Youth involved in both the child welfare and juvenile justice systems — sometimes referred to as crossover, dually-involved, dually-adjudicated, or dual-system youth — require a special focus. An intentional approach is needed because involvement in both systems is associated with higher risks for mental health, educational, and vocational challenges, higher rates of recidivism, longer stays in detention, and poorer placement stability and permanency outcomes. This blogpost illustrates the Crossover Youth Practice Model (CYPM) to address the needs of this population. It outlines the three phases of implementing the CYPM by identifying policies, programs, and practices that will enhance how a community supports crossover youth. More than 120 counties in 23 states have implemented or are in the process of implementing the CYPM as of 2022; the blogpost references reports on lessons learned in using this approach in Harris County, Texas, eastern Idaho, and Los Angeles County, California.

More than 3,000 Family Resource Centers (FRCs) in 36 states and the District of Columbia work with more than 2 million people annually, and because they have emerged organically without dedicated federal funding, they are often described as "America’s best kept secret." FRCs work with families in a strengths-based, multi-generational, family-centered approach to enhance parenting skills, foster the healthy development and well-being of children, youth, and families, prevent child abuse, increase school readiness, connect families to resources, develop parent and community leadership, engage males and fathers, support healthy marital and couples relationships, and promote family economic success.

The National Family Support Network will hold a webinar on December 14, 2022 from 2:30 p.m. to 3:45 p.m. ET and will address the following three questions:

• What are FRCs and how are they networked across the country?
• What does research show about the positive outcomes FRCs have achieved for children and families?
• Why are so many public and private funders at the state, county, city, and community levels choosing to invest in FRCs?

This letter from the Administration for Children and Families (ACF) to its colleagues states that losing a parent or caregiver has become an ongoing tragedy for children and youth caused by the co-occurring COVID-19 and drug overdose crises, as well as increases in suicides and homicides. ACF is committed to partnering with grant recipients and state and local stakeholders to ensure that children, youth, and families who have lost a parent or caregiver are supported and connected with the services and resources they need to find stability again. The letter includes a list of resources and programs such as TANF to support families after parent and caregiver loss.

Social services programs are increasingly looking for ways to forecast which participants are likely to reach major milestones so they can tailor services and allocate resources. In recent years, some programs have explored advanced predictive modeling approaches that harness potentially millions of data points and may incorporate machine learning: a variety of algorithms that determine relationships between prediction measures and the outcome. While there is potential for social service programs to use advanced models, MDRC’s Center for Data Insights (CDI) has found that such methods are not always better at making reliable predictions and come with trade-offs. This post outlines CDI’s approach to predictive analytics, using illustrations from two studies: Career Pathways, a workforce training program, and Child First, a home visiting program.

The Child Welfare Information Gateway created a five-part podcast series that illustrated ways that states and tribal jurisdictions have supported kinship caregivers. Part 2 of this series focused on Washington State’s approach to providing kinship support services. Topics discussed included:

• Differences in formal and informal kinship caregivers and the differences caseworkers may have to navigate when working with each,
• Cultural considerations caseworkers and others should be aware of when working with rural and Latinx communities and families,
• The importance of building relationships across a community, not just with kinship families, and
• Implementation of one-time stipends for kinship families in Washington State.

• Why kinship caregivers should be treated differently by agencies and caseworkers, and the specific challenges kinship caregivers face,
• Strengthening relationships between caseworkers and kinship caregivers,
• The roles and responsibilities of the Rhode Island’s Family Search and Engagement team, and
• Adapting a customer-service approach across the State’s Department of Children, Youth, and Families, and what it means for caseworkers to “manage emotions first.”

This year’s publication describes how children in America are in the midst of a mental health crisis, struggling with anxiety and depression at unprecedented levels. It presents national and state data across four domains — economic well-being, education, health and family and community — and ranks states in overall child well-being. The report includes pre-pandemic figures as well as more recent statistics, and shares the latest information of its kind available.

Supporting healthy development begins in early childhood. To support their children and optimize family well-being, parents need access to high-quality early care and education (ECE) services, as well as support for broader family needs, such as nutrition, home visiting, parenting skills, or employment. ACF sponsored the Assessing Models of Coordinated Services (AMCS) study to deepen understanding of programs, groups, agencies, or organizations that coordinate ECE with other health and human services (referred to in this report as coordinated services approaches). This report describes the study’s qualitative data collection, presents models of coordinated services at the state and local level, and reports findings about state and local coordinated services approaches.

This article discusses how partners within the County of San Diego formed two programs, Developmental Screening & Enhancement Program (DSEP) and KidSTART, aimed at ensuring that children in foster care 5 years old or younger receive needed services to maintain placement stability, achieve timely permanency, and reach their full potential. Both programs operate under Rady Children’s Hospital San Diego. DSEP provides developmental and behavior screening and service linkages for all young children involved with the County of San Diego’s Child Welfare Services (CWS), while KidSTART provides comprehensive services to young children with complex needs, regardless of system involvement.
