This Urban Institute resource follows the House Committee on Ways and Means Hearing on Reforming Temporary Assistance for Needy Families (TANF): States’ Misuse of Welfare Funds Leaves Poor Families Behind, held in September 2024. The resource explains that using TANF funds for activities seemingly unrelated to the program’s core goals, even if technically legal, undermines the integrity of TANF. The resource also provides supporting evidence that parents with low incomes have intrinsic motivations for employment, that TANF work requirements can be counterproductive, and that shifting TANF funding to the broader workforce development system could leave recipient families behind. The resource offers evidence-based recommendations on how access to and accountability for TANF block grant funds can better ensure the program supports employment and children in need.

New Publications: TANF Provisions in FRA of 2023

Record Description

The Office of Family Assistance (OFA) recently published two important documents related to the implementation of the Temporary Assistance Needy Families (TANF) provisions in the bipartisan Fiscal Responsibility Act (FRA) of 2023.

The first, published on July 18, 2024, is updated guidance and application submission information for the TANF pilots. As noted by the Principal Deputy Assistant Secretary for the Administration for Children and Families (ACF) in his letter, ACF welcomes all state and territory TANF agencies to take advantage of this unprecedented opportunity to innovate by submitting a proposal by the deadline of September 3, 2024.

The second, published on July 19, 2024, is a Program Instruction and technical resource guide designed to support state and territory agencies in successfully understanding, preparing, and submitting the new reporting of work outcomes, as required by Section 304 of the FRA and described in the Interim Final Rule on TANF Work Outcomes Measures.

On July 24, 2024, OFA hosted a webinar to review the new measures and provided technical guidance for preparing and submitting the new reports for the measures. The materials and recording are now available to review.

OFA Webinar on the Interim Final Rule on TANF Work Outcomes Measures: Implementing Section 304 of the Fiscal Responsibility Act

Record Description

Section 304 of the Fiscal Responsibility Act (FRA) of 2023 requires all states to report the data necessary to produce outcome measures for work-eligible individuals who leave Temporary Assistance for Needy Families (TANF). The interim final rule on TANF Work Outcomes Measures was published on June 28, 2024. The Office of Family Assistance (OFA) hosted a webinar on July 24, 2024, where OFA presenters reviewed the new measures and provided technical guidance for preparing and submitting three new reports for the measures: Work Outcomes of TANF Exiters Report (quarterly), the required Secondary School Diploma or its Recognized Equivalent Attainment Rate (annually), and the Supplemental Work Outcomes Report (annually).

Using TANF Funds to Support Fathers: A National Responsible Fatherhood Clearinghouse Spotlight on the Ohio Commission on Fatherhood

Record Description

All states may choose to allocate a portion of their Temporary Assistance for Needy Families (TANF) dollars to support fatherhood work. Despite this funding opportunity, very few states have taken advantage of it. States may have other priorities for the use of their TANF dollars, decision makers may not be aware of all the benefits of father involvement for child wellbeing, or TANF program leaders may have limited knowledge about the components of fatherhood programs and how to start/maintain fatherhood programming. This National Responsible Fatherhood Clearinghouse spotlight demystifies the process for using TANF funds to support fatherhood programming and looks at how Ohio has used their state TANF funds to support father-related services through the Ohio Commission on Fatherhood (OCF). The spotlight details the history of how OCF was established, how it works to meet four specific goals, and how its work throughout the state addresses two of the four purposes of the TANF legislation.

The Office of Family Assistance (OFA) wants to inform you of an exciting opportunity to provide input and feedback for consideration into the design and implementation of the pilot programs and work outcomes measures for the Temporary Assistance for Needy Families (TANF) program, enacted as sections 302 and 304 of the Fiscal Responsibility Act of 2023. 

OFA has issued a Request for Information, and we want to hear your voice. Your individual input will help ACF better understand options, opportunities and potential challenges in building and carrying out the pilot program and the reporting of new statutory work outcomes measures applicable to all states. This RFI is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of ACF or HHS. 

We look forward to incorporating your meaningful input and recommendations by the comment deadline of January 11, 2024. As ACF continues to gather input, questions, and comments from all interested parties, we will also continue to alert you to new resources, guidance, and updates as we post them to our FRA Implementation page

Human Services Provisions in the Fiscal Responsibility Act of 2023

Record Description

On June 3, 2023, the Fiscal Responsibility Act of 2023 was signed into law, a legislative package previously agreed upon by the White House and House Speaker to suspend the national debt ceiling limit through January 1, 2025 in exchange for a package of spending cuts and policy changes, including changes to work requirements in the Supplemental Nutrition Assistance Program and TANF. The American Public Human Services Association has developed a summary of relevant human services provisions and the corresponding effective dates.

Strengthening the TANF Program: Putting Children at the Center and Increasing Access to Good Jobs for Parents

This testimony from an Institute Fellow at the Urban Institute was presented to the Subcommittee on Human Resources within the Committee on Ways and Means in the U.S. House of Representatives. The author critiques TANF for not sufficiently reaching children in poverty, spending limited funds outside the original policy goals, and failing to offer training and education for good jobs, among other issues. She recommends TANF improvements such as setting spending floors for core benefits, furthering 21st century skills and education training, and writing in an explicit child poverty reduction goal. These changes, she argues, will help children in poverty and increase parental socioeconomic mobility as TANF originally intended.
