This Brookings Institution study looks at youth financial literacy as a public policy issue. The comprehensive report presents a conceptual definition of financial literacy as well as state policies that incorporate financial education in the overall curriculum and course offerings to ensure that competency in basic financial literacy is attained upon graduation from high school. The report offers effective model programs and initiatives that have influenced the inclusion of financial education to K-12 students.

This Administration for Children and Families brief provides guidance on how financial capability services are integrated into existing programs that are delivered to TANF participants. The brief is divided into four sections: centering the client voice, securing buy-in from line staff for delivering financial capability services, identifying areas for integration of services, and using data for service delivery evaluation. Lessons from the field highlight TANF agencies’ experiences in Delaware, Hawaii, Oregon, and Washington State.

The United States Interagency Council on Homelessness will convene a webinar on April 3, 2019 at 12 noon ET to discuss the agency’s strategic planning tool to ensure access to affordable housing for persons with housing barriers. This webinar will also discuss the findings of an earlier report that outlined 9 action steps that integrate affordable housing options with approaches to end homelessness.

This section from an Urban Institute report describes a social impact bond, issued in Denver, Colorado in February 2016, to fund a supportive housing program for 250 persons most frequently involved in the criminal justice system. The section presents participants’ first-hand accounts as well as challenges of utilizing the housing lease-up process to stem homelessness or returns to jail for this transitional population.

The National Association of Counties will host a three-part webinar series to discuss strategies county leaders can use to create comprehensive reentry substance abuse treatment plans with law enforcement officials for individuals in jails and upon reentry. The first webinar will be held on April 25, 2019 from 2:00 p.m. to 3:15 p.m. ET.

This Institute for Research on Poverty study from the University of Wisconsin at Madison examines the dynamics behind transitions in and out of poverty within rural areas. The research proposes that changes to cash and non-cash resources to pay for food, clothing, shelter, and utilities play a larger role in poverty transitions than changes in family composition (for example, changes to the family due to birth, death, divorce, or repartnering).

The U.S. Department of Labor convened a webinar on December 5, 2018 that outlined how to leverage free and open educational resources to design and implement training and workforce development programs targeted toward youth. These materials are useful to sustain trainee participation and engagement in youth workforce programs.

This Prosperity Now report provides lessons learned for enhancing credit building activities for youth leaving foster care. Beyond explaining the need for financial independence and credit’s role among this population, the report highlights five organizations that successfully integrate programs for youth and asset building: the Children’s Home Society of Florida, DePelchin Children’s Center, First Place for Youth, the Nebraska Children and Families Foundation, and the RightWay Foundation.

This Annie E. Casey Foundation report examines young returning citizens’ complex set of needs upon reintegration from the juvenile justice system. The report offers model programs and anticipated outcomes, as well as systems that address health, housing, education, and employment needs of formerly incarcerated youth.

This National Skills Coalition research-to-practice brief identifies ways that adult education, vocational rehabilitation, and workforce development partners can collaborate and strengthen each respective system to create and enhance educational and economic opportunities for adults with physical or mental disabilities. The brief also describes an example of how this alignment and collaboration has been implemented in the Rural Capital area near Austin, Texas.
