This Web resource provides a wide range of resources on homelessness prevention for prisoners that include publications, best practices and programs, and policy and legislation briefs. One of the featured programs is entitled Polk County Decategorization that works in conjunction with the Iowa Department of Corrections and administers the youthful offender portion of the Serious and Violent Offender Reentry Grant. The program provides a supportive and cohesive transition for juveniles aging out of the juvenile system and returning to the community.

This report explores the feasibility of developing a core set of performance measures across four HHS programs that focus on service delivery to homeless persons. The report, by Capital Research Corporation and Johns Hopkins University, also explores the extent to which mainstream service-delivery programs supported by HHS (i.e., those not specifically targeted to homelessness) could generate performance measures on the extent to which homeless persons are served and with what effect.

While there is a recent charge to end chronic homelessness in local communities, this article provides baseline information for comparison purposes. As of January 2005, it is estimated that 744,313 people experienced homelessness -- 56% of whom residing in shelters and transitional housing, and 44% unsheltered.
