This American Public Human Services Association and Chapin Hall “Evidence to Impact” tool provides examples of state policy options aligned with peer-reviewed research, organized by the policy levers at agencies’ disposal, including macroeconomic supports (Earned Income Tax Credit, Child Tax Credit, minimum wage, paid family leave, employment and job creation), concrete supports (child care, housing, health care, flexible funds, direct cash transfers), and public assistance programs (Temporary Assistance to Needy Families, Supplemental Nutrition Assistance Program, Special Supplemental Nutrition Program for Women, Infants, and Children). Used in concert with meaningful policy and practice improvement efforts, this policy tool allows jurisdictions to assess their current policy landscape and consider future opportunities to expand access to economic and concrete supports as a primary prevention strategy.

All states may choose to allocate a portion of their Temporary Assistance for Needy Families (TANF) dollars to support fatherhood work. Despite this funding opportunity, very few states have taken advantage of it. States may have other priorities for the use of their TANF dollars, decision makers may not be aware of all the benefits of father involvement for child wellbeing, or TANF program leaders may have limited knowledge about the components of fatherhood programs and how to start/maintain fatherhood programming. This National Responsible Fatherhood Clearinghouse spotlight demystifies the process for using TANF funds to support fatherhood programming and looks at how Ohio has used their state TANF funds to support father-related services through the Ohio Commission on Fatherhood (OCF). The spotlight details the history of how OCF was established, how it works to meet four specific goals, and how its work throughout the state addresses two of the four purposes of the TANF legislation.

This Office of Planning, Research & Evaluation brief provides a graphical overview of some of the TANF policy differences across states and territories. It includes information about initial eligibility, benefit amounts, work and activity requirements, and ongoing eligibility and time limits. The Office of Family Assistance podcast series, “Incorporating Lived Experiences into Decision Making,” provides insights into how TANF agencies can include and involve individuals with lived experience in receiving TANF into agency programming and policy development. The series discusses why including individuals with lived experience is important and highlights various strategies and resources agencies can use to incorporate these perspectives. This first episode explores various strategies agencies have taken to gather and use input from individuals with lived experience to benefit agencies’ understanding, decision-making, and programming. Podcast speakers discuss varying approaches, including gathering survey feedback on program operations, forming participant advisory committees, incorporating participant-led case management practices, and hiring individuals with lived experience into permanent positions. This episode also explores how to engage in lived experiences equitably, including discussions of compensating individuals appropriately for their time and expertise.

On January 25, 2024, the Center for the Study of Social Policy hosted a webinar where community providers discussed the challenges they face in providing responsive services, including building evidence and operating in the context of restrictive “evidence-based” standards. Panelists provided recommendations for actions that state and federal policymakers can take to ensure all families have the support they need through expanding access and availability of programs that are developed by and for communities of color.

The Office of Family Assistance (OFA) has posted the fiscal year (FY) 2022 Temporary Assistance for Needy Families (TANF) financial data tables, national and state pie charts.

• In FY 2022, combined federal TANF and state maintenance-of-effort (MOE) expenditures and transfers totaled $31.3 billion. Across the United States in FY 2022:
  •  23.0 percent of TANF and MOE funds was used for basic assistance,
  • 8.1 percent was used for work, education, and training activities; and
  • 15.5 percent was used for child care (including funds transferred to the Child Care Development Fund).
• 30 states used less than half of their TANF and MOE funds on the combination of basic assistance; work, education, and training activities; and child care.
  • 34 states spent less than 20 percent of their TANF and MOE funds on basic assistance.
  • 42 states and the District of Columbia spent less than 15 percent of their TANF and MOE funds on work, education, and training activities.
• From FY 2021 to FY 2022, the amount of funds used for basic assistance increased by $366 million and child care decreased by $58 million. The amount of funds used for work, education, and training activities increased by $211 million.

The Office of Family Assistance (OFA) hosted a webinar on January 31, 2024 to follow up the webinar on November 15, 2023 that introduced the latest revisions to instructions for TANF data report (Forms ACF-199 and ACF-209). During the webinar, OFA walked through a crosswalk that details all the changes to the instructions and their coding implications. OFA also discussed implications for states and territories that use a legacy data preparation tool (i.e., FTANF.exe). The recording of the webinar is now available; along with the PowerPoint used during this presentation.

In the Supplemental Nutrition Assistance Program (SNAP), young adults and adults, ages 18-49, who do not have dependents and are not pregnant, are considered Able-Bodied Adults Without Dependents (ABAWDs). ABAWDs cannot receive SNAP benefits for more than 3 months within a 3-year period unless they meet the ABAWD work requirement or are exempt. This Administration for Children and Families letter provides information and resources on new exceptions for the ABAWD time limits and work requirements in SNAP. The information can assist youth and young adults experiencing homelessness and transitioning out of foster care who are eligible for SNAP benefits.

The U.S. Department of Labor’s Competency Model Clearinghouse will be hosting a webinar on December 13, 2023 from 2:00 p.m. to 3:00 p.m. ET where they will present new tools and innovations designed to empower the public workforce system, businesses, non-profits, human resources professionals, and career counselors to identify key competencies needed across industries. Attendees will learn how to effectively use the tools to engage industries and strengthen sector strategies.
