a credential, postsecondary degree, or higher-paid job. The Retaining Employment and Talent After Injury/Illness Network (RETAIN) demonstration aims to help workers with recently acquired injuries and disabilities remain in the labor force. Following a pilot phase, the U.S. Department of Labor awarded cooperative agreements to state agencies in Kansas, Kentucky, Minnesota, Ohio, and Vermont to fully implement RETAIN services. These five RETAIN programs aim to identify and recruit a subset of workers who could be at risk of exiting the labor force and applying for Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI). Mothers living in poverty often face complex circumstances and major stressors that strain mental health and make it difficult to get and keep a job. The Mental Health Outreach for Mothers or MOMS Partnership® is a community-based model for helping mothers with low incomes manage their stress, reduce depressive symptoms, and improve their social and economic mobility. Central to the model is an 8-week stress management course based on cognitive behavioral therapy that is co-facilitated by skilled clinicians and mothers from the community with lived experience similar to mothers who enroll in the program; the mothers with lived experience are called Community Mental Health Ambassadors (CMHAs). Other features of the program include the use of incentives to support regular attendance and providing services in a central community location. The MOMS Partnership was launched by the Yale School of Medicine in New Haven, Connecticut in 2011 and has been implemented in TANF, public housing agencies, and other related programs. The Office of Family Assistance hosted a webinar on June 29, 2023 which provided participants with the opportunity to learn more about MOMS and the implementation experiences in TANF programs. Speakers included staff from Elevate Policy Lab and The Adjacent Possible; MOMS Stress Management facilitators; and human services leaders from Maine, Vermont, and the District of Columbia. Speakers delivered presentations on What is The MOMS Partnership?, MOMS in Practice – Lessons from Clinicians and CMHAs, and Operating MOMS in TANF and Related Programs.

The Mathematica Center for Studying Disability Policy will host a webinar on August 24, 2021 from noon to 1:30 p.m. ET, focusing on lessons learned from Vermont’s Linking Learning to Careers initiative. This initiative creates evidence-based practices on work-based learning for youth – a crucial strategy to improve career readiness. A discussion will be held with program leaders, transition team members, technical assistance providers, and evaluators. Additionally, youth program participants will share their experiences.

Trauma can have significant short and long-term effects on individual functioning and family well-being. Many human services agencies have begun to recognize the profound implications this issue has on how agency staff interact with their customers, and how staff themselves are impacted. The Office of Family Assistance hosted a webinar on September 30, 2020 to help TANF sites interested in moving from trauma awareness to practice transformation using evidence-informed strategies.

Webinar speakers reviewed the trauma-informed paradigm’s foundations in the TANF context, and discussed key considerations in moving TANF programs from trauma-informed awareness to evidence-informed practice transformation. Participants heard from the Vermont Department for Children and Families on their experiences developing a Trauma-Informed Evaluative Toolkit for TANF with OFA PeerTA support and their implementation plans.
