Given the continued scale of poverty and limited job opportunities in rural areas, the Office of Family Assistance implemented the Rural Communities Initiative in early 2008. The Initiative provided States, Tribes, and local TANF agencies the opportunity to share information and innovative strategies on critical rural issues and barriers to employment such as education, job skills, transportation, and child care. This page provides information on the Initiative, and various reports, technical assistance events, Web casts, teleconferences, environmental scans, fact sheets, and Academy reports.

Urban Partnerships Initiative

Record Description
The Urban Partnerships Initiative was a project designed by the Office of Family Assistance to improve outcomes for low-income families by facilitating peer exchange among TANF stakeholders in urban centers. This project sought to identify the issues faced by urban communities in moving families from welfare to work, to establish community-level collaborative, and to match technical assistance to community needs. The key purposes of the project were to convene Academies with key stakeholders from urban areas with high TANF caseloads and provide intensive technical assistance to these urban communities to help them develop relationships between systems, to identify and remove barriers to collaboration between systems, and to develop strategic plans addressing the needs identified by the communities during the panel meeting.

Career Pathways

Record Description
In April 2012, the U.S. Departments of Education, Health and Human Services, and Labor released a letter endorsing the concept of “Career Pathways” as a promising approach to address the country’s challenge of how to prepare workers of all skill levels to participate fully in the country’s economic future. This challenge lies at the intersection of each department’s domains of expertise, and no solution can become fully functional without engaging each department’s constituency. The Departments defined Career Pathways as a series of connected education and training strategies and support services that enable individuals to secure industry relevant certification and obtain employment within an occupational area and to advance to higher levels of future education and employment in that area. In the Career Pathways initiatives sponsored by the departments to date, we have seen roles for each department’s stakeholders. The education community takes a lead on providing classroom-based learning, and then partners with business and workforce development professionals to create workplace-based learning opportunities. These connections help businesses meet short-term staffing needs and grow a next generation of skilled employees. At the same time, the human services field supports workers in balancing their educational, professional, and family responsibilities while they make this investment in their future. What makes these activities a true Career Pathways initiative is the commitment to cross-agency partnerships that identifies the strengths and needs of each partner and uses that expertise to build the pathway.

On February 19, 2014, The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance hosted "The Notice of Proposed Rulemaking (NPRM), Temporary Assistance for Needy Families (TANF) Program, State Reporting on Policies and Practices to Prevent Use of TANF Funds in Electronic Benefit Transfer Transactions" webinar. This webinar provided participants with a summary of the NPRM and the comment process. The webinar presenters presented a summary of the legislation and requirements, the contents of the NPRM, specifically, the proposed definitions, proposed acceptable policies and practices to be in compliance, proposed elements of a complete report, the penalty, and next steps.

On May 5, 2014, the Social Security Administration presented a webinar, "An Overview of Social Security Programs and Services Important to Tribal Communities" sponsored by the Administration for Children and Families, Office of Family Assistance (OFA), Division of Tribal TANF Management, in partnership with the Administration for Native Americans. This webinar explained programs and services of particular interest to tribal community members throughout Indian Country. During this webinar, speakers Charles Jenkins and Alfredo Padilla Jr. expanded on important programs and services such Retirement, Survivors, Disability, Supplemental Security Income, grandchildren benefits, services offered to reservations in remote areas of the United States, upcoming field office changes, and more about the "my Social Security" account.

State Supervised/County Administered TANF Programs Roundtable

In response to a technical assistance request from the Minnesota Department of Human Services pertaining to gaining a more clear understanding of the different state supervised/county administered models, the Peer Technical Assistance Network organized a peer-to-peer roundtable in Chicago, Illinois on July 18-19, 2012 with directors and staff from state supervised/county administered Temporary Assistance for Needy Families (TANF) programs. This report describes the technical assistance request and response, as well as the overall findings from the roundtable event and lays out potential recommendations for future discussions about the state supervised/county administered structure.
