The Temporary Assistance for Needy Families (TANF) program plays a key role in promoting strength and stability for families experiencing poverty. By helping families to meet their basic needs, obtain employment, and nurture healthy family relationships, TANF programs can foster long-term family wellbeing and economic independence. States have significant flexibility to use TANF funds to address unique family needs and accomplish any of the four purposes of TANF.

The Office of Family Assistance released a series of briefs that highlight innovative and strategic ways that states are leveraging TANF funds to strengthen families and communities by building capacity for self-sufficiency and economic independence. This brief highlights the Mental Health Outreach for MotherS (MOMS) Partnership which aims to meet the mental health needs of mothers and primary caregivers with low incomes. This partnership addressing the mental health needs of mothers and caregivers supports the first statutory purpose of TANF and can have lasting positive impacts on families and children. This brief looks at MOMS partnerships offered in Vermont and the District of Columbia.

The Office of Family Assistance released a series of briefs that highlight innovative and strategic ways that states are leveraging TANF funds to strengthen families and communities by building capacity for self-sufficiency and economic independence. This brief highlights kinship navigator programs (KNP) and how they respond to purpose one of TANF. The brief looks at the work of Louisiana’s KNP, including their goals, services, and funding.

Chapin Hall compiled a toolkit that promotes child and family well-being and prevents child welfare involvement. The following tools are focused on state-level policy:

• TANF & Child Welfare Innovations;
• State Policy Options to Increase Economic & Concrete Supports (ECS) as a Child Welfare Prevention Strategy;
• Flexible Funds for Concrete Supports to Families as a Child Welfare Prevention Strategy; and
• Providing ECS to Increase Effectiveness of Evidence-Based Services.

These tools are focused on federal-level policy:

• ECS Testimony from May 2024 Family First Hearing;
• ECS as Evidence-Based Service: Summary of Chapin Hall’s Submission to the 4E Clearinghouse;
• A Preventable Cost: The Economic Burden of Child Maltreatment and Child Welfare Involvement; and
• ECS: Implications for Family First and Systems Change.

The Office for Family Assistance partnered with Children’s Bureau to develop the Families Are Stronger Together Learning Community (FAST-LC), which focused on preventing family involvement in the child welfare system through developing, implementing, and enhancing Temporary Assistance for Needy Families (TANF)-Child Welfare partnerships and innovations. FAST-LC was a one-year initiative that involved eight state and two tribal TANF-Child Welfare partnerships. The FAST-LC launched in September 2023 and concluded in September 2024. OFA published the webpage that highlights various resources, including a journey recap for each participating site and research briefs.

Based on input from state TANF programs during the 2023 National TANF Directors’ Meeting, the Office of Family Assistance (OFA) developed five virtual Learning Collaboratives (LCs) on topics best addressed through a cohort-based, peer learning format. These LCs were designed to be a progressive series of interactive meetings that facilitated reflection, peer sharing, connection with experts, and human-centered design and planning activities to deeply explore facets of the collaborative topic. Sessions were held monthly from March to August 2024 for 60-90 minutes.

The Building Strategic Partnerships with Child Welfare Services LC was connected TANF professionals interested in building strategic partnerships with child welfare partners with experts and one another. It was designed to prepare states to partner with child welfare services to jointly explore a key area for upstream prevention, given the growing body of evidence demonstrating how the concrete and economic supports available through TANF can prevent and reduce families’ involvement with the child welfare system. Participating states included Massachusetts, Vermont, New Jersey, Alabama, North Carolina, and Wisconsin.

This OFA resource highlights the Building Strategic Partnerships with Child Welfare Services LC, including key takeaways and resources from each session as well as overall themes and future considerations for follow-up.

This Grandfamilies and Kinship Support Network and National Indian Child Welfare Association tipsheet was developed for service providers to share with relatives/kin caring for Native children. It provides guidance to help caregivers access services, utilize the services effectively, and advocate for Native children in their care. This resource can support families to identify and connect to services such as childcare, behavioral health, Temporary Assistance for Needy Families (TANF), TANF non-needy (child-only) grants, assistance with Social Security Income and other paperwork, and much more.

Economic and concrete supports are “protective factors”—factors that prevent families from becoming involved in the child welfare system. The evidence indicates that increasing access to these supports may be an effective strategy to prevent child maltreatment, keep families together, and address racial inequities. For families who receive Temporary Assistance to Needy Families (TANF), experiencing material hardship (difficulty meeting basic needs) is associated with increased risk for both neglect and physical abuse investigations. This Chapin Hall policy brief highlights how increasing access to TANF decreases the risk of child welfare involvement.

Jurisdictions are increasingly using funding in innovative ways to meet the economic and concrete needs of families as a child welfare prevention strategy. Concrete supports are provided further upstream to families at risk for child welfare involvement. While there is variation in when and how these flexible dollars are used by child welfare agencies to strengthen families, this Chapin Hall policy brief highlights efforts in Kentucky, Indiana, and Wisconsin to integrate and expand flexible funds as a core component of their prevention continuum.

Chapin Hall and the American Public Human Services Association co-hosted a webinar on March 21, 2024 where they presented findings from their national survey of child welfare leaders. Presenters included the team that created and conducted the survey as well as the Acting Commissioner / Executive Deputy Commissioner for the New York State Office of Children and Families, who discussed barriers in aligning across human service agencies to better support families.

Regardless of their size, agencies and organizations need to demonstrate the success of their kinship programs to their funders and other stakeholders. Showing success requires a strategic approach and an understanding of general principles that support effective data collection and evaluation. The Grandfamilies & Kinship Support Network will host a webinar on July 17, 2023 from 2:00 to 3:30 p.m. ET which will explore the foundational principles and strategies to demonstrate success.
