The National Healthy Marriage Academy, held January 8 and 9, 2003,  in Arlington, VA, provided an opportunity for representatives from several States to learn more about the Administration for Children and Families' (ACF) Healthy Marriage Initiative. The Academy afforded States an opportunity to hear presentations from nationally recognized speakers, researchers, and Federal policy makers, as well as from other States with successful Healthy Marriage Initiatives.

Regions II and III TANF Directors Meeting, Philadelphia, PA

Record Description

This report summarizes a meeting of Region II and III Directors to address challenges to increase work participation rates in TANF programs with the expectation that work participation rates will increase with TANF reauthorization. The stakeholders took this opportunity to learn from well performing States with higher participation rates and States that had overcome barriers to improvement. The meeting provided an opportunity to promote and enhance collaboration and partnerships within the regions.

Transportation Challenges, Resources and Possible Solutions

Record Description
The ACF Welfare Peer Technical Assistance Network coordinated this workshop on behalf of the ACF Region VII office. The network is a contract from the Administration for Children and Families (ACF), Office of Family Assistance (OFA). The contractors for the Network are AFYA, Inc. and Caliber Associates. The purpose of this two-day technical assistance event was to identify the transportation challenges of participating states, examine other state’s initiatives that have addressed these challenges, identify available resources, and explore next steps to address these challenges. Additional topics included the Transportation Equity Act of the 21st Century (TEA-21) and the wealth of resources available via the National Transit Resource Center, operated by the Community Transportation Association of America.

Establishing Linkages Between TANF and Child Welfare

The Welfare Peer Technical Assistance Network, with the CalWORKs/Child Welfare Partnership Project, hosted a Roundtable entitled Establishing Linkages Between TANF and Child Welfare Programs May 31, 2002 in Sacramento, CA. This Roundtable was attended by representatives from four States (NC, NJ, WI, CO) as well as the State of California and ten of its counties currently working toward improving service coordination.

Anne Arundel County Site Visit

Record Description
The Welfare Peer Technical Assistance Network, funded by the Administration for Children and Families, Office of Family Assistance, coordinated two-day site visits at the request of several Regional and State Department of Health and Human Services Offices. States were invited to participate based on findings resulting from the Network’s national needs assessment regarding the challenges and successes of implementation of State welfare reform initiatives. Ms. Vesta Kimble, Deputy Director of the Anne Arundel County Department of Social Services, led the site visit. Ms. Kimble provided an in-depth description of Anne Arundel County’s Family Investment Program. This technical assistance event afforded participants an opportunity to observe Anne Arundel’s welfare service delivery system first hand.

Effectively Serving TANF Clients with Substance Abuse Problems: Making a Difference on the Frontline

Record Description

One of the most prominent roadblocks that Temporary Assistance for Needy Families (TANF) clients face to a successful transition to employment is substance abuse. In order to address these issues that TANF families affected by substance abuse face the Welfare Peer Technical Assistance Network held a conference entitled Effectively Serving Clients with Substance Abuse Problems: Making a Difference on the Frontline in Newark, New Jersey on February 19th and 20th. The purpose of this 2-day seminar was two fold: to provide participants with an opportunity to understand how TANF agencies and treatment providers can work together to better serve clients and to showcase New Jersey’s referral process for families struggling with substance abuse in order to meet work requirements and remain self-sufficient. The report provides a summary of this workshop.

Developing Strategies to Address the Child-Only Caseload: Trenton, New Jersey

Record Description
The Welfare Peer Technical Assistance Network conducted discussions with State TANF administrators around the country to assess their current policies around the child-only caseload. These States include Alabama, Florida, Idaho, North Carolina, South Dakota, Wisconsin, and Wyoming. As a result, eleven States participated in the first Roundtables entitled Developing Strategies to Address the Child-Only Caseload held April 8-9, 2003, in Colorado Springs (El Paso County), Colorado. In response to the positive feedback received following the first Roundtable, a second Roundtable was held in Trenton, New Jersey, on June 3-4, 2003. Participants at the second Roundtable heard presentations from New Jersey; El Paso County, Colorado; and Alabama about innovative practices in those locations.

Developing Strategies to Address the Child-Only Caseload: Prattville, Alabama

Record Description
During this Roundtable, participants heard presentations from El Paso County, Colorado, and the States of Alabama and New Jersey about innovative practices in those locations. South Carolina shared results of a large-scale research effort regarding the demographics and wellbeing of the TANF child-only caseload. The Roundtable also enjoyed sessions regarding economic security, presented by staff from the Internal Revenue Service (IRS) and the AARP. Thanks to the hospitality of the State of Alabama Department of Human Resources, Roundtable participants were given a tour of Alabama’s Kinship Care (KC) program. Participants in the Roundtable were also able to speak with program specialists, staff, and clients of these child-only services.
