Webinar: SNAP E&T and WIOA - Partnering to Raise Skills and Employment

SNAP Employment and Training Programs (SNAP E&T) and State and local workforce agencies share a common goal of enabling low-income individuals to gain skills necessary to qualify for jobs leading to self-sufficiency. Guidance issued by Food and Nutrition Service in March 2016 encouraged SNAP and workforce agencies to collaborate on shared strategies that connect SNAP recipients — particularly able-bodied adults without dependents (ABAWDs) — to provide employment and training services through American Job Centers (also known as one-stop centers).

This webinar will highlight how States can use SNAP E&T funds strategically, along with Workforce Innovation and Opportunity Act (WIOA) resources, to expand the types of services E&T participants receive to more comprehensively meet their needs and improve outcomes. Representatives from Worksystems in Portland, Oregon and the State of Minnesota will share how their SNAP E&T program and workforce systems are working together, including through third-party partnership models.

This webinar will be on June 21, 2018 and held from 10:00 a.m to 11:30 a.m. PDT/1:00 p.m. to 2:30 p.m. EDT.

OFA Webinar: Strengthening the Safety Net for Survivors Through Collaboration

A virtual roundtable was held on November 30, 2017 from 1:00-5:00 p.m. EST, co-presented by the Office of Family Assistance, the Office of Child Support Enforcement, and the Family and Youth Services Bureau. Via plenaries and breakout sessions, the roundtable  defined family violence, explained good cause, and highlighted examples of excellence across the nation.

The Opening Plenary Session was titled, "Family Violence and Accessing and Applying for Public Benefits and Work Supports: Challenges and Solutions," and was led by Dr. Janet Mickish, Lead Trainer and Manager of Staff Development, Colorado Department of Human Services and Krista Del Gallo, Public Policy Manager, Texas Council on Family Violence (TCFV).

The Plenary was followed by 4 breakout sessions to include:

  • Breakout Session #1: Discussion Around Building Good Relationships with DV Coalitions and Programs
  • Breakout Session #2: Promoting Disclosure and Safety for Victims Accessing Child Support
  • Breakout Session #3: Establishing Good Cause
  • Breakout Session #4: Family Violence with Native American Populations

The roundtable closed with a plenary titled, "State and Local TANF/Child Support Programs of Excellence," led by Meghan McCann, National Conference of State Legislatures; Amber Harchuk, Temporary Assistance to Domestic Violence Survivor’s (TA-DVS) Policy Analyst and DHS Domestic Violence Co-Located Advocates Program Coordinator; Belit Burke, Self-Sufficiency Program Administrator, Oregon Department of Human Services; and Traci Underwood, Program Coordinator, Economic Justice Project, Washington State Coalition Against Domestic Violence. 

OFA Regions IX and X 2016 Tribal TANF Meeting

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA), Regions IX and X hosted the Tribal Technical Assistance Meeting on July 25‐27, 2016 at the Isleta Resort and Casino in Albuquerque, New Mexico. The meeting brought together Tribal Temporary Assistance for Needy Families (TANF) stakeholders to discuss innovative strategies and collaborations to promote economic and social well‐being for individuals, families, and tribal communities. During the meeting, tribal representatives engaged in listening sessions, shared best practices, and participated in workshops in order to more successfully serve the program participants in their communities.

OFA Region X 2014 Oregon TANF Technical Assistance Site Visit

Record Description
On September 18 - 19, 2014, the Office of Family Assistance sponsored a Temporary Assistance for Needy Families (TANF) technical assistance (TA) site visit to the Oregon Department of Human Services (DHS) (Region X). This visit was in response to rising TANF caseloads in the State, challenges addressing budgetary concerns, issues meeting the employment and service needs of TANF participants, and other concerns stemming from the ongoing effects of the recent recession. During this visit, TA coaches facilitated sessions in the following areas: program assessment, performance-based contracting, and change management. Staff visited the Community Works Project in Portland, Oregon and the Oregon Department of Human Services headquarters in Salem, Oregon and participated in the TANF Alliance Meeting at Central City Concern in Portland, Oregon. After each session, TA coaches were able to provide recommendations and key steps for implementing changes to their processes to improve collaboration with contractors and case management for TANF clients.

Financial Empowerment for the Latino Community

Record Description
This blog post discusses the importance of financial literacy and empowerment within the Latino community. One example of a recent initiative is the ACF Region X partnership with Catholic Charities in Portland, Oregon to present a Spanish-language training called “Your Money, Your Goals.” This new financial empowerment toolkit for social service workers who serve the Latino community was created to train front-line staff on how to talk about personal finances with their clients. The resources are available in both English and Spanish.

Confederated Tribes of Siletz Indians (CTSI) Technical Assistance Request

Record Description
The Confederated Tribes of Siletz Indians (CTSI) requested TA from the PeerTA Network to assist in training their TANF and child welfare staff on the wraparound case management process – an intensive, individualized care management process for individuals with complex behavioral needs and/or significant work barriers. CTSI requested a site visit in which an outside trainer visited the Tribal agency to provide wraparound training. OFA PeerTA supported a facilitated site visit for the Center for Improvement of Child and Family Services, School of Social Work, Portland State University to provide CTSI with a 3-4 day onsite training focusing on wraparound case management.

TANF Directors Pacific Northwest Meeting: Tribal TANF Case Management, September 2014

Record Description
On September 3 - 4, 2014, the Administration for Children and Families (ACF), Office of Family Assistance (OFA), held a meeting titled the “2014 Tribal TANF Case Management Meeting” in Tulalip, Washington. This meeting provided staff from Tribal TANF and workforce development agencies with structured forums and presentations about TANF case management, case plan development, client engagement strategies, and service delivery with the goal of transitioning hard-to-serve clients out of poverty. The presenters were Region X ACF staff and Tribal leaders. Participants were able to engage with ACF administrative staff to gain in-depth guidance on financial management, as well as network with other Tribal TANF agencies.

Scaling "Stackable Credentials": Implications for Implementation and Policy

Record Description

The Center for Postsecondary and Economic Success at CLASP released a paper that explores "stackable credentials," which is defined by the Department of Labor as a series of credentials that accumulate to build an individual's qualifications for advancement on a career pathway. The paper discusses some of the barriers to acquiring multiple educational and occupations credentials, pulling from data collected in Kentucky, Oregon, Virginia, and Wisconsin. The paper also outlines the ways in which these states are working to increase credential attainment for their residents.

Early Lessons from the Work Support Strategies Initiative: Planning and Piloting Health and Human Services Integration in Nine States

Record Description

The Urban Institute recently published an article discussing the Work Support Strategies Initiative. Work Support Strategies (WSS) is a multiyear, multi-State initiative to implement reforms that help eligible low-income families get and keep a full package of work support benefits, including Medicaid, nutrition assistance (SNAP), and child care assistance. This report summarizes the lessons learned from the nine planning grant States (Colorado, Idaho, Illinois, Kentucky, New Mexico, North Carolina, Oregon, Rhode Island, South Carolina), just one year into a four-year project. The report includes what the States did, how they overcame challenges, and how the planning year changed their strategies and capacities for the future.

Improving Employment Outcomes for Individuals While Meeting Local Employer Needs

On September 27, 2012 at 1:00 p.m. EDT, the Office of Family Assistance hosted the first Webinar in a series highlighting promising practices for building sustainable subsidized employment programs. This Webinar provided an overview of different types of subsidized employment programs that can work in different settings and with different types of employers; discussed the varied funding streams utilized and strategies for matching subsidized employment opportunities to local labor markets and employer needs; and outlined practical strategies used by peer agencies for creating targeted subsidized employment programs. Presenters for this webinar included representatives from the Oklahoma Department of Human Services, the Oregon Department of Human Services, the city and county of San Francisco Human Services Agency, and MDRC.
