The Green Jobs and Health Care Impact Evaluation: Findings from the Impact Study of Four Training Programs for Unemployed and Disadvantaged Workers

Abt Associates and Mathematica Policy Research conducted this evaluation on four U.S. Department of Labor job training programs in health care and green occupations. Two of the job training programs focused on health care occupations in Minnesota and Texas, and the other two focused on green industries in Michigan and California. The researchers used a random assignment design to examine the impact of job training on participants’ service receipt, educational attainment, employment, income, and benefits receipt. All programs had a positive impact on receipt of training and credentials, but only the Clean Energy Center program at the Kern Community College District in California had a positive impact on employment and earnings within the 18 month follow-up period.
