The goal of the Consortium is to improve the lives of low-income families and children by integrating research, policy, and practice on family self-sufficiency and stability. The projects within the Consortium include the Advancing Welfare and Family Self-Sufficiency Research Project, the Family Self-Sufficiency and Stability Research Scholars Network, and the Family Self-Sufficiency Data Center.

Motivational Interviewing Training New Trainers Manual

OFA Issues Program Instruction on Ensuring Access to Cash Assistance

Record Description
The Office of Family Assistance published a Program Instruction (PI) on the adequate access provisions of the Temporary Assistance for Needy Families (TANF) EBT regulation. Section 4004 of Pub. L. 112-96, the Middle Class Tax Relief and Job Creation Act of 2012, requires states to maintain policies and practices that prevent TANF-funded assistance from being used in any electronic benefit transfer (EBT) transaction in any liquor store, casino, gambling casino, or gaming establishment, or any retail establishment that provides adult-oriented entertainment in which performers disrobe or perform in an unclothed state for entertainment. Public Law 112-96 also requires states to include in their state TANF plans an explanation of how the state will ensure that recipients of TANF assistance: have adequate access to their cash assistance; have access to using or withdrawing assistance with minimal fees or charges, including an opportunity to access assistance with no fees or charges; and are provided information on applicable fees and surcharges that apply to electronic fund transactions involving the assistance. The state must also ensure that such information is made publicly available. This PI provides examples of strategies that state TANF agencies may use to ensure access to cash assistance and minimize or eliminate fees for recipients, as required by law.

TANF Eleventh Report to Congress

Record Description
The Office of Family Assistance posted the Temporary Assistance for Needy Families (TANF) Eleventh Report to Congress. The report provides data through Fiscal Year (FY) 2013 and presents information regarding TANF expenditures and caseloads, work participation and earnings, the characteristics and financial circumstances of TANF recipients, TANF performance measures, interactions between TANF and child support, and specific provisions of state TANF programs. The report also documents current family self-sufficiency and stability-related research, describes federal efforts to promote healthy marriage and responsible fatherhood, provides national data on out-of-wedlock births, and presents child poverty statistics.

OFA Webinar: When TANF Intersects with Pregnant Teen and Young Parent Services

The Office of Family Assistance hosted a Webinar titled When TANF Intersects with Pregnant Teen and Young Parent Services on May 11th, 2016 from 2:00-3:30 p.m. EDT. Pregnant teens and young parents have been a focus of national attention and intervention over the past two decades. While teen pregnancy rates have declined nationally, rates are still high for minority and low-income teens, and teen parents continue to be at great risk for living in poverty. Many teen parents struggle to find work opportunities, which increases the likelihood that their children will face similar struggles later in life. In this webinar, presenters provided information about innovative ways that programs are serving low-income pregnant teens and young parents. Presenters for the Webinar included: Sabrina Chapple, MPH, Public Health Advisor with the Office of Adolescent Health; Deborah Schlick from the Minnesota Department of Human Services; Ray Fleming Dinneen, Executive Director of CLIMB Wyoming; and Kristi Bruwer, Young Parents Demonstration Coordinator at Training Resources of America.

OFA National Policy Academy Webinar: Family Assessment Tools

The Office of Family Assistance and its Systems to Family Stability National Policy Academy hosted a webinar on Assessing Family History, Needs, and Well-Being to Improve TANF Services to Families on Wednesday, May 18, 2016 EDT. Many Temporary Assistance for Needy Families (TANF) programs, and other programs serving low-income individuals and families, are seeking ways to better measure and assess how family histories and current family functioning affect service planning and delivery. With the increased focus on intergenerational approaches across human service systems, many are seeking new and improved ways to improve overall family well-being. This webinar was designed to help Systems to Family Stability National Policy Academy, TANF, and other human service system stakeholders understand how assessing family functioning, history, and experience can improve outcomes for TANF and other human service system participants. Speakers discussed how family assessment tools are administered and used by TANF, child welfare, and other stakeholder programs. They also addressed how these tools can be used to measure improvements in family well-being and create opportunities to use data to improve service planning. Presenters included: Lisa Washington-Thomas from the Office of Family Assistance; Jill Tichenor from the Illinois Department of Children and Family Services; Debbie Davis from the Washington State Department of Social and Health Services; and Karla Aguirre and Marion Eckersley, both from the Utah Department of Workforce Services.

Work-Oriented Programs for Noncustodial Parents: Program Innovation Maps

Record Description
This compendium from the federal Office of Child Support Enforcement provides information from February 2014, showing that at least 30 states and the District of Columbia had work-oriented programs with active child support agency involvement to serve noncustodial parents. Only three of the states (Georgia, Maryland, and North Dakota) were providing statewide services.
