How are States defining "hardship" for the purposes of exemption clients from or extending TANF benefits beyond the State time limit?

Do any States provide bonuses to county or local agencies as a reward for successful program outcomes? If so, provide details on the purpose of the bonus and the types of agencies that are eligible to receive it.

What can be done to accelerate job seeking and retention for the population who are rapidly approaching the time limit but appear to have no interest in going to work? What communication tools have proved useful in getting the information about benefit exhaustion across? What messages have worked and how and by whom were they delivered?

What types of incentive awards are States currently using to reward TANF participants for completing various milestones of work and training activities? What experiences have States had with offering such incentives?

What is the status of aliens in the TANF program? Are there any provisions to serve illegal aliens?

The Peer TA Network would like to know if any States use their TANF funds to help absolve recipients credit debt? Are these benefits excluded from the definition of assistance, thus not affecting the 24-60 month time clock?
