Work Opportunity Wednesdays (WOW) – Equipping TANF Recipients for Employment in a Post-COVID World

The Office of Family Assistance (OFA) PeerTA connects TANF practitioners from across the U.S. to one another with relevant training and technical assistance. To that end, OFA extended an opportunity to State, Local, and Tribal TANF programs to participate in a virtual 3-part roundtable series titled: Work Opportunity Wednesdays (WOW) – Equipping TANF Recipients for Employment in a Post-COVID World.

This highly interactive series brought together TANF practitioners and subject matter experts to discuss current challenges and potential strategies for improving TANF recipient employment outcomes. This series included virtual sessions on Understanding Post-COVID Workforce Challenges, Future of Work Strategies to Improve Outcomes, and Action Planning: Oh…The Places They Can Go!.

OFA Webinar: TANF Next Practices: Lessons from COVID-19 Informing Innovation and Modernization

The Office of Family Assistance (OFA) PeerTA hosted a “TANF Next Practices: Lessons from COVID-19 Informing Innovation and Modernization” webinar on March 23, 2022. This webinar provided a discussion platform for TANF programs just starting to think about program innovation and modernization, as well as those deep into the journey. PeerTA and the American Public Human Services Association facilitated discussion with three TANF programs at various stages of innovation and modernization that shared their experiences and how COVID-19 has impacted their journey.

In this webinar, participants:
• Became familiar with the history of TANF modernization approaches
• Considered what state and local human services agencies have developed as TANF Modernization Core Principles and Strategies
• Discussed the experiences of different state and local TANF agencies as they innovate and modernize during the COVID-19 pandemic
• Identified next steps in their own TANF innovation and modernization journey
• Understood how to request PeerTA assistance to assist in these efforts

2021 National TANF Directors’ Meeting Session: Building Back Better: How Transforming TANF Operations Advances Economic Mobility

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this workshop, presenters included two economic mobility leaders in Georgia and Massachusetts who have changed the way they do business to better serve young parents and engage them in TANF, with the explicit goals of helping participants achieve greater economic mobility outcomes. The workshop also included interactive components where participants could consider how they might adjust some of their own operations in service of economic mobility.

2021 National TANF Directors’ Meeting: Coaching for Success eLearning Curriculum

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. This Innovation Station video highlighted Coaching for Success—a free 14-module eLearning Curriculum that OFA made available to all State and Tribal TANF agencies and Native Employment Works (NEW) programs. The purpose of the curriculum is to train employment case managers in how to leverage coaching techniques to improve their case management skills. The adapted video gives a brief overview of the first eight modules and features Module 4 which focuses on active listening and eliminating distractions.

2021 National TANF Directors’ Meeting: Minnesota DHS Workforce 1 Connect

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this innovation station presentation, the speaker showcased Workforce 1 Connect (WF1), a communication tool created by the Minnesota Department of Human Services and the Department of Employment and Economic Development (DEED). WF1 Connect is a pilot application that participants receiving TANF, SNAP E&T, Childcare Assistance, and DEED Employment and Training Programs such as Blind and Vocational Rehabilitation Services, can download to their phone or tablet. It is a participant-driven tool that can be used to communicate with both county and tribal staff.

2021 National TANF Directors’ Meeting Session: Customer Engagement Under a Pandemic: A PPE Approach from Paper to Practical

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this concurrent workshop, presenters addressed the question, “does seamless necessarily mean inefficacy?” This workshop explored the timeliness of transforming PDF and paper-based processes into online services to support case management efforts. To advance the seamless experience, workshop attendees were introduced to intranet and web-based portals used to submit, process, and verify the online forms.

2021 National TANF Directors’ Meeting Session: Informing Practice after COVID: Lessons from the Pathways Clearinghouse

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this concurrent workshop, discussion focused on sharing lessons from the Pathways Clearinghouse. In addition to the enormous challenges COVID-19 posed to TANF agencies’ service delivery, it also led to sharp increases in unemployment. To help TANF agencies better serve clients during such unprecedented times, the Pathways to Work Evidence Clearinghouse undertook two projects to learn from past periods of economic difficulty and to identify innovations spurred by COVID-19. Participants learned about interventions and strategies that work during periods of economic recession and recovery.

2021 National TANF Directors’ Meeting Session: Sustaining Data Analytic Capacity: Lessons from the TANF Data Innovation

Record Description

The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this concurrent workshop, researchers from the TANF Data Collaborative (TDC) team identified key components to sustaining data analytic capacity in government agency environments, provided examples of activities and practices that fall within each sustainability component, and elicited audience participation to source additional strategies and examples of sustainable practices. The research is based on work with eight pilot states across the country and the results of a comprehensive TANF Data Needs Assessment.
