RECS 2024 – Virtual Information Session

The Office of Planning, Research and Evaluation (OPRE) will convene the 2024 Research and Evaluation Conference on Self-Sufficiency (RECS) in person in Washington, DC on May 29–31, 2024. RECS 2024 will focus on programs, policies, and services that support families on the path to economic self-sufficiency. Presentations will feature research findings and their policy and practice implications for an audience that includes researchers, practitioners, state and local administrators, federal officials, and policymakers. Join OPRE for a virtual information session on Thursday, June 22, 2023 from 1:00 to 2:00 p.m. ET to hear more about the conference, conference tracks, proposal types, tips for preparing a successful proposal, and how to submit a proposal through the website.

Austin Guaranteed Income Pilot: Participant Goals and Uses for the Cash

The Austin Guaranteed Income Pilot is testing how direct cash might help individuals and families with low incomes weather their unstable housing circumstances in some of the highest-poverty and most rapidly gentrifying neighborhoods in Austin, Texas. In September 2022, UpTogether and 10 community-based partners enrolled 135 households to receive $1,000 per month for one year. This fact sheet focuses on participants’ goals and uses for the cash disbursements they have received so far in the pilot. The factsheet uses data from baseline and six-month surveys, as well as information from participant interviews.

Enhancing Child Well-Being with Cash Assistance: Lessons from the Child Tax Credit and Next Steps for States

New research is beginning to shed light on how families used the expanded 2021 federal child tax credit (CTC), how this support affected outcomes for children, what kinds of barriers prevented many children in very low-income families from accessing the credit, and how all these impacts varied by race, ethnicity, income, geography, and other factors. The Urban Institute and the Berkeley Opportunity Lab will host a webinar on May 24, 2023 from 2:00 p.m. to 5:00 p.m. ET which will explore lessons from the 2021 CTC expansion, how cash assistance programs can enhance child well-being, and how state policymakers are moving forward with state-level credits.

The Antipoverty Effects of the Expanded Child Tax Credit Across States: Where were the Historic Reductions Felt?

The 2021 expansion of the Child Tax Credit (CTC) led to a historic reduction in poverty in the United States, particularly for children. This essay discusses where in the country the expanded CTC reduced child poverty the most. It also examines how the reduction in child poverty varies across two characteristics: state-level cost of living and state-level poverty. The essay notes that there is evidence that the policy has reduced child poverty at both the family and regional levels.

Alleviating Poverty through Public Benefits and Tax Credit Access

Record Description

The Promise is a public-private partnership dedicated to meeting some of the goals of the City of Philadelphia’s Poverty Action Plan. Key aspects of The Promise include “community challenges,” wherein community-based organizations receive funding to partner on efforts to improve city residents’ material conditions. Because eligible Philadelphians leave millions of dollars’ worth of public benefits and refundable tax credits on the table each year, the first community challenge launched, called the Family Stability Challenge (FSC), funds service provider coalitions to collaborate on connecting underserved populations with benefits and credits. The Urban Institute was invited to conduct an evaluation of the early implementation of the FSC. As a result, they released this report that provides a scan of relevant literature and contextual information important for understanding the FSC.

Offering One-on-One Economic Stability Services as Part of HMRE Programming: Evidence from the Empowering Families Program

Record Description

In recent years, many healthy marriage and relationship education (HMRE) programs serving couples with low incomes have offered participants economic stability services in addition to traditional HMRE programming focused on relationship skills. The Strengthening Relationship Education and Marriage Services (STREAMS) evaluation included an impact study of Empowering Families, an HMRE program with integrated economic stability services for couples with low incomes raising children together. The program was implemented by The Parenting Center, a community-based social services provider in Fort Worth, Texas. Empowering Families’ core service was an eight-session workshop that taught relationship skills integrated with content on employment and financial literacy. The program supplemented this workshop with one-on-one employment counseling and financial coaching services.

Tax Credits for the People: Successful State Simplified Filing Pilots

Filing for tax credits does not have to be intimidating, and two successful state programs are proving it. New America Chicago and the New Practice Lab will host a webinar on January 20, 2023 from 1:30 p.m. to 3:00 p.m. CT where participants will learn more about two exciting initiatives that are transforming the conversation about access to state tax credits for struggling families. Their efforts show that a simplified filing approach could greatly improve taxpayers’ experiences, while increasing access to valuable tax credits for low-income people and would allow thousands more low-income residents to receive tax credits they deserve but rarely receive.
