The Urban Institute published the "Low-Income Working Families Fact Sheet" for August 2012. Within this fact sheet, information about what has been learned about the TANF program over the past 16 years has been summarized. Elements of TANF legislation is briefly addressed, along with the notation of the six considerable differences between TANF and the terminated Aid to Dependent Families and Children (AFDC).

This resource, from the U.S. Department of Health and Human Services, Administration for Children and Families, provides answers to common questions on the Tribal TANF Final Rule. There are answers to questions on TANF assistance, funding, uses of Tribal TANF grants, work activities, and data reporting.

New regulations to strengthen welfare reform were published February 5, 2008 in the Federal Register. The changes to the Temporary Assistance for Needy Families (TANF) program will help move individuals off of the welfare rolls and into the workplace by giving states the flexibility to design their own effective welfare-to-work initiatives.

The Assistant Secretary for Planning and Evaluation authored the Annual Report to Congress for 2007 on Indicators of Welfare Dependence. Welfare dependence is defined as the proportion of individuals that receive more than half of their total income in one year from TANF, food stamps and/or SSI. This report provides welfare dependence indicators through 2004 and offers information on the changes in dependence since the Personal Responsibility and Work Opportunity Act of 1996. In 2004, 3.7 percent of the total population was dependent on assistance from these programs, which is significantly lower than the 5.2 percent rate measured in 1996.

The TANF Seventh Annual Report to Congress has been published, reporting on FY 2003. Since the enactment of TANF, millions of families on the TANF caseload have achieved stable employment. Employment among low-income single mothers has increased significantly since 1996, and child poverty rates have declined.

The Welfare Indicators Act of 1994 directed HHS to study the most useful statistics for tracking and predicting dependence on three means-tested cash and nutritional assistance programs: TANF, Food Stamps, and SSI. This annual report presents data on measures of welfare recipiency, dependency, and predictors of welfare dependence. Contributors to this report include Gil Crouse, Sarah Douglas, Susan Hauan, Julia Isaacs, and Kendall Swenson of the Office of Human Services Policy under the direction of Don Winstead, Deputy Assistant Secretary for Human Services Policy, Office of the Assistant Secretary for Planning and Evaluation.

The Welfare Indicators Act of 1994 requires the Department of Health and Human Services to prepare annual reports to Congress on indicators and predictors of welfare dependence. The 2003 Indicators of Welfare Dependence, the sixth annual report, provides welfare dependence indicators through 2000, reflecting changes that have taken place since enactment of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) in August 1996.

The National Healthy Marriage Academy, held January 8 and 9, 2003,  in Arlington, VA, provided an opportunity for representatives from several States to learn more about the Administration for Children and Families' (ACF) Healthy Marriage Initiative. The Academy afforded States an opportunity to hear presentations from nationally recognized speakers, researchers, and Federal policy makers, as well as from other States with successful Healthy Marriage Initiatives.

The Welfare Peer Technical Assistance Network coordinated this workshop in conjunction with the Department of Labor, Employment and Training Division. The purpose of this two-day workshop was to assemble a collection of varying levels of expertise from all over the nation among the Individual Development Account (IDA) field to promote information sharing and fact finding. This workshop built on the successes of two previous IDA workshops that were hosted by the Welfare Peer Technical Assistance Network during this past year. The program for this workshop was similar to the other two workshops with the additional component of focusing on the flexibility available in using Welfare to Work funds for IDA programs.
