Systems to Family Stability State Profiles

Record Description
The Office of Family Assistance’s (OFA) Systems to Family Stability National Policy Academy (Policy Academy) was an 18-month intensive technical assistance (TA) initiative in 2015–2016 for seven states and one county interested in modernizing and improving Temporary Assistance for Needy Families (TANF) practice. During the initiative, sites received dedicated coaches, onsite strategic planning, access to expert consultants, and tailored written resources. Additionally, they participated in several in-person convenings, peer exchanges, and virtual training. These state profiles detail the journey and lessons learned of the 8 teams that participated in the Policy Academy.

Cookie Cart

Mission/Goal of Program

Cookie Cart provides teens 15 to 18 years old with lasting and meaningful work, life and leadership skills through hands on experience and training in urban nonprofit bakeries. The first storefront was started on Emerson Avenue, and then in 1996 Cookie Cart settled into its current location on West Broadway Avenue, right in the heart of North Minneapolis. In 2018, Cookie Cart opened a second bakery and training facility on Saint Paul’s East Side on the historic Payne Avenue.

Programs/Services Offered

Cookie Cart youth employees have the chance to learn “real world” work skills by actively participating in the daily production and sales of cookies in a nonprofit bakery. Mistakes are treated as learning opportunities, and all lessons are given in the context of how to meet expectations at traditional jobs. In addition, the youth employees attend workshops that focus on interpersonal communication, critical thinking and future goal orientation. They include: 

  • Foundations which is the understanding and developing of successful work skills such as work rules, safety, peer communication, managing schedules;
  • Leadership training on directing peer teams, training new youth employees, dealing with conflict; 
  • Bright Futures concentrating on preparing for the transition to the next job by preparing resumes, practicing interviewing, and applying for a job; and 
  • Financial Literacy workshops that cover the essential building blocks of personal finance.

OFA Regions IV, V, VI, VII, and VIII Tribal Technical Assistance Meeting

Record Description
The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA), Regions IV, V, VI, VII, and VIII hosted the Tribal Technical Assistance Meeting on May 3‐5, 2016 at the Hilton Minneapolis/St. Paul Airport Mall of America Hotel in Minneapolis, Minnesota. The meeting brought together Tribal Temporary Assistance for Needy Families (TANF) and Native Employment Works (NEW) stakeholders to discuss innovative strategies and collaborations to promote economic and social well‐being for individuals, families, and tribal communities. During the meeting, tribal representatives engaged in talking circles and listening sessions, shared best practices, and participated in workshops and action planning in order to more successfully serve the program participants in their communities.

OFA Webinar: When TANF Intersects with Pregnant Teen and Young Parent Services

The Office of Family Assistance hosted a Webinar titled When TANF Intersects with Pregnant Teen and Young Parent Services on May 11th, 2016 from 2:00-3:30 p.m. EDT. Pregnant teens and young parents have been a focus of national attention and intervention over the past two decades. While teen pregnancy rates have declined nationally, rates are still high for minority and low-income teens, and teen parents continue to be at great risk for living in poverty. Many teen parents struggle to find work opportunities, which increases the likelihood that their children will face similar struggles later in life. In this webinar, presenters provided information about innovative ways that programs are serving low-income pregnant teens and young parents. Presenters for the Webinar included: Sabrina Chapple, MPH, Public Health Advisor with the Office of Adolescent Health; Deborah Schlick from the Minnesota Department of Human Services; Ray Fleming Dinneen, Executive Director of CLIMB Wyoming; and Kristi Bruwer, Young Parents Demonstration Coordinator at Training Resources of America.

Building Career Pathways for Adult Learners: An Evaluation of Progress in Illinois, Minnesota, and Wisconsin After Eight Years of Shifting Gears

The Joyce Foundation launched Shifting Gears in 2007 to assist six Midwest states to increase the number of low-skilled adults with the education and skills they need to succeed in the 21st century economy. The Joyce Foundation extended Shifting Gears funding from 2012 – 2014 in Illinois, Minnesota, and Wisconsin. These states had committed to expanding adult education bridge programs to increase the number of students transitioning into postsecondary education. This report examines the progress made in each state from 2012 – 2014, and also briefly reviews how the Shifting Gears work influenced the national discourse on increasing skills and credentials for adult learners.

The Administration for Children and Families' Office of Family Assistance (OFA) Regions V, VI, VII, and VIII hosted a webinar, "Grandparents Raising Grandchildren and Other Child-Only Issues" on Wednesday, August 20, 2014 from 2:00 p.m. to 3:30 p.m. EDT. This webinar was the second in the 2014 Regions V, VI, VII, and VIII Tribal TANF webinar series "Addressing the Needs of Children." The Webinar provided strategies for addressing the needs of the growing population of grandparents who are raising their grandchildren, particularly those with child-only, TANF-eligible grandchildren. The speakers provided strategies and resources that were relevant to both social service providers and grandparents.
