This U.S. Department of Labor guide identifies reporting elements in the Participant Individual Record Layout (PIRL) that is required to implement the Workforce Innovation and Opportunity Act (WIOA) Adult program. Under WIOA Adult fund regulations, American Job Centers must give priority to public assistance recipients or other low-income persons who are basic skills deficient.
