The U.S. Department of Labor, Employment and Training Administration (ETA) will host a webinar on March 4, 2021 from 12:00 p.m. to 1:30 p.m. ET to discuss the uses of CareerOneStop for individuals currently inside correctional facilities who will be returning to the community. The webinar will also cover pathways, tools, and resources to assist individuals with prior criminal records in engaging in employment and training activities. Presenters include representatives from ETA and the Minnesota Department of Employment and Economic Development.

Pathways to Work Evidence Clearinghouse

Record Description

This fact sheet summarizes the features and functions of the Office of Planning, Research and Evaluation’s Pathways to Work Evidence Clearinghouse, which offers reliable information about what works to help low-income job seekers find and keep gainful employment. The Pathways Clearinghouse contains a listing of interventions intended to improve employment outcomes, address employment barriers, and support self-sufficiency among low-income populations, including TANF-eligible individuals. The Clearinghouse identifies studies of these evaluations, rates those studies on their quality to assess the evidence provided, and determines the evidence of effectiveness for those interventions. The Clearinghouse shares these results, along with other products such as synthesis reports, to help users understand how this evidence could apply to their questions and contexts.

Workforce Development Council of Seattle–King County’s Health Careers for All Program: Three-Year Impact Report

This Office of Planning, Research and Evaluation (OPRE) report examines the impact of the Health Careers for All program that supported TANF recipients in accessing and completing healthcare occupational training. The report reviews the three-year impact on employment and earnings as well as the credentials earned by participants. Health Careers for All included four key components: navigation and case management services; access to healthcare occupational training at the foundational (career discovery), entry-level and advanced levels along a healthcare career pathway; employment services (to include resume development and interviewing skills); and financial support to address barriers in completing training or entering employment. Health Careers for All is one of nine programs evaluated by OPRE under the Pathways for Advancing Careers and Education (PACE) project.

The San Diego Workforce Partnership’s Bridge to Employment in the Healthcare Industry Program: Three-Year Impact Report

This Office of Planning, Research and Evaluation report presents findings on the impact of the San Diego Workforce Partnership’s Bridge to Employment program. The Bridge to Employment program, part of the ACF-funded Pathways for Advancing Careers and Education (PACE) project, helps low-income individuals and TANF recipients enroll in and complete occupational healthcare training and find employment in this industry sector. The report examines the program’s effect on educational attainment, entry into employment, earnings, and individual and family well-being. The report also reviews the benefits of the program against its costs, as perceived by program participants and other stakeholders.

High School Career Pathways Offer a Promising Approach for Economic Recovery from COVID-19

Low-income young workers in service-sector jobs have felt first-hand the fallout from the coronavirus pandemic. This report explores how 10 states participating in the New Skills for Youth Initiative addressed designing and implementing pathways for high school students. It reflects findings from interviews with educators, business leaders, student advisors, community partners, and other key stakeholders which took place from June 2017 to June 2020. The report also covers pathway options for younger workers and how they gain work experience through internships, apprenticeships, and other work-based learning opportunities.

Designed to meet the needs of employment service providers and support TANF administrators’ use of evidence-based practices, the Pathways Clearinghouse provides free, reliable, and accessible information about what works to help job seekers with low incomes find and sustain employment. The launch event will feature a discussion with an expert panel, including Naomi Goldstein and Kim Clum from OPRE, to explore how the website identifies interventions designed to improve employment outcomes, reduce employment challenges, and support self-sufficiency for people with low incomes.

Long-Term Effects of a Sectoral Advancement Strategy: Costs, Benefits, and Impacts from the WorkAdvance Demonstration

Record Description
This report presents findings of a random assignment evaluation of the WorkAdvance model which focused on sectoral-based career pathways. Four providers (Per Scholas, St. Nicks Alliance, Madison Strategies Group, and Towards Employment) implemented the WorkAdvance model between June 2011 and June 2013. There were 2,564 study participants. The study findings identify WorkAdvance’s long-term impacts on participants’ employment and earnings and include a cost-benefit analysis to assess the effects of WorkAdvance model from the perspectives of the participants, the government, and society.

Policy Brief on Integrating SNAP E&T Into Career Pathway Systems

This U.S. Department of Labor policy brief reviews approaches to incorporate Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) services into career pathway programs at the state level. These approaches include selecting SNAP E&T partners already offering career pathway services to SNAP participants and helping the partners expand their reach, and collaborating with SNAP E&T partners in filling service delivery gaps. Integrating SNAP E&T services and participants into career pathways may strengthen SNAP E & T’s alignment with the workforce system, which is a priority under the Workforce Innovation and Opportunity Act (WIOA).
