This collection of resources includes research, promising programs, tools, and guides that can be used to support returning citizens and those with a criminal record to enter registered apprenticeships. The compendium features programs targeting returning citizens: the Next Chapter IT Apprenticeships; the Flintridge Center Apprenticeship Preparation Program; Greyston Bakery; the VICE Media Group Media, Production, and Technology Apprenticeships; Jails to Jobs (California); and the Iowa Department of Corrections Apprenticeship.

This collection of Annie E. Casey Foundation-funded resources, which includes blogposts, videos, reports, guidebooks, tools, and tip sheets, offers different models and collaborations to transform the juvenile justice system. Material topics include strategic guidance on reducing youth incarceration, engaging and involving families, and expanding diversion in the juvenile justice system.

This journal article is the result of a qualitative study informed by Arditti’s Family Inequality Framework. The study features interviews with 19 fathers who were recently released from prison and data gathered through a brief background survey. Four main themes identified in the study were parenting from prison, committed fathering, outside influences on parenting, and recreating oneself. The fathers identified factors that created barriers in maintaining contact and communication with their children while being incarcerated, such as personal challenges, systemic barriers (such as housing, employment, and the criminal justice system), and parental challenges.

This brief analyzes the relationship between educational stability (measured by school enrollment and dropout rate) and justice involvement among youth of color. Using data from 2001 to 2016, the brief focuses on 10 California counties with the strongest relationships between educational stability and justice involvement. The brief also discusses possible uses of the data, which may include guiding funding sources’ investment in education and juvenile justice systems and other supports as protective factors from youth justice involvement.

The U.S. Department of Labor, Employment and Training Administration (ETA) will host a webinar on March 4, 2021 from 12:00 p.m. to 1:30 p.m. ET to discuss the uses of CareerOneStop for individuals currently inside correctional facilities who will be returning to the community. The webinar will also cover pathways, tools, and resources to assist individuals with prior criminal records in engaging in employment and training activities. Presenters include representatives from ETA and the Minnesota Department of Employment and Economic Development.

This toolkit offers steps on how the juvenile justice and workforce development systems can collaborate to serve youth with justice involvement. The toolkit includes a review of evidence-based practices in youth workforce development, an examination of how the public workforce system is funded under the Workforce Innovation and Opportunity Act (WIOA), examples of how to utilize WIOA-funded services for better outcomes for youth with justice involvement, and steps that could be taken to form interagency partnerships between the juvenile justice and workforce development systems.

In April 2020, the U.S. Department of Education expanded the Second Chance Pell Experimental Sites Initiative to include 67 new higher education institutions in the program, beyond the 63 colleges that had already been providing postsecondary education programs in prisons. This initiative and its expansion offer unique challenges for colleges responding to this nontraditional student population. This guide offers examples and practical operational support to both colleges and corrections departments for establishing postsecondary education programs in the prison environment. These programs strive to balance affirming the dignity of these nontraditional students with delivering comparable in-person educational quality to traditional classroom settings.

This blogpost explains how juvenile diversion programs can be used as an alternative to the juvenile justice system. The blogpost notes the effectiveness of diversion programs and how commonly these programs are implemented in lieu of incarceration. The blogpost also examines which youth should be diverted, whether juvenile diversion is safe, who decides when youth diversion should be used, and the consistency and disparities in using diversion as a practice.

Opportunity populations—such as youth between the ages of 17-24 who are not in school or out of work, formerly incarcerated persons, members of indigenous communities, refugee populations, homeless persons, and people with disabilities—all face various challenges and barriers to upward mobility. This U.S. Chamber of Commerce Foundation report offers guidance to stakeholders as they work with and help opportunity populations understand new technologies and navigate today’s job market. The report examines three focus areas—barriers to employment, labor market design for people who face challenges and have limited access to employment and career advancement, and recommendations for addressing barriers to employment.

This report is a developmental evaluation of the Annie E. Casey Foundation’s deep-end reform initiative covering 12 juvenile justice jurisdictions across the U.S. The evaluation not only presents the deep-end approach as a comprehensive and holistic approach for youth in transition, but also highlights five characteristics of the jurisdictions that implemented this approach. Implemented from 2012 to 2018, the deep-end approach aimed to safely and significantly reduce out-of-home placements for youth, especially youth of color.
