The National Association of Counties will host the first of a two-part webinar on October 10, 2019 from 2:00 p.m. to 3:00 p.m. ET to review the collection, management, and sharing of data among health and human services and justice systems to address incarcerated persons with mental illness. Subject matter experts from county health and human services and justice systems at the local level will discuss the processes they use to collect, share, integrate, and analyze pertinent data. The second part of this webinar series will be hosted in December 2019.

This Chapin Hall study reviews the impact of eligibility extension from 6 months to 12 months in Illinois for families who receive child care subsidies under the Child Care and Development Fund. Key questions reflect whether families who receive automatic extensions experience longer periods of participation, if fewer child care providers are used by eligible families as result of an extended redetermination period, and whether consistent child care is provided over the longer period of time. The study notes that extending the redetermination period from 6 to 12 months has the potential to broadly impact the stability of child care.

This Office of Planning, Research and Evaluation report evaluates two approaches for subsidized employment targeted for Los Angeles County TANF recipients. The report compares the two programs to analyze which appears to be more effective. It also analyzes the effects of the two programs on employment and earnings, receiving TANF, total income, and overall well-being compared to the absence of subsidized employment, and examines the cost-benefits of these models.

This Office of Planning, Research and Evaluation report reviews how fatherhood programs serving previously incarcerated low-income fathers can incorporate a trauma-informed system of care into their program design. Trauma-specific services are important for fathers as they reconnect with their families upon release, since their past experience with trauma may challenge them. The report also examines the approaches that fatherhood programs use to identify and assess fathers who could benefit from a trauma-informed system of care, as well as available resources for implementing trauma-informed approaches.

This National Responsible Fatherhood Clearinghouse data set analyzes statistics on substance use, misuse, and abuse among resident fathers. The data analysis examines tobacco, marijuana, alcohol use, binge and heavy drinking, medication and inhalant misuse and abuse, and use of other illicit substances, as well as drug or alcohol treatment. Analysis reflects tobacco or marijuana use in the past 12 months, binge or heavy drinking in the past 30 days, medication or inhalant misuse or abuse and illicit substance use in the past 12 months, and treatment for addiction over the fathers’ lifetime. Data is presented in tables that analyze survey results broken down by race and ethnicity, educational level, and marital status.

This MDRC brief examines the implementation and impact of Washington State’s Division of Child Support (DCS) “personalized” approach for establishing and enforcing child support orders. The approach focuses on providing an alternative compliance mechanism beyond the “service of process” – a formal legal procedure that outlines the amount the noncustodial parent must pay each month. The “personalized” approach aims to lessen distrust which reduces compliance among noncustodial parents and calls for a more cooperative relationship with the noncustodial parent to include: a specialized unit of caseworkers, pre-service outreach phone calls, a follow-up letter to parents not reached by phone, and a new cover sheet that is included in the child support order.

In collaboration with state agencies and community partners, WorkSource offers three program tracks—work ready, work support, and education—to TANF customers based on their level of work readiness.
