Case Study of a Program Serving Families Who Are Homeless: `Ohana Nui – Family Assessment Centers

This case study describes the Family Assessment Centers (FACs), which provide emergency shelters for families experiencing homelessness in Honolulu, Hawaii. The FACs represent an initial initiative under the `Ohana Nui service delivery framework, which is used across the Hawaii Department of Human Services (DHS) to support multigenerational families. The case study covers this program in detail, including where FACs operate and their context; what FACs offer; whom FACs serve; how they are staffed and funded; what services are provided by FACs; and how FACs measure program participation and outcomes. Case Study of a Program Serving Families Experiencing Homelessness: Solutions for Change

This case study profiles Solutions for Change (Solutions), which supports families experiencing homelessness in San Diego County. The Solutions model progresses through a highly structured, three-phase, 1,000-day program. The sequence includes dedicated case management; onsite mental health services; 12-step support groups; unpaid work experience; parenting; employment readiness training classes; and a series of life skills. The case study notes where the Solutions model operates, its background and approach, and whom it serves; what services are provided; how it is organized, staffed, and funded; and how it measures participant progress. Leveraging the American Rescue Plan's Housing Resources to Help Families

The American Rescue Plan Act (ARPA) allocates additional resources for housing assistance and services and provides state and local jurisdictions with flexibility for spending on supplemental housing and service resources. This brief outlines how resources for supportive housing services can be used in prevention-oriented strategies for implementing a "Housing-First" approach for families experiencing homelessness or housing instability while also receiving child welfare prevention services. The brief also includes a chart that illustrates how ARPA funds can be used for housing and support services. Other topics include short-term opportunities for prioritizing child welfare-involved families with ARPA funding and long-term strategies for interagency collaboration.

OFA Webinar: Building Strategic Partnerships and Maximizing TANF Flexibilities to Reduce Housing Instability

The Office of Family Assistance (OFA) will host a national webinar for state TANF programs and partners entitled Building Strategic Partnerships and Maximizing TANF Flexibilities to Reduce Housing Stability on January 15, 2025 at 1:00 p.m. ET to roll out its newly released Dear Colleague Letter on Housing Stability. OFA will provide an overview of current and relevant research for TANF programs and will offer peer perspectives from two TANF programs investing in housing stability activities.   

 

The webinar also will help increase knowledge about approaches for addressing housing instability for families, facilitate the introduction of new partnerships, and share options for maximizing TANF flexibilities to reduce housing instability for families and children and achieve TANF purposes.

Paying it Forward

Record Description

Nonprofit organizations that offer youth development and young adult talent development services have increasingly centered the voices of the young people who are participating in their programs. They have accomplished this by infusing youth-centered practices into their programming and, more formally, creating leadership opportunities such as youth councils and alumni associations. This Jobs for the Future brief draws from interviews with program leaders and the young people they have hired to highlight how and why organizations have brought young people into paid staff positions, what the experience has been like for them, and the meaning they are making of their experience. This brief highlights four organizations in the Learn and Earn to Achieve Potential (LEAP) initiative. LEAP is a national initiative of the Annie E. Casey Foundation that aims to help youth and young adults ages 14–25 who have been involved in the child welfare or juvenile justice systems, parenting youth or youth who have experienced homelessness succeed in school and at work by building and expanding education and employment pathways.
