This collection of eight profiles summarizes the data analytics projects undertaken by teams from California, Colorado, Michigan, Minnesota, New Jersey, New York, Utah, and Virginia. Each profile provides project-specific details for each pilot, including the research questions, data landscape, approach and research methods, and initial findings and next steps as well as an overview of the state TANF program.

Improving Outcomes for Families through Better Use of Data: The TANF Data Collaborative

The Temporary Assistance for Needy Families (TANF) Data Innovation project and the TANF Data Collaborative (TDC) Pilot were established to expand the routine use, integration, and analysis of TANF and employment data by agency staff to improve program services and outcomes for families with low incomes. The 30-month TDC Pilot offered technical assistance and training to support cross-disciplinary teams of staff at eight state and county TANF programs. This nine-minute video, produced after the completion of the TDC Pilot, features staff members from the California, Colorado, Minnesota, and Virginia TANF agencies reflecting on their challenges, accomplishments, and general experiences during the pilot. Staff describe their research questions and discuss building data capacity, integrating datasets, networking with other states, increasing collaboration between state and county agencies, learning new technical skills, and the benefits of being able to draw from diverse skillsets.

The Options Multiplier: Decoding the CareerWise Youth Apprentice Journey

Record Description

This white paper uses a novel dataset from CareerWise Colorado, one of the U.S.'s most widely cited youth apprenticeship models. During the program, CareerWise students split their time between a traditional classroom and the workplace, allowing apprentices to earn a wage while accessing meaningful work experience and debt-free college credits. The paper presents research findings on the extent to which CareerWise apprentices achieve the program’s stated goal of serving as an “Options Multiplier” – they transition on to postsecondary education, employment, or both. Supportive supervisors, job match, industry type, and Registered Apprenticeship status all have a significant impact on retention and completion. Better understanding of these factors means that employers can structure programs that lead to apprentice success, teaching students the skills they need for a good job and generating a high return on investment for employers.

Participation Patterns in Three Healthy Marriage and Relationship Education Programs for Adults with Low Incomes: Lessons for the Field

Healthy marriage and relationship education (HMRE) programs aim to support the well-being of families by teaching them skills to improve communication and conflict management, how to recognize the characteristics of healthy romantic relationships, and how to strengthen existing relationships. HMRE programs may pair a relationship skills curriculum with other services, such as individualized job development or instruction on financial planning, that aim to promote economic stability or content on parenting skills. This Office of Planning, Research and Evaluation brief describes typical patterns of participation in three programs that were part of the Strengthening Relationship Education and Marriage Services (STREAMS) evaluation, a large multisite evaluation conducted from 2015 to 2022 to identify strategies for improving the delivery and effectiveness of healthy marriage and relationship education programs. The brief identifies distinct patterns of participation in each of these programs and provides profiles of the clients who participate in these distinct ways.

There is a growing recognition of the importance of healthy social-emotional development and the behavioral and mental health of young children, as well as the critical nature of early relationships with parents and other caregivers. Addressing the social and emotional development of infants and toddlers with and at-risk for developmental delays and disabilities is a requirement of the Individuals with Disabilities Education Act (IDEA). This briefing paper examines an array of infant and early childhood mental health (IECMH) policies and practices that state early intervention (IDEA, Part C) programs may consider implementing to effectively support the social-emotional development and mental health needs of eligible children as the policies and programs reflect the importance of nurturing early relationships for a child's social emotional wellbeing. Code for America Unveils First Cohort of State Partners to Launch Effort Transforming Nation’s Social Safety Net
