The purpose of each case study is to feature an innovative but untested intervention that a state, county, community-based organization, or other entity is undertaking. These 21 case studies are intended to help practitioners learn from the experiences of other organizations or agencies implementing innovative employment interventions.

New Federal TANF and Child Welfare Partnership Learning Community: Emphasizing Innovative Strategies to Prevent Child Welfare Involvement

Record Description

The Administration for Children and Families, Office of Family Assistance, in partnership with the Children’s Bureau, announces a new TANF-Child Welfare Learning Community. The “Families Are Stronger Together: TANF & Child Welfare Partnering for Prevention Learning Community (FAST-LC)” will center on innovative prevention strategies to mitigate and reduce families’ involvement with the child welfare system. The FAST-LC is a one-year initiative slated to launch in September 2023 and conclude in September 2024 and will involve up to 10 state and tribal TANF programs.

A self-nomination package to participate in the FAST-LC can be requested and questions can be submitted at any time by contacting TANF-CWLearningCommunity@blhtech.com. An interest webinar was held on August 10, 2023 from 2:00 p.m. to 3:00 p.m. ET to provide additional information about the FAST-LC and the self-nomination process as well as answer live questions. All steps needed to complete self-nomination submissions must be completed by September 7, 2023 at 6:00 p.m. ET.

Child Support Pass-Through and Disregard Policies for Public Assistance Recipients

Record Description

Under federal law, families receiving TANF must cooperate with child support establishment and enforcement efforts. In addition, TANF recipients must assign their rights to child support payments to the state. When a state collects child support on behalf of a TANF recipient, the state is permitted to keep the money to reimburse itself and the federal government for TANF assistance. States, however, have the option of allowing some of the child support payment to be passed through to the parent and child and disregarded when determining TANF assistance, meaning the amount would not be considered income for purposes of determining TANF eligibility. This brief includes a chart of 52 states and territories and whether they have a pass-through and disregard policy, the amount of the pass-through and the statutory or code citation.

60 Day Federal Register Notice: Proposed Information Collection Activity, Temporary Assistance for Needy Families (TANF) Data Reporting for Work Participation

Record Description

The Administration for Children and Families (ACF) is requesting to extend approval of the Temporary Assistance for Needy Families (TANF) Data Reporting for Work Participation, with proposed revisions. Revisions are intended to improve the clarity of the instructions, streamline reporting, and ensure all instructions are up-to-date.

ACF is proposing to continue the same information collections with only changes to instructions to improve clarity and eliminate data elements and guidance that are no longer relevant. The Work Verification Plan Guidance has been updated to incorporate further guidance that was published in 2006. The TANF and SSP–MOE Data Report instructions were revised to streamline the data collection, reduce the burden on respondents by eliminating unnecessary data elements, and clarify confusing data elements. The TANF and SSP–MOE Data Report layouts were also updated to reflect the streamlined instructions. The TANF Sample Manual was revised to eliminate outdated and unused sections.

ACF specifically requests comments on (a) whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information; (c) the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology. Consideration will be given to comments and suggestions submitted no later than August 26, 2023.

Copies of the proposed collection of information can be obtained and comments submitted by emailing infocollection@acf.hhs.gov. Identify all requests by the title of the information collection.

Reconceptualizing and Resourcing Family Well-Being & Prevention of Child Welfare Involvement

Record Description

This roadmap infographic depicts how the alignment of economic and concrete supports can increase family well-being and prevent child welfare involvement. The roadmap is based on the growing body of evidence that shows that families do better when they have access to concrete services and can achieve economic stability. Economic and concrete supports are “protective factors” – factors that prevent families from becoming involved in the child welfare system. The evidence indicates that increasing access to these supports may be an effective strategy to prevent child maltreatment, keep families together, and address racial inequities. Accompanying this infographic are a one-page brief on this alignment, a reference list of the current research, and a comprehensive PowerPoint presentation that synthesizes this research.
