This blogpost illustrates how Jewish Family Services (JFS) of Columbus (Franklin County, Ohio) transitioned operations and adapted its practices as a result of the COVID-19 pandemic. The blogpost focuses on the JFS Journey program; Journey assists low-income individuals engaged with the Franklin County child support agency in obtaining new or better jobs, which helps them meet their support obligations. The discussion covers how JFS worked with local employers in the distribution industry to create placement opportunities for its clients, how JFS transitioned its group employment services digitally, and how new forms of staff and client engagement and procedures may be retained in a post-pandemic environment.

The 20th Research and Evaluation Conference on Self-Sufficiency (RECS) was held virtually on October 13–15 and October 19–22, 2020. The conference sessions were organized in six thematic tracks: TANF Programs, Policies, and Populations; Employment and Mobility in the Labor Market; Youth Well-Being and the Transition to Adulthood; Strengthening Families, Fatherhood, Marriages, and Relationships; Evaluating Social Programs, Building Evidence, and Using Data; and Approaches to Alleviate Poverty and Expand Opportunity. A complete set of videos covering plenary and breakout sessions and a career panel is now available online.

The Procedural Justice-Informed Alternatives to Contempt (PJAC) model is premised on how an individual’s perception of fairness and how they were treated during judicial proceedings impact compliance with child support orders more than the perceived fairness of the outcome. Funded as part of a PJAC evaluation grant from the Office of Child Support Enforcement, these six research briefs prepared by MDRC assess lessons learned from the model’s implementation by the Georgia Department of Human Services, Division of Child Support Services.

This blogpost examines the implementation of the Washington State’s Department of Social and Health Services’ Division of Child Support (DCS) Alternative Solutions program, a different approach for child support enforcement for noncustodial parents. The DCS model is based on a philosophy that puts more emphasis on consistent child support payments over time rather than “over-enforcing” child support orders that cannot be sustained. The blogpost illustrates how the Alternative Solutions program examines the barriers that prevent noncustodial parents from meeting their obligations, works with these parents to develop Individualized Solutions Plans, and connects them with other social services providers in the community to help meet their goals. The blogpost also covers the supplemental training that Alternative Solutions staff receive on trauma-informed case management, motivational interviewing, and family-centered coaching, and the ways that DCS staff have remained connected and work collaboratively with nonresident parents during the COVID-19 pandemic.

The Fathers & Families Coalition of America will host its 22nd Annual National Conference as a hybrid event (with in-person and virtual events) from May 16, 2021 to May 19, 2021 in Los Angeles, California. The conference will include presentations on strategies to support students and families during the COVID-19 pandemic, virtual case management, supporting fatherhood and fatherhood engagement, child support, trauma-informed care, and overcoming adversity and building resilience. Six workshops will be offered as part of the advanced practitioner credential program. The conference registration includes a fee.

The Healthy Marriage and Responsible Fatherhood initiative provides funding for the Fathers Advancing Community Together (FACT) program in Contra Costa County, California. FACT offers responsible parenting, healthy relationships, and economic stability services, including workshops for low-income parents. This Urban Institute brief covers a survey of FACT participants that examined whether they believed they were equipped with the skills to be good parents and how participating in the workshops affected their capacity to save money and develop budgets or obtain employment.

This Office of Planning, Research and Evaluation brief summarizes findings from three different demonstration projects that are designed to support noncustodial parents: the Enhanced Transitional Jobs Demonstration (ETJD), Parents and Children Together (PACT), and the Child Support Noncustodial Parent Employment Demonstration (CSPED). The evaluations assessed whether employment and other supportive services to disadvantaged noncustodial parents affect participants’ earnings, parental engagement, and ability to make child support payments. Findings from these projects showed significant impacts on improving noncustodial parents’ employment and earnings compared to prior evaluations of similar programs. ETJD and CSPED examined child support payments, and neither study found an impact on the amount of child support paid. However, unlike previous evaluation studies, PACT and CSPED, which had parenting workshops as a core service, generated positive impacts on father-child contact.

This research-to-practice brief identifies lessons learned from six child support agencies in Arizona, California, Michigan, Ohio, and Virginia as they implemented the Procedural Justice-Informed Alternatives to Contempt (PJAC) model of child support enforcement. The PJAC model incorporates fairness in dispute resolution over child support payments and suggests that if a non-custodial parent perceives the process to be fair, he or she is more likely to comply with the order, regardless if the outcome of the process is favorable to them.

This issue brief identifies characteristics of noncustodial parents in the Procedural Justice-Informed Alternatives to Contempt (PJAC) demonstration project in six child support agencies across the country. The brief also includes assessments from case managers who use these characteristics to determine the reasons why they believe these noncustodial parents fall into contempt of court orders. The brief findings are drawn from PJAC records for noncustodial parents enrolled through July 31, 2019 and from interviews with case managers conducted during the spring of 2019.

In light of the COVID-19 pandemic, it is more important than ever for state, local, and tribal human services leaders serving children and families to provide a Whole Family response. To assist in this effort, the Administration for Children and Families (ACF), Office of Regional Operations offers an updated list of resources, guidance, and tip sheets with information on ACF funding flexibilities and the whole family approach. This compendium includes:

• ACF Mandatory Program COVID-19 Program Flexibilities, Guidance and Resources (including information from the Office of Child Care, instructions on TANF allowable funds, letters and transmittal reports from the Children’s Bureau, and updates from the Office of Child Support Enforcement); and 

• Whole Family Approach to COVID-19 Response (including coverage about funding and flexibilities from Food and Nutrition Services programs, resources for working parents, and updates to funding resources for career and technical education programs and higher education institutions. There is also information about resources available from the Substance Abuse and Mental Health Services Administration to address mental health and substance use disorders and behavioral health challenges as well as funding available at the Health Resources and Services Administration to expand rural health center and telehealth capacity. Support for homeless housing and rental assistance, families living in public housing, and families in need under the Low-Income Home Energy Assistance Program is also identified.)
